How to Register for the Punjab Workers Welfare Fund and Its Benefits

The Punjab Workers Welfare Fund (PWWF) pays a worker's child's scholarship, a marriage grant, a death grant and now free flats or plots in a labour colony. Register through your employer's PESSI or EOBI contributions, then sign up at mis.pwwf.punjab.gov.pk to apply.

Most factory workers in Punjab never claim a rupee of this. The fund sits on contributions their own employer already pays, yet the sign-up step gets skipped because nobody explains it in order. We read the Punjab Workers Welfare Fund Act, 2019 and the fund's own site on 4 October 2026 to lay out exactly what gets you registered and what each grant is worth.

PWWF is a body corporate set up under that 2019 Act, chaired by the Secretary of the Labour and Human Resource Department with workers and employers sitting on its Governing Body. It is separate from EOBI, which pays a pension, and from PESSI, which pays health and maternity cover. PWWF pays grants and builds housing instead.

The Punjab Workers Welfare Fund pays four kinds of help to registered workers

PWWF pays a scholarship for a worker's child, a marriage grant, a death grant and, from 2026, free housing. Each has its own rate and its own form, but all four sit behind the same employer registration and the same worker eligibility test.

The scholarship can run into fees paid plus a Rs 5,000 monthly stipend, and the marriage and death grants are fixed cash sums raised in late 2025. Because each already has a dedicated page with the exact figures, deadlines and paperwork, this one does not repeat them line by line. What it covers instead is the part every claim depends on: getting registered in the first place, and the newer housing benefit that most workers have not heard of yet.

Your employer has to be registered before you can claim anything

PWWF only recognises workers at a factory or mine that is itself registered and paying into the fund. Two separate contributions fund it: 2 percent of assessable income under the 2019 Act, and a 5 percent share under the amended Companies Profit Ordinance.

The underlying law calls a factory worker a "workman" under the Punjab Industrial Relations Act, 2010. That definition matters because PWWF checks it before it checks anything else. If your employer never registered the factory with the Directorate General of Labour Welfare, no amount of paperwork on your side gets a claim through.

  • The factory or mine is working and listed in the labour department's database, or the mine pays its PWWF contribution directly.
  • The employer pays 2 percent of assessable income into the fund under section 4 of the 2019 Act.
  • A further 5 percent, the worker's "left out" share of company profit, comes in under the amended 1968 ordinance.
  • Service of one year is enough for a claim up to intermediate education; anything beyond that needs three years.

If you are not sure your employer is registered, ask the factory's HR or admin office for the PWWF or labour department registration number. A worker at an unregistered workshop or a very small shop with no formal factory license generally falls outside this fund, even with years of service.

Nine of the last twelve months on PESSI or EOBI makes a worker eligible

Once the employer is registered, PWWF checks the worker individually. The rule is nine months of PESSI or EOBI contributions out of the last twelve, plus a registration number from your union, board or your own employment record.

This is why getting your PESSI social security card sorted matters even if you never plan to visit a PESSI hospital. The card is also what lets the PWWF portal recognise your CNIC when you try to sign up. Workers who only have an EOBI record instead of a PESSI one can still qualify; the fund's own rule accepts either.

A worker who was laid off after a certified disability, or whose service ended through retirement rather than resignation, is still covered for grants claimed in their lifetime or for their children. A worker who quits on their own does not keep this eligibility for new claims after leaving.

The MIS portal is where every PWWF grant gets applied for

Every grant, from the scholarship to the housing scheme's own confirmation, runs through one account at mis.pwwf.punjab.gov.pk. You create it once with your CNIC, and the system checks it against your PESSI or EOBI record before letting you pick a grant.

  1. Confirm your employer's factory pays into the fund. Ask HR for the registration number if you do not already know it.
  2. Build up nine of the last twelve months on PESSI or EOBI. Payslips and contribution receipts are proof if the online record lags.
  3. Sign up at mis.pwwf.punjab.gov.pk with your CNIC. The portal checks it against the PESSI database.
  4. Confirm the code sent to your phone and your email. Both have to be live numbers and addresses you can access.
  5. Pick the grant you need and upload the papers it asks for. Each grant has its own form and its own document list.

Keep your registration number and CNIC on hand before you start. Workers who try to sign up without a working PESSI or EOBI record usually get stuck at the verification step, not at the form itself.

The workers welfare housing scheme gives free flats to industrial workers

From September 2026, PWWF started handing out flats instead of just promising a colony someday. The first phase, at Sundar Industrial Estate in Kasur, reportedly allotted 720 free units, with set shares for widows and disabled workers.

We could not confirm the unit count, the quota split or the application window directly on PWWF's own site as of 4 October 2026; the fund's works page describes the colony mandate but carries no figures. The numbers below are reported from the allotment event itself and should be treated as reported rather than as PWWF's own published data.

Smaller colonies are also reported for Multan, Jhang, Kamalia and Warburton in Nankana district, with plots rather than flats in some of them. None of that is confirmed on pwwf.punjab.gov.pk yet, so treat it as a direction the fund is moving in, not a scheme you can apply to today outside Sundar. If your factory is in or near Kasur or Lahore, ask the Director Labour Welfare's office whether a new application window has opened, since the first one already closed.

A worker who cannot get a flat in this phase is not shut out of everything else. The PWWF scholarship for a worker's child and the PWWF marriage grant run on the same registration, year round, with no quota or lottery involved. The PWWF death grant works the same way for a family that needs it.

Common questions

Is the Punjab Workers Welfare Fund the same as EOBI or PESSI?

No. EOBI pays an old-age pension and PESSI pays health and maternity cover. PWWF pays one-time grants and housing, funded by a separate employer contribution.

Do I need to register separately for each PWWF grant?

No. One account on mis.pwwf.punjab.gov.pk, checked against your CNIC and PESSI or EOBI record, lets you apply for the scholarship, marriage grant, death grant or housing scheme.

What if my employer never registered the factory?

Then PWWF will not recognise your service no matter how long you have worked there. Ask HR for the registration number, or raise it with the Directorate General of Labour Welfare.

Can a contract or daily-wage worker claim PWWF benefits?

If you meet the Punjab Industrial Relations Act's definition of a "workman" at a registered factory and have the required PESSI or EOBI months, yes. The fund does not ask for a permanent appointment letter.

How do I apply for the housing scheme if a new phase opens?

Watch for an announcement from the Director Labour Welfare's office in your district, or check pwwf.punjab.gov.pk directly, since the fund's own site had not published phase 1's figures at the time we checked.
