Register CNIC on Electricity Bill Online in Pakistan: PITC Portal for IESCO, MEPCO, PESCO and More
Link your CNIC to your IESCO, MEPCO, PESCO or other DISCO meter on PITC's free portal. Owner and tenant documents, the 1 MB file rule, OTP steps and fixes.

To register your CNIC on your electricity bill online, open mnr.pitc.com.pk, type the 14 digit reference number from your bill, upload a photo of your CNIC and one proof of where you live, then confirm with a 6 digit code sent to your mobile. The portal is free, it is run by the Power Information Technology Company (PITC), and IESCO, MEPCO and PESCO all link to it from their own websites.
The part most people get wrong is the documents. The form asks for different files for an owner, a tenant with papers and a tenant without papers, and every file must be a JPG or PNG under 1 MB. Below we set out each case, the exact fields and what to do when the form refuses your number. We opened the portal and read its form and its page code on 24 October 2026. We did not submit a registration, because that needs a real account holder's details.
The PITC portal links your CNIC to your electricity meter
The portal at mnr.pitc.com.pk is titled "Occupant's Mobile/CNIC No. Registration Portal". It records the CNIC and mobile number of the person who lives in the house and uses the meter. It does not change the owner named on the bill. That needs an office visit.
The page heading reads "Electricity Consumer's CNIC Number Registration", in English and Urdu. The footer names PITC, the state company that runs billing for the government owned distribution companies (DISCOs). That is why one form serves several companies.
Here is where each company's website sends you, from what we read on 24 October 2026:
| Company | Area | Link name on its website | Where it goes |
|---|---|---|---|
| IESCO | Islamabad, Rawalpindi, Attock, Jhelum, Chakwal | Electricity Consumer's CNIC Number Registration | mnr.pitc.com.pk |
| MEPCO | Multan and South Punjab | CNIC Registration, then Register CNIC | mnr.pitc.com.pk |
| PESCO | Peshawar and most of Khyber Pakhtunkhwa | Know Your Customer (KYC) Registration | mnr.pitc.com.pk |
| LESCO, GEPCO, FESCO | Lahore, Gujranwala, Faisalabad | Websites did not open for us on 24 October | Bills sit on the same PITC system |
MEPCO's own page says CNIC registration lets consumers "link their electricity accounts" with their CNICs for accurate records and smoother billing. K-Electric in Karachi is not on PITC and has its own route, set out in updating your CNIC on a K-Electric account.

Registering takes six steps and one mobile code
You need the reference number from any recent bill, a phone in your own name and two or three photos under 1 MB each. The form checks each field as you type, so most mistakes show up before you press submit. Keep the bill beside you.
- Open mnr.pitc.com.pk in a browser. Type the address yourself rather than tapping a link someone sent you.
- Enter the 14 digit reference number from your bill and press GO. The form shows the owner's name, with the owner's CNIC and mobile hidden except the last few digits.
- Fill in the occupant's name and 13 digit CNIC, then upload a photo of that CNIC.
- Choose your property status from the list and upload the documents it asks for (see the next section).
- Pick your mobile network, type your number as 03XX-XXXXXXX and add an email if you have one.
- Press Proceed. Type the 6 digit code that arrives by SMS, and the submit button appears.
The code has a countdown. If it runs out, the button changes to "Regenerate OTP" and you can ask for a new one. The networks listed are Jazz, Warid, Ufone, Onic, Telenor, Zong and SCom.
Lost your bill? The reference number is printed on every copy, and a free duplicate electricity bill takes about a minute to print.
The documents depend on whether you own or rent
The form has three choices under "Select Property Status". Owners upload proof of ownership. Tenants with papers add a rent agreement. Anyone without property papers uploads an affidavit and a photo of the bill. All files must be JPG, JPEG or PNG, 1 MB or less.
| Option on the form | Files you upload | Who it suits |
|---|---|---|
| I am Owner | Property proof | You own the house and live in it |
| I have property documents | Property proof and rent agreement | You rent and have the owner's papers and a signed agreement |
| I don't have property documents | Affidavit and a photo of the bill | Family homes, informal rentals, no papers to hand |
| Every applicant | CNIC photo, mobile number, 6 digit code | Required in all three cases |
A phone photo of a full page is often 3 to 5 MB, so it will be rejected. Crop it to the page and use your phone's resize or compress option before you upload. Take the photo in daylight so the text stays readable after shrinking.

