How to Report LPG Overcharging to OGRA in Pakistan: Cap Rs 279.34 a Kg, Fine Up to Rs 500,000

OGRA's LPG cap for October 2026 is Rs 279.34 a kg. Here is how to prove overcharging or a short filled cylinder and file it with OGRA and your district office.

Short answer: If a shop charges more than OGRA's notified LPG price, file a complaint on OGRA's online form at complaint.ogra.org.pk and report the shop to your district price control office. In October 2026 the legal maximum is Rs 279.34 a kg, which is Rs 3,296.23 for an 11.8 kg cylinder. The LPG rules allow a fine of up to Rs 500,000 for each breach.

LPG is one of the few household fuels with a price cap at every level, from the producer to the shop. The Oil and Gas Regulatory Authority (OGRA) sets it once a month. We read OGRA's LPG rules and opened its online complaint form on 20 October 2026, so this is what the law says and what the form asks for.

OGRA's cap is Rs 279.34 a kg in October 2026

The maximum consumer price of LPG for October 2026 is Rs 279.34 a kilogram. OGRA's notification sets it for an 11.8 kg domestic cylinder at Rs 3,296.23. Sellers may charge less but never more, at any level of the supply chain.

Maximum LPG price for common cylinder sizes in Pakistan in October 2026

For other sizes, multiply the kilograms of gas by the per kg price. These are our own sums at the October rate:

Gas in the cylinderMaximum price, October 2026
6 kgRs 1,676.04
11.8 kg (home cylinder)Rs 3,296.23
15 kgRs 4,190.10
45.4 kg (commercial cylinder)Rs 12,682.04

The cap already includes the producer price, sales tax and the margins for marketing, distribution and transport. A seller cannot add a separate "transport" line on top. The full build up of the price is in the October LPG price.

The LPG rules make overcharging a punishable breach

Rule 18 of the LPG (Production and Distribution) Rules, 2001 says LPG is sold at a maximum price notified by OGRA at all levels. If a licensee charges more, OGRA must step in and involve the local administration. Rule 29 sets a fine of up to Rs 500,000 for each breach.

Three rules matter to a buyer. We read them in OGRA's own copy of the rules, which includes amendments up to 2017.

  • Rule 18(3): if prices are "over and above the notified price", OGRA "shall intervene" and involve the local administration "to ensure punitive action".
  • Rule 19: LPG supplied to a consumer must be measured with a correct meter or weighbridge, and OGRA can inspect scales and containers.
  • Rule 21: disputes over measurement, rates and charges go to OGRA, and its decision is final and binding.

So a complaint can be about the price, the weight, or both. A short filled cylinder at the full price is overcharging too.

Collect four pieces of proof before you complain

Your complaint is only as strong as the proof behind it. Keep the receipt, a photo of the cylinder and its weight, the seller's name and address, and the date. Without a receipt, ask the seller to write the price on a slip and sign it.

Four pieces of proof to collect before an LPG overcharging complaint

Check the weight if you can. Weigh the full cylinder on any shop scale, then take away the empty weight of the cylinder. If the gas is less than the label says, note both figures. This is our own advice, not a rule.

A licensed marketing company sells through authorised distributors. You can look up the seller on the OGRA list of authorised LPG distributors and the company on the OGRA LPG licence list. A shop on neither list is selling outside the system.

File the complaint on OGRA's online form in eight parts

OGRA's online form at complaint.ogra.org.pk has eight parts: your details, the company or dealer, the problem, earlier attempts, other cases, extra information, documents and an affirmation. Files can be PDF, JPG or PNG up to 5 MB each.

  1. Open complaint.ogra.org.pk and choose the complaint form.
  2. Enter your name, CNIC, email, city, province, phone and address.
  3. Pick the company or dealer from the list, or type the shop's name.
  4. Describe the problem: date, cylinder size, price paid and OGRA's cap.
  5. Say whether you raised it with the seller and what they said.
  6. Upload the receipt, the photos and your CNIC copy.
  7. Tick the affirmation and submit, then note your complaint number.
  8. Track it later at complaint.ogra.org.pk/track.

One caution. The notice on the form is written for natural gas customers. It asks for a gas bill and a decision of the gas company's review committee, and sets a 90 day limit after you first complained to the gas company. Those papers do not exist for a shop sale of LPG. We did not file a test complaint, so we cannot say how OGRA treats an LPG complaint without them. Explain this in the description and attach what you have.

Report the shop to your district price office as well

Rule 18(3) names the local administration as OGRA's partner for punishment, so report the shop to your district too. In most districts that means the Deputy Commissioner's price control office, which can inspect the shop on the same day.

District systems differ by province. In Punjab, the steps to report overcharging to price control work for LPG shops as well. In Karachi and the rest of Sindh, use the routes in report overcharging in Sindh.

Prices are rising, so check the cap every month

OGRA sets a new LPG price near the last day of each month. The cap for an 11.8 kg cylinder has gone up from Rs 2,848.91 in July to Rs 3,296.23 in October 2026, so last month's figure will not hold for long.

Shop prices have run far above the cap. The Pakistan Bureau of Statistics found an average of Rs 5,154.16 for an 11.67 kg cylinder in the week to 15 October. LPG sellers also say prices jumped about Rs 100 a kg over the weekend of 17 and 18 October, after the Rahimdad-250 crossing with Iran closed. A supply problem does not change the legal maximum. Only a new OGRA notification does.

Stay safe while you shop around. A cheap refill from an unlicensed decanting point is the riskiest LPG you can buy, as the LPG cylinder safety rules explain.

Common questions about LPG overcharging

What is the maximum LPG price in October 2026?

Rs 279.34 a kg, or Rs 3,296.23 for an 11.8 kg domestic cylinder, under OGRA's notification effective 1 October 2026.

Can a shop add delivery or transport on top of the cap?

The cap already includes OGRA's distribution and transport margins. OGRA's notification does not mention home delivery either way, so ask before you agree to a delivery charge.

What fine can an overcharging seller face?

Up to Rs 500,000 for each breach of the LPG rules, under rule 29.

Can I complain about a short filled cylinder?

Yes. Rule 21 sends disputes over measurement to OGRA, and rule 19 says LPG must be measured with a correct meter or weighbridge.

Do I need a receipt to complain?

It is not stated as a must for LPG, but without one your complaint is your word against the seller's. Ask for a written slip at the time of sale.

How long does OGRA take to decide?

OGRA's consumer affairs page says decisions in complaint cases are typically reached within 90 days. That page describes gas utility complaints, so an LPG case may differ.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 20 October 2026. We read rules 18, 19, 21 and 29 in OGRA's copy of the LPG (Production and Distribution) Rules, 2001, and opened OGRA's online complaint form and its consumer affairs page on 20 October 2026. The October cap and the July figure come from OGRA's monthly LPG notifications, and the per size prices are our own arithmetic at Rs 279.34 a kg. The shop average comes from the Pakistan Bureau of Statistics SPI summary for the week ended 15 October 2026. We did not file a complaint, so how OGRA handles an LPG case without gas bill papers is not verified.
