Short answer: Petrol costs Rs 369.06 a litre in Pakistan on Wednesday, 4 November 2026. That is Rs 5.45 less than on 3 November and Rs 8.85 less than on 31 October. High speed diesel is Rs 391.52 a litre, down Rs 3.68 in a day and Rs 11.44 since 31 October.

These are the petrol price today figures on the daily sheet of the Oil and Gas Regulatory Authority (OGRA), "Effective November 04, 2026, 00:00 hours". OGRA is the regulator that works out the price each day. We read its sheets for 3 and 4 November line by line on the morning of 4 November. OGRA's price page lists no sheet dated 1 or 2 November, so the 31 October prices applied until 3 November.

Petrol falls to Rs 369.06 and diesel to Rs 391.52

Both fuels fell on two sheets in a row. Petrol is down Rs 8.85 a litre since 31 October, and diesel is down Rs 11.44. Diesel is back under Rs 400, a line it first crossed on 30 October.

The 31 October prices had diesel at its highest level on any October sheet. Every earlier October price is in the October list of OGRA daily prices.

Diesel fell because Saudi Aramco's November premium dropped by $3

Most of the diesel cut came from one line on OGRA's sheet. The Aramco crude oil premium went from minus $1.50 a barrel on 31 October to minus $4.50 on 3 November. Crude prices also eased, so diesel fell Rs 7.76 on 3 November.

OGRA builds the diesel price from four dollar figures. The first is the average Dubai crude price over seven working days. The second is Saudi Aramco's premium for Arab Extra Light crude for Asia, which the sheet says is "notified on monthly basis". The third is freight and insurance, fixed at $8.00. The fourth is the diesel "crack", the gap between diesel and crude, fixed at $38.00.

The total fell by $4.44 on 3 November. Of that, $3.00 was the new Aramco premium and $1.44 was cheaper crude. At OGRA's rate of about Rs 276.92 to the dollar, $1 a barrel is about Rs 1.74 a litre. So the premium change alone took about Rs 5.23 off a litre of diesel. The diesel crack and how it works are explained in the diesel price formula.

Petrol fell as the Gulf petrol average came down

Petrol follows a different benchmark, the Arab Gulf price for 92 RON petrol. Its seven day average fell from $120.56 a barrel on 31 October to $118.62, then to $115.49 on 4 November. The freight premium stayed at $25.52.

  1. 31 October: Gulf petrol $120.56 plus premium $25.52 gave $146.08 a barrel, and a pump price of Rs 377.91.
  2. 3 November: Gulf petrol $118.62 gave $144.14 a barrel. The landed cost at Karachi fell to Rs 252.10 a litre, and the pump price to Rs 374.51.
  3. 4 November: Gulf petrol $115.49 gave $141.01 a barrel. The landed cost fell to Rs 246.64 a litre, and the pump price to Rs 369.06.

Customs duty on petrol stayed at Rs 26.15 a litre on all three sheets. The inland freight margin, which spreads transport costs so the price is the same across the country, stayed at Rs 7.51. The oil company margin of Rs 7.87 and the dealer margin of Rs 9.98 did not change.

The petrol levy split is still in place

Petrol still carries a petroleum levy of Rs 80.00 a litre, but only Rs 65.29 is charged at the pump. The other Rs 14.71 is paid by refineries, the same split that began on 31 October. Diesel carries the full Rs 80.00. Both fuels pay a Rs 5.00 climate support levy, and neither pays sales tax.

Levies and customs together are Rs 96.44 on a litre of petrol, about 26 per cent of the price. On diesel they are Rs 100.68, also about 26 per cent. The full tax picture is in the tax in your petrol bill.

What a fill costs on 4 November 2026

A 10 litre petrol fill now costs Rs 3,690.60, which is Rs 88.50 less than on 31 October. A 50 litre diesel fill costs Rs 19,576.00, a saving of Rs 572.00. Rs 1,000 now buys 2.71 litres of petrol, up from 2.65 litres.

Your pump may charge a little more than these figures. OGRA's price excludes "secondary freight", the cost of carrying fuel from the depot to each pump, and that varies by location.

Where we checked, and what was not out yet

We read the two sheets on OGRA's price publications page, "Effective Dated November 03, 2026" and "Effective Dated November 04, 2026". We also checked the Petroleum Division home page on 4 November. Its latest price release was still for 30 October, and it had not posted releases for 3 or 4 November.

OGRA's sheet says the full effect of a change in world prices passes to the pump over seven working days. That is why prices move a little each day instead of jumping once. A falling seven day average means more small cuts are likely if world prices stay where they are, but nobody can promise that.

Common questions

What is the petrol price in Pakistan today, 4 November 2026?

Rs 369.06 a litre, on OGRA's sheet effective from 00:00 hours on 4 November 2026.

What is the diesel price in Pakistan today?

High speed diesel is Rs 391.52 a litre from 4 November 2026, down Rs 3.68 from 3 November.

Was there a price change on 1 or 2 November?

No. OGRA's price page lists no sheet dated 1 or 2 November, so the 31 October prices stayed until 3 November.

Does the petroleum levy still apply to petrol?

Yes. The levy is Rs 80.00 a litre, of which Rs 65.29 is charged at the pump and Rs 14.71 is paid by refineries.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read OGRA's price publications page and the daily sheets for 31 October, 3 November and 4 November 2026 on the morning of 4 November 2026 (PKT). We also checked the Petroleum Division home page, which had no release for 3 or 4 November at that time. Fill costs and the rupee value of $1 a barrel are our own arithmetic from OGRA's figures.
