In a strong step against climate challenges, five of Sindh most heat prone cities, Hyderabad, Dadu, Larkano, Mirpurkhas, and Naushero Feroze have dedicated Heat Action Plans to respond fast and more effective towards the extreme temperatures. The plans were finalize during City Heat Action Plan Consultative Meeting which was organized by Aga Khan University Centre of Excellence for Trauma and Emergencies (CETE) with collaboration of Provincial Disaster Management Authority (PDMA) Sindh.

Sindh 5 Cities in Heat Action Plan Reason
The five cities were selected due to recurring vulnerability of extreme heat events. Each year, heatwaves hit low income communities, outdoor workers, the elderly, and people in informal settlements in Pakistan the hardest. PDMA Sindh recognized these areas as they require urgent structured protocols to prevent avoidable health emergencies and deaths in the heat wave.
Heat Action Plans of PDMA Sindh 2025
Each Heat Action Plan provides a step-by-step framework for:
- Early warning systems which alert communities in advance
- Coordination of ambulance services and emergency response teams in each city
- Setup of heat relief camps with cooling systems and water stations
- Public awareness campaigns to educate general public from heat wave safety protocols
- Availability of IV fluids, oxygen, and cooling beds in hospitals and clinics
“These plans give local administrations practical, city specific protocols when to issue warnings, how to manage ambulances, and where to set up relief camps,” explained Syed Shayan Shah, Director Operations at PDMA Sindh.
Importance of These Action Plans to Fight Heatwave
Sindh healthcare system has repeatedly pushed to limit by previous heatwaves. In 2024, heat related illnesses caused 5,358 hospital admissions and 158 livestock deaths. In April and May 2025, PDMA reported 675 cases across the province.
Hospitals in Sindh struggle to manage and have long waiting times, lack of basic medical supplies, and overcrowded emergency rooms, which makes treatable heat illnesses life threatening. Compounded by drought conditions, over 8.6 million people in 26 districts in Sindh are facing heightened food insecurity.
Organization Behind This Initiative
The initiative is part of HEAT Project (Heat Emergency Awareness and Treatment), which is funded by Elrha, a UK based humanitarian organization. It is being implemented by CETE at Aga Khan University, working closely with local governments.
“We are proud to have supported city administrations in building these plans,” said Zaheer Chaand, Project Lead at CETE, AKU. “This is a locally driven, evidence informed effort that puts climate adaptation in hands of those closest to the communities.”
A Scalable Model for Climate Resilience
This project is not just policy document, it is replicable model of city level climate resilience. With practical steps and interdepartmental coordination, it can improve district administrations management to act before disaster strikes, which will result in saving lives and decrearing pressure on already stretched healthcare systems.
