Short answer: Petrol costs Rs 377.91 a litre in Pakistan on Saturday, 31 October 2026, the same as on 29 and 30 October. High speed diesel goes up Rs 2.29 to Rs 402.96, its highest price on any October sheet. Diesel first crossed Rs 400 on 30 October, at Rs 400.67.

That is the petrol price today in Pakistan on the sheet of the Oil and Gas Regulatory Authority (OGRA), "Effective October 31, 2026, 00:00 hours". OGRA is the regulator that works out the daily price. The Petroleum Division, the federal ministry office for oil and gas, had not posted its own release for 31 October when we checked its home page at 03:25 PKT. We read OGRA's sheets for 29, 30 and 31 October line by line, plus the Petroleum Division releases for 29 and 30 October and its new levy notice.

Diesel rises to Rs 402.96 and petrol holds at Rs 377.91

From 31 October 2026, petrol is Rs 377.91 a litre and diesel is Rs 402.96. Since our last report on 28 October, petrol is up Rs 1.85, all of it on 29 October. Diesel is up Rs 4.89 over three days, and it now costs Rs 25.05 more than petrol.

The 28 October cut in petrol did not last. Petrol went back up Rs 1.85 the next day, when the Gulf petrol price in OGRA's seven day average rose to $121.28 a barrel. The 28 October prices had petrol at Rs 376.06. Every earlier sheet this month is in the October list of OGRA daily prices.

Diesel crossed Rs 400 a litre on 30 October

Diesel went past Rs 400 on 30 October, at Rs 400.67, and rose again to Rs 402.96 on 31 October. It is now above the Rs 402.24 of 30 September. It has gone up on nine sheets in a row since 20 October, by Rs 13.69 in all.

The reason is crude oil. Diesel's price follows Dubai crude, and OGRA's average for it went from $113.13 a barrel on 28 October to $114.15, then $114.65, then $115.75 on 31 October. Customs duty on diesel stayed at Rs 15.68 throughout, so the full rise reached the pump.

Diesel price per litre in Pakistan from 27 to 31 October 2026, rising from Rs 395.82 to Rs 402.96

On 31 October the diesel landed cost at Karachi rose Rs 1.91 to Rs 279.35 a litre. The inland freight margin, which spreads the cost of moving fuel around the country, rose Rs 0.38 to Rs 5.08. Together that is the Rs 2.29 rise. OGRA says a world price change takes up to seven working days to reach the pump in full, so crude's climb may not be finished feeding through.

A Rs 14.71 levy split kept petrol from rising on 31 October

Petrol's cost rose Rs 14.71 a litre on the 31 October sheet, but the pump price did not move. The government cut the petroleum levy charged at the pump by exactly Rs 14.71, to Rs 65.29, and will collect that amount from refineries instead.

How a Rs 14.71 split in the petroleum levy held the petrol price at Rs 377.91 on 31 October 2026

Here is what moved. The freight premium on imported petrol jumped from $19.88 to $25.52 a barrel, even though the Gulf petrol price fell slightly to $120.56. Customs duty went back up from Rs 20.56 to Rs 26.15. An exchange rate adjustment of Rs 0.62 came back. So the price before levies rose from Rs 292.91 to Rs 307.62.

With the old Rs 80 levy at the pump, our sum gives Rs 392.62 a litre. That is the rise the split absorbed. OGRA's sheet says refineries will pay Rs 49.02 a litre on their petrol sales to oil companies, which equals Rs 14.71 a litre across the whole country's petrol.

The total petroleum levy stays Rs 80 a litre

The total levy on petrol and diesel is still Rs 80 a litre, with a Rs 5 climate support levy on top, the same as on earlier OGRA sheets. What is new is that the petrol levy is now split in two, under a Petroleum Division notification dated 30 October.

The notification is in force from 31 October "till further order". It replaces S.R.O. 1469 of 21 August 2026. These are its rates, in rupees a litre.

Furnace oil carries Rs 77 a litre plus Rs 5. The notice also lists a separate "direct sale" levy of Rs 89.98 on petrol and diesel. We have not compared the kerosene and light diesel rates with the August notice it replaces. The split matters for the talks on a phased levy cut, because the levy in petrol is no longer all collected at the pump.

In each litre of petrol you buy, Rs 96.44 is now levy and customs: Rs 65.29 levy, Rs 5 climate support levy and Rs 26.15 customs. Diesel carries Rs 100.68, which is 25 per cent of its price. Sales tax on both stays at zero.

What a fill costs on 31 October

A 5 litre bike fill of petrol costs Rs 1,889.55 and a 10 litre car fill costs Rs 3,779.10, which is Rs 18.50 more than on 28 October. Ten litres of diesel cost Rs 4,029.60, up Rs 48.90. A 50 litre diesel fill now costs Rs 20,148.

Cost of a petrol and diesel fill in Pakistan on 31 October 2026 compared with 28 October

For a pickup or tractor owner, that 50 litre fill is Rs 244.50 dearer than three days ago. Your pump can also charge a little more than the official figure, because the sheet leaves out secondary freight, the cost of moving fuel from the depot to the pump. To turn a rupee amount into litres, use the table of how many litres Rs 500 to Rs 5,000 buys. To check your pump yourself, follow these steps.

  1. Open OGRA's price publications page and choose "Effective Dated October 31, 2026".
  2. Read the last line of each sheet: "Total Petrol Price" and "Total Diesel Price".
  3. Check the Petroleum Division home page for its release on the same prices; it usually appears the day before they apply.
  4. Multiply the price by the litres you plan to buy and compare with the pump's display.
  5. Keep your receipt if the gap is more than a rupee or two a litre, and complain to the district administration or OGRA.

Under daily pricing, the petrol price in Pakistan can change on any working day, so check the figure on the day you fill up.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 31 October 2026 at about 03:25 PKT. The petrol and diesel prices for 31 October, and every build-up line above, come from the OGRA sheets effective 29, 30 and 31 October 2026, which we downloaded from OGRA's price publications page and read in full. The 29 and 30 October prices also appear in the Petroleum Division press releases, and the levy rates in its notification of 30 October, all listed on the Petroleum Division home page. That page had no release for 31 October prices when we checked. Earlier October prices come from our own daily reports. Fill costs, tax totals and the Rs 392.62 figure are our own arithmetic. We could not find an official reason for the jump in the petrol freight premium.