The form only changes the occupant, not the owner
A note at the bottom of the form says the information "will change the occupant CNIC" and that for change of ownership you must visit the nearest customer facilitation centre or regional office. So a buyer or heir cannot move the bill into their name here.
That matters if the house has changed hands. For a sale or inheritance, follow the office process for changing the name on your electricity bill. For a tenant, the occupant record is the useful one, because it ties your CNIC and phone to the meter you actually use. If you are leaving a rented house, the rules on a tenant's unpaid electricity bill explain who owes what.
Linking your CNIC helps with tax and the coming subsidy changes
A CNIC on the meter lets the company match the account to a person. That matters for the advance tax a filer should not pay on a home bill, and for the targeted subsidy planned from 2027.
Under section 235 of the Income Tax Ordinance, a domestic consumer on the Active Taxpayers' List should not be charged advance tax on a home electricity bill. The company can only apply that if it knows whose CNIC belongs to the meter.
The Power Division has also planned a national CNIC-to-meter linkage campaign from November 2026. Its campaign documents did not name a channel when we read them, so we cannot say whether this PITC form will be the official route for it. Registering here does no harm either way.
When the form refuses your number
Most failures are a short or mistyped reference number, a number that is already linked, or a file that is too large. The form gives a message for each one, and each has a simple fix. If none of them works, the company's office can update the record by hand.
- "This field is required or incomplete reference no": you typed fewer than 14 digits. Count again from the bill.
- "Reference No Does Not Exists or It is Invalid!": the number was mistyped, or it belongs to a company not on PITC, such as K-Electric.
- "Already exist against CNIC": a CNIC is already linked. The form shows only its last four digits. If they are not yours, visit your sub division office with your CNIC and bill.
- "File size exceeds 1MB limit": shrink the photo and upload again.
- "Invalid number format": type the mobile number with the dash after four digits, as 0300-1234567.
Never pay anyone to do this for you, and never share the 6 digit code. The portal charges nothing. Anyone asking for the code is asking for control of your registration.

Common questions
Is CNIC registration on an electricity bill free?
Yes. The PITC portal charges no fee, and nobody needs to pay an agent to submit it.
Can a tenant register a CNIC on the electricity meter?
Yes. Choose "I have property documents" and upload the property proof and rent agreement, or choose "I don't have property documents" and upload an affidavit and a bill photo.
Does this change the name on my electricity bill?
No. The form changes the occupant CNIC only. Ownership changes need a visit to a customer facilitation centre or regional office.
Does it work for K-Electric in Karachi?
No. K-Electric does not bill through PITC, so its reference numbers will not be found. Use K-Electric's own CNIC update route.
What file types does the portal accept?
JPG, JPEG and PNG only, each 1 MB or smaller. PDF files are rejected.
How do I know my CNIC is already linked?
Enter your reference number and press GO. If a CNIC is linked, the form says the record already exists and shows the last four digits.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 24 October 2026. We opened the PITC portal at mnr.pitc.com.pk and read its form fields, its property status options, its file rules and its error messages, including the checks in the page code. We read MEPCO's CNIC registration page, IESCO's homepage at iesco.com.pk and PESCO's homepage at pesco.com.pk, all of which link to the portal. LESCO, GEPCO and FESCO websites did not respond to us that day, so we could not confirm their links. We did not submit a registration or receive a code, so we cannot say how long approval takes or whether the company confirms it by SMS.
