How a Passport Application Works at a Pakistani Passport Office, Counter by Counter
DGI&P's eight stages at a Pakistani passport office: token, fingerprints, data form, ECL check, interview and QR fee payment, and the slips that restart it.

Short answer: At a Pakistani passport office your application passes eight stages: counter, photograph and QR token, fingerprints, data entry, a check against the Exit Control List and Black List, an interview, fee payment by QR code, and delivery. DGI&P warns that a wrong detail on the token or the data form can send you back to the start.
Most people walk into a passport office with the right documents and still lose a day. The cause is usually a small slip at the first two counters: a wrong application type, a wrong priority, or a data form signed without reading. The Directorate General of Immigration and Passports (DGI&P) describes the whole flow on its own process page, and its warnings are specific.
We read the DGI&P passport application process page on 12 October 2026. We did not queue at an office, so waiting times and crowd levels are not covered. The steps below are what DGI&P publishes.
The DGI&P process has eight stages from counter to delivery
The eight stages are the same at a Regional Passport Office in Pakistan and a Pakistani mission abroad. At offices with a One Window desk, stages two to five happen at a single desk.
| Stage | What happens | What you do |
|---|---|---|
| 1 | Customer service counter | Get guided on the process and your documents |
| 2 | Photograph and QR token | Check application type, priority and CNIC number on the token |
| 3 | Fingerprints | Give right and left thumb and index finger |
| 4 | Data entry | Read the printed form and sign it |
| 5 | ECL and Black List check | Take the form to the desk for a clearance stamp |
| 6 | Interview and decision | Appear when your token is called |
| 7 | Fee payment | Scan the QR code on your token |
| 8 | Delivery | Collect on the given date with the original token |

Check the token before you leave the token counter
The token carries your application type, your priority type and your CNIC or CRC number. DGI&P tells you to check all three. If anything is wrong, report it to the official at the token counter at once. Otherwise you must go through every later stage twice.
Priority is the one people miss. A normal, urgent and fast track token cost different fees. Our passport fee guide lists the amounts. Ask the official to read the priority back to you before you move on.
Read the data form line by line before you sign
At data entry the screen is visible to you. The operator prints a data form and gives it to you to check, and you sign it. DGI&P writes in capitals that every change must be pointed out at this stage.
Once the information is saved, a change needs the token to be cancelled and the whole process to start again. After the Assistant Director allows "go ahead", no data change is possible at all. Spell your name, your father's name and your address aloud while you check them. This is the cheapest minute of the whole visit.
- Compare your name, father or husband name, date of birth and CNIC number with your CNIC.
- Check the address and the contact number.
- Point out any error to the operator before you sign.
- Give a valid mobile number or email so you get status updates.
- Sign only when every line is correct.

The Exit Control List and Black List check can stop your file
With your signed form you go to the ECL and BL desk. An official checks the record and stamps clearance. DGI&P says a person on the Exit Control List or the Black List has the passport process stopped there until the name is removed under the rules.
That is not a counter error you can fix on the day. If you think your name is wrongly listed, you need to deal with the listing itself. Our report on the Islamabad High Court ruling on the passport control list rule explains one legal challenge.
The interview: extra documents, minors and the Security Agency
The Assistant Director or officer in charge interviews you to be satisfied about your national status. He can allow "go ahead" or ask for additional documents. If needed he can refer the case to a Security Agency to decide national status.
For anyone under 18, the case is deferred. You receive the printed data form, which must be attested by a Government Gazetted officer who writes his or her CNIC number and contact number and affixes a by-name official stamp. After you bring it back, the deferred token is allowed to go ahead. Our child passport guide lists the documents for a minor.

If the case is deferred or sent to the Security Agency, you may leave. DGI&P says you are informed by telephone once the clearance report arrives.
Pay by QR code and collect with the original token
After the token generates a QR code you pay the passport fee by scanning it on a digital platform, such as Easypaisa, JazzCash or online banking. When payment succeeds the file goes to production for printing. On the given date you collect it with the original token.
The passport is delivered only to you or a blood relative. Status goes by SMS from 9988 inside Pakistan and by email to overseas applicants, if you gave your number or email at data entry. Our note on paying government fees by QR shows the same payment method for another office, and the passport tracking guide explains status messages.
One more note from the page: a passport that has left the production facility can be tracked by SMS or helpline, but it may take shipment time to reach your office or mission.
Common questions
How many stages does a passport application have?
Eight, according to DGI&P: counter, photograph and token, fingerprints, data entry, ECL and BL check, interview, fee payment and delivery.
What if there is a mistake on my token?
Tell the official at the token counter immediately. DGI&P says otherwise you must go through all later stages twice.
Can I fix an error after the data form is signed?
Only by cancelling the token and starting again once the data is saved. After the Assistant Director allows go ahead, no change is possible.
How do I pay the passport fee?
By scanning the QR code on your token with a digital payment platform such as Easypaisa, JazzCash or online banking, according to the DGI&P process page.
Who can collect my passport?
You, or your blood relative, on the given date with the original token. DGI&P says it is not handed to unrelated persons.
Why was my case deferred?
DGI&P lists extra documents, a minor's attested form, or a Security Agency check on national status. You may leave and will be informed.
How we verified this
What we checked, where we read it, and what we could not confirm.
We read the DGI&P passport application process page and the general requirements page on 12 October 2026. The process page is written for the machine-readable passport and says nothing different for the e-passport. We did not observe an office, so counter layouts and waiting times may differ from the steps above.
