Short answer: To sub-divide a CDA plot in Islamabad, file Form EF-20 at One Window Operation with your attested allotment letter, four copies of a sub-division plan signed by every allottee and the architect, a Revenue Directorate NOC, and a pay order of Rs 75 per square yard in favour of CDA.

Two brothers inherit one plot. Or a family wants a single large plot split so each son can build. In Islamabad this is not done with a private deed and a surveyor's sketch alone. The plot sits in CDA's record, and CDA must approve the split before any share is legally separate.

We read CDA's procedures page, its forms page and its frequently asked questions page on 13 October 2026. None is dated. We did not apply for a sub-division, so the guide follows what CDA lists and flags what it does not say.

Sub-division means CDA records your plot as two or more plots

Sub-division splits one allotted plot into smaller plots, each with its own record. CDA approves a sketch of the split, issues a sub-division letter, and the new parts can then be held or transferred on their own.

The form is called "Application for Sub Division of Plot" and carries the code EF-20 on CDA's list of Estate Management forms. EF stands for Estate Form. You can download it from the forms and applications page on cda.gov.pk.

Not every plot may be splittable. Building and zoning rules could limit the size of each part. CDA's procedure page does not list a minimum size, so ask the Building Control Section before you pay an architect.

The sub-division file has four items

CDA lists four requirements: an attested copy of the allotment letter, four copies of the sub-division plan signed by all allottees and the architect, an NOC from the Revenue Directorate, and a pay order of Rs 75 per square yard in favour of CDA.

ItemWhat CDA says
Allotment letterAttested copy; the original is surrendered after approval
Sub-division plan or sketchFour copies, signed by all allottees and the architect
Revenue Directorate NOCShows property tax and other dues are clear
Pay orderIn favour of CDA at Rs 75 per sq. yd

The words about the Revenue NOC are our plain reading. CDA only calls it an NOC from the Revenue Directorate. In the same way, the Revenue Directorate also issues the property tax clearance used for transfers.

Four items CDA lists for a plot sub-division file in Islamabad

The Rs 75 rate is easy to estimate

Multiply the area of the plot in square yards by Rs 75. For a 500 square yard plot that is Rs 37,500. This is our own arithmetic. CDA does not say whether the rate applies to the whole plot or only to the new part.

That gap matters. A family splitting one 500 square yard plot into two halves could pay on 500 or on 250. Ask the counter, and ask for the demand in writing before you buy the pay order.

  1. Ask Building Control if your plot can be split and into what sizes.
  2. Hire an architect to draw the sub-division sketch.
  3. Get every allottee to sign four copies of the sketch.
  4. Clear dues and collect the Revenue Directorate NOC.
  5. File Form EF-20 with the documents at One Window Operation.
  6. Buy the pay order once the counter confirms the amount.

Every owner must sign, and dues must be clear

CDA asks for the signatures of all the allottees on the sketch. One missing signature stops the file. CDA also lists outstanding dues as a reason it can restrict any transfer or change to a property, so clear them first.

The same list of restrictions includes a disputed title, a case before the fraud scrutiny committee and a valid court stay order. If any of these applies, a sub-division request is unlikely to move.

To learn what you owe, ask Estate Management in writing. CDA says it answers a dues enquiry within four working days. The page on checking CDA plot dues and the property information report explains the options.

If the plot belongs to a deceased relative, finish the legal heir transfer before you split it. The sequence is explained in the page on transferring a CDA plot to legal heirs.

After approval each owner can hold a separate letter

When CDA approves, it issues a sub-division letter. CDA delivers title documents, including the sub-division letter, by registered post or hands them over in person after identification. Courier is available on request, with charges CDA does not list.

Once the letters are issued, each new plot can be sold or transferred on its own. A buyer would follow the usual steps in the page on transferring a CDA plot or house.

Building on the new plots needs a plan approval of its own. Do not start construction on the strength of a sketch alone. The route is in the page on getting a building plan approved by CDA.

You need Form EF-20, the Application for Sub Division of Plot, from CDA's forms page.

Can I sub-divide a plot with unpaid dues?

CDA lists unpaid dues as a reason it can restrict changes to a property, so clear them first.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 13 October 2026, Pakistan time. We read the CDA procedures page, the forms and applications page and the frequently asked questions page. They are undated. CDA does not publish minimum plot sizes or a processing time there, and we did not call the office.
