DHA Karachi Mutation, Division and Amalgamation: 3 Weeks, or 7 Working Days if Urgent
DHA Karachi mutation takes at least 3 weeks with no urgent route. Division and amalgamation take 21 working days, or 7 if urgent. See the papers and order.

DHA Karachi mutation takes at least three weeks and has no urgent route, except for an open plot. Division and amalgamation of plots take 21 working days, or 7 working days with the urgent fee. All three wait on two things: DHA's finance directorate clearing your dues, and a site visit by its town planning and building control directorate.
These figures come from DHA Karachi's own FAQ page, which we read on 14 October 2026. DHA does not list the fees there, so this article gives the order of work and the waiting times, not amounts.
Mutation updates DHA's record after a leased property changes hands
DHA defines mutation as updating a leased property's record in the new owner's name at Clifton Cantonment Board (CBC), the Military Estate Office (MEO) and DHA, after the sale is registered. It applies to B and C leased property.
The sale is first registered at the Sub-Registrar-I office, Clifton Town, through a sub-lease, a sale or conveyance deed or a gift deed. Mutation then follows. DHA says it is needed on purchase of a B or C leased property and on endorsement by CBC and the MEO Karachi.
A B or C leased property cannot be transferred at DHA. DHA's FAQ says to approach the registrar's office or the MEO for that step. Whichever route you take, run the title checks in the guide to verifying a property's title before you buy first.

Mutation takes at least three weeks and has no urgent route
DHA says a normal mutation takes at least three weeks, subject to its finance directorate clearing dues and a site visit by its town planning and building control directorate. Urgent mutation is not offered, except for an open plot.
That last point matters if you are buying land with no building on it. For an open leased plot DHA follows the same procedure but does not ask for CBC's No Demand Certificate (NDC), the paper that shows no dues are pending. It collects an open plot transfer fee in place of the normal mutation fee. An open plot certificate from CBC or from DHA's town planning directorate is also required.
For a built-up property the NDC from CBC is part of the file. Plan the month around the three weeks, and do not hand over the balance of the price until the mutation letter is in your hands.
Division and amalgamation take 21 working days, or 7 when urgent
DHA calls division the splitting of one plot into two or more, and amalgamation the merging of two or more plots into one. A normal case takes 21 working days. An urgent case takes 7 working days after the urgent fee is paid.
| Case | Normal | Urgent |
|---|---|---|
| Mutation | At least 3 weeks | Not offered, except open plots |
| Division of a plot | 21 working days | 7 working days |
| Amalgamation of plots | 21 working days | 7 working days |
Both timelines are subject to dues clearance by the finance directorate and the site visit. If your dues are not cleared, the clock does not start in a way you can count on. Ask for the statement of account first, as in any DHA dealing.

Leased plots go to the Military Estate Office first
DHA does not hold B or C leased plots. For division or amalgamation, the owner must first go to the Military Estate Office, Karachi, and get the plot divided or merged there. DHA then acts on the MEO's letter.
The same logic applies to mutation: DHA says a property cannot be mutated without the MEO letter, except for KMC land and PQA land, as DHA words it. For legal heirs of KMC land, DHA says to follow the instruction slip for legal heirs of non-leased property.
- Register the sale at the Sub-Registrar-I office, Clifton Town.
- Get the MEO letter and the CBC endorsement. For a built property, get CBC's NDC. For an open plot, get the open plot certificate.
- Confirm both parties hold valid DHA membership.
- Clear every DHA due and book the DHA site visit.
- Submit the mutation file and wait at least three weeks.

Membership and earlier mutations decide whether the file moves
DHA says valid membership is compulsory for mutation, division and amalgamation. If earlier owners never mutated the property, the present owner must apply for all the missing mutations together, with the remaining mutation and membership fees.
The FAQ is not fully consistent on a seller who was never a member. One answer says mutation cannot be done. Another says the owner applies for membership on the seller's behalf and then applies for mutation. Ask the directorate which applies to your file before you pay.
Joint owners can apply for division or amalgamation if all the others give a consent letter in favour of one co-owner. DHA also says someone other than the owner can collect the mutation letter, if the owner signs an authority letter in front of a DHA designated officer on DHA's specimen.
For a plot in Sindh, a land record check helps before you buy. See how to check Sindh land records online.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 14 October 2026. Every rule and timeline above comes from the DHA Karachi FAQ page. We did not find fee amounts there, so we state none. Some answers conflict, and we say so. We have not run a mutation file ourselves. Confirm the current steps with DHA's Transfer and Record Directorate, 2-B East Street, Phase 1, Karachi, before you pay anyone.
