RLNG Price for September 2026: OGRA Sets $13.99 for SNGPL and $12.61 for SSGC
Read OGRA's September 2026 RLNG notification for SNGPL and SSGC: transmission and distribution prices, the fall from August and how to read the annex yourself.

Short answer: OGRA set the September 2026 RLNG price at $13.9927 per mmBtu for SNGPL and $12.6112 for SSGC at the transmission level. At the distribution level, where most home and shop supply is priced, it is $15.1963 for SNGPL and $14.2233 for SSGC. The notification is dated 24 September 2026 and counts from 1 September.
RLNG means re-gasified liquefied natural gas. It is gas that Pakistan imports as a chilled liquid, turns back into gas at a terminal, and sends into the pipelines. It costs more than local gas, and its price changes every month. That is why a new connection, a CNG station or a power plant on RLNG can see a different cost from one month to the next.
We opened OGRA's RLNG Notified Prices page and read the September 2026 notification, with its two annexes, on 11 October 2026. We also read the July and August notifications to compare the three months. The PDFs are scanned images, so we read the figures by eye and checked each total against the line above it.
OGRA's September notification fixes a provisional price for each gas company
OGRA, the Oil and Gas Regulatory Authority, issued the notification on 24 September 2026 under Section 43B of its 2002 Ordinance. It sets a provisional weighted average sale price for SNGPL and SSGC for September 2026. It is called weighted because it blends every cargo the month used.
"Provisional" matters. OGRA's own notes say the retainage figure is provisional and "subject to adjustment upon actual figure". So the number can be revised when actual data arrives. It is the price used to bill now, not always the final word.
| September 2026, $ per mmBtu | SNGPL | SSGC |
|---|---|---|
| Transmission level | 13.9927 | 12.6112 |
| Distribution level | 15.1963 | 14.2233 |
| Cargoes used | 2 | 2 |
| Quantity available for sale, mmBtu (transmission) | 6,143,727 | 6,205,772 |

The price fell about 20 per cent from August to September
For SNGPL, the transmission price went from $17.4880 in August to $13.9927 in September. That is a fall of $3.4953, or about 20 per cent. The distribution price went from $19.0276 to $15.1963, a fall of $3.8313, also about 20 per cent.
The main reason is in the annex. August used one cargo with an average delivered price (DES) of $12.1214 per mmBtu. September used two cargoes at an average of $10.0642. The cheaper cargoes pulled the whole month down. The annex also shows OGRA's oil-linked formula, which uses Brent crude and a slope for each cargo.
| SNGPL, $ per mmBtu | July 2026 | August 2026 | September 2026 |
|---|---|---|---|
| Transmission | 23.7020 | 17.4880 | 13.9927 |
| Distribution | 25.8388 | 19.0276 | 15.1963 |
| Cargoes | 5 | 1 | 2 |

One warning on labels. The $25.8388 figure belongs to OGRA's July 2026 notification, dated 31 July. It was reported by some sources as the August price. OGRA's August notification, dated 28 August, shows $19.0276. Our earlier report on the RLNG price rise covered the July figure.
Transmission and distribution prices differ because of losses and fees
The transmission price is for gas sold from the main pipeline. The distribution price is higher because gas is lost in the local network and extra costs are added. In SNGPL's September annex, distribution loss is 8.95 per cent and the total loss rises to 10.99 per cent, against 2.43 per cent at transmission.
Each price is built from the same layers. The annex starts with the delivered cargo price, adds port charges, import costs, a 2.50 per cent margin for the importer and terminal charges, and arrives at an "RLNG cost" of $12.2194. Volume adjustments, a management fee, a fertiliser-sector price difference and the cost of supply are added after that.
SSGC's loss figures are different. Its distribution loss is 12.09 per cent in the annex, which makes the total loss 12.79 per cent. Its distribution price is still lower than SNGPL's, because the adjustment lines in its annex are smaller. The notification does not explain each line, so we do not guess at the reasons.
Most households never see this price directly
A household on local system gas pays the domestic slab rates, not this RLNG price. The RLNG price matters if your connection is an RLNG connection, or through power, fertiliser and industry costs. The domestic slab rates are explained in our guide to Sui gas slab rates.
This notification also does not tell you your final retail rate. It gives the price in US dollars per mmBtu, before GST. OGRA's note says the numbers are "without GST". Your bill adds taxes, meter rent and other charges. We have not converted dollars into rupees here, because the exchange rate and the retail notification are separate documents.
RLNG also affects electricity. Power plants that run on RLNG pass their fuel cost into the grid, and the effect shows up later in fuel adjustments. We cover that link in why RLNG-based generation is low.
How to read the next monthly notification yourself
Open OGRA's RLNG Notified Prices page, find the month, and download the PDF. Read the covering notification for the date and effective date. Then open Annex A for SNGPL or Annex B for SSGC, and read the bottom line, "Weighted Average Sale Price without GST".
- Go to ogra.org.pk and open the RLNG Notified Prices page.
- Pick the newest month under "RLNG Notified Prices (Period 2026)".
- Read the notification page for the date and the line "effective from".
- Open Annex A for SNGPL or Annex B for SSGC.
- Read the last row, in US$ per mmBtu, for transmission and distribution.
- Check the notes at the bottom for words like "provisional".

As of 11 October 2026, the page lists September 2026 as the newest month. The August and September notifications were each issued in the last week of their month, so expect the October notice late in October. Do not rely on a price quoted before OGRA has published it. A new connection is a separate matter, covered in how to get a new gas connection.
Common questions
What is the RLNG price in Pakistan for September 2026?
OGRA set it at $13.9927 per mmBtu for SNGPL and $12.6112 for SSGC at the transmission level. At the distribution level it is $15.1963 for SNGPL and $14.2233 for SSGC. These prices exclude GST.
Is the September RLNG price final?
No. OGRA calls it a provisional price, and its notes say some figures are subject to adjustment against actual data. Check later notifications for any revision.
Why did the RLNG price fall from August?
The annex shows cheaper cargoes. The average delivered price fell from $12.1214 per mmBtu in August to $10.0642 in September, and September used two cargoes instead of one.
What is the difference between transmission and distribution price?
Transmission is the price for gas sold from the main pipeline. Distribution is higher because it adds local network losses and related costs.
Does this change my home gas bill?
Only if your connection is on RLNG. Homes on local system gas pay the domestic slab rates. Check your bill or ask your gas company which tariff applies.
When does the next RLNG price come out?
OGRA has issued each month's notice near the end of that month or in the next. The October 2026 notification was not listed on 11 October 2026.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read the OGRA RLNG Notified Prices page (ogra.org.pk/rlng-notified-prices-3) and the September 2026 notification, covering memorandum and annexes A and B, dated 24 September 2026, on 11 October 2026. We also read OGRA's July 2026 and August 2026 notifications. We could not read the scans' fine print with certainty, so check a figure against the PDF before quoting it in a legal or business document.
