How to Pay for Google Ads and Meta Ads From Pakistan
Which Pakistani cards Google Ads and Meta accept, why Google is postpay only here, SBP rules on business cards, the 0.5% card tax and how to fix a declined card

To pay for Google Ads or Meta ads from Pakistan, use a Visa or Mastercard debit or credit card that your bank has opened for online and international use. Google offers Pakistani accounts postpay only, billed to the card after ads run. Your bank then adds 0.5% advance tax if you are a filer, or 1% if you are not.
A shop owner in Lahore sets up a first Facebook boost, types in a debit card, and gets "payment failed" within a minute. The card works fine for local shopping. It simply has not been opened for foreign online payments.
We read the payment pages of Google Ads and Meta for Pakistan, the State Bank of Pakistan's card circular, and FBR's withholding tax rate card on 7 October 2026. Everything below comes from those pages.
Google Ads and Meta both take Visa and Mastercard cards from Pakistan
Both platforms accept Visa and Mastercard credit cards and debit cards, provided the bank allows international online use. Meta's Pakistan page also lists American Express and PayPal, but PayPal does not open accounts in Pakistan. Neither platform offers a local bank transfer or wallet option here.
Google also accepts China UnionPay and one-time virtual cards with these logos. We checked PayPal's own country list on 7 October 2026. Pakistan is not on it, so the PayPal line on Meta's page does not help a Pakistani business.

Google Ads in Pakistan works on postpay only
Google lists Pakistan among the countries where prepay is not available. A Pakistani Google Ads account runs on postpay: ads run first, then Google charges your card on the first of the month or when you reach your payment threshold, whichever comes first.
The threshold starts low and rises each time you hit it before the month ends. So a new account is charged several times in its first weeks, and each charge can be declined on its own.
When you add a new card, Google may place a temporary hold on it. Google says the hold is not a charge and drops off within a week.
Set up the card before you build the campaign
Get the card ready first, then attach it. A card added before the bank switches on international use fails at the very first charge, and the account pauses before a single ad runs.
- Call your bank or open its app and turn on international and online (e-commerce) transactions for the card.
- Ask what your card's foreign transaction limit is, and raise it above your planned monthly ad spend.
- In Google Ads, open Billing, then Payment methods, and add the card as the primary method.
- In Meta, open Billing and payments in Meta Business Suite or Ads Manager, and add the card.
- Add a second card as a backup on both platforms, so one decline does not stop your ads.
If you have not picked a card yet, the fees on credit cards from eight Pakistani banks differ more than people expect, and annual fees and foreign charges both count when ads bill monthly.
SBP says personal cards are not for business payments abroad
The State Bank of Pakistan capped card payments abroad at USD 30,000 a year per person, across all banks. Its circular also says cards issued to individuals are for personal needs, and cross-border commercial payments on them are not permitted. Businesses are pointed to corporate cards.
This is SBP's FE Circular No. 07 of 2022, dated 8 November 2022, which we read on SBP's circular archive. The limit year starts on 1 November. A business spending every month should ask its bank for a corporate card in the business name.
There is a second route for larger budgets. Paragraph 14A of Chapter 14 of SBP's Foreign Exchange Manual lets a bank send up to USD 400,000 a year for each company, firm or sole proprietorship in Pakistan to digital service providers. SBP's list of approved providers names Google, Facebook, Instagram and YouTube. Your bank must first be designated for this, with SBP's acknowledgement, and you must send it payment receipts within 7 working days.
Tax on ad payments is 0.5% for filers from July 2026
Your bank collects advance tax under section 236Y of the Income Tax Ordinance on money sent abroad by credit, debit or prepaid card. FBR's rate card for tax year 2027, updated for the Finance Act 2026, sets it at 0.5% for people on the Active Taxpayers List and 1% for those who are not.
On a Rs 100,000 monthly ad bill, that is Rs 500 for a filer and Rs 1,000 for a non-filer, before your bank's own currency conversion charges. Being a filer halves it. You can check your filer status by SMS before your next billing date. Keep the bank statements that show this tax, since you will want them when you file your return.
Google adds a separate note for Pakistan. Its tax page says a 5% tax applies under Pakistan's Finance Act 2018 on fees for offshore digital services from Google Asia Pacific or Google Ireland, and that the customer may need to deposit it. Google also says it does not add local indirect taxes to Pakistani invoices, because the contract sits with Google Asia Pacific in Singapore. Ask a tax adviser how this applies to your business. Meta's tax pages do not mention Pakistan.
Why your card gets declined, and the fix for each
Google's own list of decline reasons covers most Pakistani cases: the card is not open for internet or international use, the limit is too low, or the details are wrong. Fix the cause at the bank first, then retry the payment inside the ad account.

After a decline, Google asks you to re-enable the payment method under Billing. In Meta, the fix is to pay the outstanding balance under Billing and payments with a working card. If a charge on your statement looks wrong rather than declined, disputing a card charge with your bank follows a set process. Google's money going the other way, from AdSense into Pakistan, works differently, and getting paid by Google AdSense runs through your bank by wire.
Common questions
Can I pay for Facebook ads with JazzCash or Easypaisa?
Not directly. Meta's Pakistan page lists cards and PayPal only. A JazzCash or Easypaisa debit card with a Visa or Mastercard logo can work, if it is open for international online use.
Can I use prepay in Google Ads from Pakistan?
No. Google lists Pakistan among the countries where prepay is not available, so Pakistani accounts run on postpay.
How much tax does my bank deduct on Google or Meta ad payments?
0.5% of the amount if you are on the Active Taxpayers List, and 1% if you are not, under section 236Y for tax year 2027.
Is there a limit on how much I can spend on ads with my card?
SBP caps card payments abroad at USD 30,000 a year per person, and your bank may set a lower limit on each card.
Can a business pay Google or Meta without a card?
A company, firm or sole proprietorship can ask its bank to remit under paragraph 14A of SBP's Foreign Exchange Manual, which lists Google and Facebook as approved providers.
