SNGPL lets a gas consumer pay a year of bills in advance and earn profit on the unused balance, at the six month KIBOR rate minus 2 per cent a year. You apply on a one page form at your SNGPL regional billing office. The advance bill is your last 12 months of use plus 20 per cent.

Most people in Punjab and Khyber Pakhtunkhwa have never heard of it. Sui Northern Gas Pipelines Limited (SNGPL) calls it the Advance Payment Plan, and it sits in the Customer Services section of its own website. We read the page and the application form on 10 October 2026, as winter gas bills are about to climb.

The Advance Payment Plan pays you profit on prepaid gas bills

You pay one large bill up front. Each month SNGPL takes that month's gas bill out of your advance and credits a discount on the balance left, at six month KIBOR minus 2 per cent a year. When the advance runs out, normal billing returns.

KIBOR is the Karachi Interbank Offered Rate, the benchmark banks use to price loans. It usually moves close to the State Bank of Pakistan's policy rate, which the State Bank kept at 11.5 per cent on 14 September 2026. So if six month KIBOR stood near 11.5 per cent, the plan would pay about 9.5 per cent a year. Check the day's KIBOR before you decide, because the rate changes.

SNGPL lists four benefits on its page:

  • Profit at six month KIBOR minus 2 per cent a year on the reducing monthly advance balance.
  • Easy enrolment.
  • It "saves 11 visits to the bank in one year".
  • The risk of a late payment surcharge from a missed due date is removed.

Apply in four steps at your regional billing office

Fill in SNGPL's one page request form, hand it to the billing in-charge at your regional office, then pay the advance bill SNGPL sends you. Your monthly bills keep coming, showing the advance and discount balances.

  1. Download the form. It is titled "Request for Advance Payment Plan" and is linked from the Advance Payment Plan page on sngpl.com.pk. It asks for your name, consumer number, CNIC number, contact number, the date and your signature.
  2. Submit it to the Incharge Billing at your regional office. The form is addressed to that officer. Your consumer number is printed on any gas bill. If you have lost it, the Sui gas bill check online steps will find it.
  3. Pay the advance bill. SNGPL says it will send "a bill for advance payment as per your option based on your last one years consumption plus 20%". Pay it the usual way, at a bank or through a banking app.
  4. Watch your monthly bills. Each bill still shows that month's charges, plus your advance balance and the discount credit.

The form says the plan is "for One Year". When the credit is used up, SNGPL says you can repeat the procedure or go back to normal monthly billing.

A Rs 30,000 gas year would mean a Rs 36,000 advance

The advance is last year's use plus 20 per cent. A home that used Rs 30,000 of gas in the past 12 months would pay about Rs 36,000. At a 9.5 per cent profit rate and even monthly use, the discount would come to roughly Rs 1,876 over the year.

Advance left after 12 months, before discountRs 6,000
Worked example of the SNGPL Advance Payment Plan for a Rs 30,000 gas year

This is our own arithmetic, not an SNGPL quote. Real gas use is not even. It is low in summer and high in December and January, and gas tariffs can change during the year. Your actual discount will differ. A household on a tight budget will also find Rs 36,000 at once harder than ten smaller bills. The Sui gas winter slab rates show why a winter bill can jump.

The plan suits some households and not others

It suits a family with spare cash, a steady address and a history of late fees. It does not suit someone who may move, sell the house or needs the money at short notice, because the advance sits with SNGPL until it is used.

Think of it as two benefits in one. First, a modest return on money you would spend on gas anyway. Second, no due dates to miss, which matters for anyone abroad or often travelling. An overseas Pakistani paying for parents' gas is a natural fit.

If cash is the problem, this is the wrong tool. Splitting one heavy winter bill is a different request, covered in paying an electricity or gas bill in instalments. And if you just want warnings before the due date, SNGPL's email and SMS bill alerts are free and need no form.

Check three things before you pay

Confirm the plan is still offered at your office, ask what KIBOR rate applies, and ask what happens to any balance if you move. SNGPL's page was last updated in June 2017, so terms may have changed since.

  • Is it still running? The web page shows "Updated: 21-06-2017". We could not confirm on SNGPL's site that the plan is still offered in October 2026. Call the 1199 helpline or ask at your regional office first.
  • Which KIBOR? Ask whether the rate is fixed on the day you pay or reset during the year.
  • A refund if you leave? The page does not say what happens to an unused advance if you disconnect or transfer the connection. Get the answer in writing before you pay.

Customers of Sui Southern Gas Company (SSGC) in Sindh and Balochistan should ask SSGC directly. SSGC's website did not open when we tried it on 10 October, so we could not check whether it offers a similar plan.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 10 October 2026. The plan's terms, procedure and quoted wording are from SNGPL's Advance Payment Plan page, marked updated 21 June 2017, and its request form (download/APP.pdf on sngpl.com.pk). The 11.5 per cent policy rate is from the State Bank of Pakistan's announcement of 14 September 2026. We could not open the State Bank's KIBOR page on 10 October, so the 9.5 per cent rate and the Rs 1,876 discount are an illustration using the policy rate, and our own arithmetic.
