If you paid SNGPL a demand notice or urgent fee for a gas connection before the ban, you can convert that old application to an RLNG connection on SNGPL's "Conversion From System Gas To RLNG (Already Paid Cases)" page, using your consumer number and CNIC. SNGPL then asks for a notarised undertaking on stamp paper of at least Rs 100, a signed RLNG contract and any difference in security. Below are the steps, the 17 clauses you sign, and what the RLNG bill is likely to cost against LPG.

Thousands of families in Punjab and Khyber Pakhtunkhwa paid for a gas connection years ago and never got one, because new system gas connections were stopped. SNGPL's homepage now says the government "has relaxed the ban" for new domestic connections, but "only on the basis of" the RLNG tariff, with priority for people who had already paid. We read the notice, the conversion form and the affidavit on sngpl.com.pk on 25 October 2026.

Already paid applicants get priority, on RLNG terms only

SNGPL says applicants who paid an urgent fee or a demand notice before the ban come first for the new RLNG connections. To use that priority, they must give a notarised undertaking on stamp paper of at least Rs 100, sign the RLNG contract and pay the difference in security.

RLNG means re-gasified liquefied natural gas. It is imported gas, and it is billed at a different, higher tariff than the local "system gas" your neighbours may have. That is the trade you are making: a connection now, at a higher rate, in place of a system gas connection that the affidavit says "cannot be processed".

What SNGPL asks for to convert an already paid gas application to RLNG

The conversion page asks for your consumer number and CNIC, shows your name and address, then asks you to tick three statements and submit. SNGPL replies with a provisional acknowledgement, and the application is then scrutinised "in due course of time".

  1. Open sngpl.com.pk and choose "Conversion From System Gas To RLNG (Already Paid Cases)" under online services.
  2. Enter the consumer number from your demand notice and your 13 digit CNIC, then the captcha.
  3. Check that the name and address shown are yours, and download the RLNG Domestic Contract Form.
  4. Tick the three boxes: you want to convert, you accept the RLNG contract, and you accept the affidavit.
  5. Submit and save the provisional acknowledgement.

SNGPL's notice says you can also do this through its ConnectOn mobile app, or at an SNGPL office or customer services centre. The office route suits anyone whose consumer number is lost or whose CNIC does not match the old application.

After that, the application moves like any other. SNGPL's tracker shows each stage, as explained in tracking an SNGPL gas connection application.

Five steps to give consent for SNGPL RLNG conversion online

The affidavit gives up the right to challenge RLNG rates

The affidavit has 17 clauses. The heaviest one says you will not challenge RLNG rates in any court, before OGRA, the Wafaqi Mohtasib or any other forum. You also accept that your rate will differ from neighbours on system gas, and that RLNG may be billed provisionally.

Read these clauses slowly before you sign. In plain words, you agree that:

  • your old application for local gas cannot be processed under government directives;
  • RLNG will "generally have a higher rate" than system gas, but is cheaper than LPG;
  • you will not challenge the RLNG rate or the security difference before any court or forum;
  • you will pay any difference in the demand notice, meaning security or serviceline charges;
  • RLNG may be billed provisionally, and you will pay any later adjustment;
  • the connection is for the named house only, and a false paper lets SNGPL disconnect without notice.

The affidavit also says you have taken "independent legal advice". If you have not, a lawyer at your local kachehri can read it for a small fee. The full contract terms that sit beside the affidavit are in SNGPL's RLNG gas contract.

SNGPL's own table puts RLNG about 32% below LPG

The affidavit carries SNGPL's comparison of monthly bills for four hours of daily use. A stove alone comes to Rs 4,802 on RLNG against Rs 6,326 on LPG. A stove, geyser and heater together come to Rs 31,133 against Rs 41,118. Every line shows the same 32% gap.

Appliances, 4 hours a dayRLNG bill (Rs)LPG bill (Rs)Difference (Rs)
Stove only4,8026,3261,524
Heater only9,58112,6523,071
Geyser only16,75022,1405,390
One geyser and one stove21,55228,4666,914
Stove, geyser and heater31,13341,1189,985

These figures are dated. The affidavit's note says the RLNG price is taken from an OGRA notification of 11 September 2025, and it gives the RLNG price as "approx. Rs. 3,200 to 3,500 per MMBTU", before meter rent and taxes. RLNG prices change every month. The latest OGRA figure we reported is in the September 2026 RLNG price, and LPG's monthly cap is in LPG prices for October 2026.

Check these points before you convert

Convert only if your house is on SNGPL's existing network, your name and CNIC match the old demand notice, and you can live with a higher, changing tariff. SNGPL says an application with wrong or incomplete details can be cancelled at any time.

Three practical checks help. First, find the original demand notice or urgent fee receipt, because the consumer number on it is what the form wants. Second, if the property has changed hands since you applied, sort out ownership papers first. Third, budget for the security difference, which the affidavit does not put a number on.

Your internal pipes still have to pass SNGPL's check before the meter goes in, as set out in the SNGPL house line certificate. For readers who never paid before the ban, the fresh route is in applying for a new gas connection.

Common questions

Who can use SNGPL's RLNG conversion?

Applicants who paid SNGPL an urgent fee or a demand notice for a domestic gas connection before the ban on new connections.

What stamp paper is needed for the RLNG undertaking?

A notarised stamp paper of at least Rs 100, according to SNGPL's notice.

Will my gas rate be the same as my neighbours'?

No. The affidavit says an RLNG connection will generally have a higher rate than system gas connections.

Can I challenge the RLNG rate later?

Clause 8 of the affidavit says you will not challenge RLNG rates before any court, OGRA, the Wafaqi Mohtasib or any other forum.

Do I have to pay anything more?

Yes, possibly. The affidavit says you will pay any difference in the demand notice, meaning security or serviceline charges.

Can I convert at an SNGPL office instead of online?

Yes. SNGPL's notice lists its offices, customer services centres and the ConnectOn app as other routes.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read SNGPL's homepage notice, the conversion consent page and the RLNG affidavit PDF on 25 October 2026. The bill comparison and the Rs 3,200 to 3,500 per MMBTU range are SNGPL's own figures, based on an OGRA notification of 11 September 2025, and are older than the current monthly RLNG price. SNGPL does not publish the security difference, a processing time or the order in which converted cases are taken up, so we have not stated any. We did not submit a consent ourselves.
