Short answer: To get a marriage registration certificate in Islamabad, take the original and an attested copy of the Nikah Nama, CNIC copies of the groom, bride and both fathers, to the Citizen Facilitation Center in G-11/4. The ICT Administration lists a fee of Rs 200 and 7 days.

A couple in Islamabad needs a marriage certificate for a visa file. The Nikah Nama is in hand, but the embassy wants the registered certificate from the Arbitration Council. They lose a day because one father's CNIC copy is missing. The list below stops that from happening to you.

We read the ICT Administration's marriage registration page on 13 October 2026. The fee, documents, address and timings below are from that page. It covers the capital territory only. Other provinces and Azad Kashmir have their own offices and rules.

The certificate comes from the Arbitration Council

The certificate is a legal record of the marriage. It shows the names of the groom and bride, their ages, and the date and place of marriage. The ICT page says the Chairman of the Arbitration Council signs it after your documents are checked.

The Nikah Nama is the document signed at the wedding. The certificate is a separate record made from it. Many offices ask for the certificate, not the Nikah Nama, so it is worth getting both. The general rules for registration across Pakistan are in the guide to nikah registration in Pakistan.

The dealing authority named on the page is the Assistant Director (Local Government). The page does not list a relevant law.

Carry seven documents in a file cover

You need the original Nikah Nama, an attested copy, CNIC copies of the groom and bride, and CNIC copies of both fathers. Add a passport copy if one spouse holds foreign nationality and a B-Form copy if anyone is under 18.

  1. Original Nikah Nama.
  2. Attested copy of the Nikah Nama.
  3. CNIC copy of the groom and the bride.
  4. CNIC copy of the father of the groom and the father of the bride.
  5. Passport copy, if the other party holds a foreign nationality.
  6. B-Form copy, if the age is less than 18.
  7. CNIC copy of the applicant.

The page says all documents should be in a file cover. It also says the applicant must appear in person to submit them.

Your file goes through five checks

After you submit, the office checks the record, enters the data, proofreads it, checks the proofreading and prints the final certificate. The Chairman of the Arbitration Council then signs it. You do not need to do anything between these steps.

  1. Record checking.
  2. Data entry.
  3. Proofreading.
  4. A second check of the proofreading.
  5. Final print and signature by the Chairman of the Arbitration Council.

Read the printed names on the certificate before you leave. A spelling error in a name can block a visa or a passport file later. Fixing it after collection takes another visit.

The fee is Rs 200 and the wait is 7 days

The ICT Administration lists a Rs 200 processing fee and a 7 day processing time. The office is the Citizen Facilitation Center in G-11/4, open Monday to Friday from 9:00 am to 6:00 pm, with a Friday break from 12:30 pm to 2:30 pm.

Plan your visit for the morning on a Friday. The long break leaves a short window in the afternoon.

Check the age rule before you apply

The page asks for a B-Form if anyone is under 18. Islamabad now has a law on child marriage, covered in the guide to stopping a child marriage in Islamabad. A registration office cannot fix an age problem.

If you lost your Nikah Nama, ask the issuing union council first. The steps are in the guide to getting a copy of a Nikah Nama. For a birth record needed in the same file, see how to register a birth or death in Islamabad.

Keep the certificate safe once you have it. Make three photocopies and one scan. Visa offices, banks, schools and the passport office often ask for the registered record, and an original that has been folded or stamped many times can be refused. Give out copies, and keep the original at home.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 13 October 2026, Pakistan time. We read the ICT Administration's marriage registration page. The page shows no revision date, so the fee may change. We did not visit the office, so waiting time on the day is not tested. We could not verify whether an online route exists, so this guide covers the counter process only.
