To transfer a plot or house in a Faisalabad Development Authority (FDA) scheme, first get an Ownership Clearance Certificate (OCC) from FDA's Estate Management I office, then file a transfer application with the registered sale agreement, both parties' CNICs and affidavits, two witnesses, an Excise NOC and the last paid WASA bill. Check FDA's defaulter list before you pay the seller.

FDA runs 19 of its own colonies and schemes in Faisalabad, from Allama Iqbal Colony to FDA City on Sargodha Road. A sale there is not complete until FDA records the new owner. We read FDA's checklists for every transfer route on FDA's services and requirements page on 20 October 2026. This applies to FDA's own schemes, not to private housing societies.

FDA transfers property only in its own 19 schemes and markets

FDA's own schemes list has 19 entries, all approved, including Allama Iqbal Colony, Madina Town, Millat Town, Gulistan Colony I and II, Sir Syed Town and FDA City. In these, FDA keeps the ownership record, so the buyer needs an FDA transfer as well as a registered deed.

The other FDA schemes on the list are Ahmad Nagar, Awami Colony, Gulfishan Colony, Gulshan Colony, Nazim Abad, Quaid-e-Azam Block, Saeed Abad and Weaver Colony. For FDA City, the transfer letter comes from a separate office, Estate Management II.

Ways to transfer FDA property in Faisalabad: current owner, GPA, SPA, gift and inheritance

Check FDA's defaulter list before any money changes hands

FDA publishes a defaulter list of plots in its own schemes, with each property number and the principal amount in default. Search your plot number in it. If the plot is listed, the dues must be cleared before FDA will clear ownership.

We downloaded the defaulter list PDF from FDA's site on 20 October 2026. It covers Allama Iqbal Colony block by block, which is by far the longest part, plus the Truck Stand, Awami Colony, Gulistan Colony I and II, Sir Syed Town, Islam Nagar Flats, Madina Town Flats and Millat Town. The PDF carries no date. So treat a clean result as a first check, not a final one, and let the OCC confirm it.

A seller who says "the dues are small, pay me and I will clear them" is asking you to carry his risk. Ask him to clear them first and show you FDA's receipt.

The Ownership Clearance Certificate comes first

The OCC is FDA's confirmation that the person selling is the owner on its record. Every transfer checklist on FDA's page lists the OCC as a required document. You apply for it with six items, including a bank fee receipt or paid challan.

  1. Application from the original owner, or the GPA or SPA holder.
  2. Copy of the registered sale agreement.
  3. Copy of the CNIC of the owner, or of the GPA or SPA holder.
  4. Deed of redemption, if the property was mortgaged.
  5. Fee receipt from the bank or a paid challan.
  6. Copy of the GPA or SPA, if one is used.

FDA's checklist does not state the OCC fee. We could not find a fee schedule on FDA's site, so ask the One Window Counter for the challan amount before you go to the bank. If a bank holds the house as security, FDA also issues a Non Encumbrance Certificate on the owner's application with a reference letter from the bank.

Transfer documents are the same for owner, GPA and SPA sales

FDA's checklist for a transfer by the current owner lists the transfer form, the registered sale agreement, CNICs and affidavits of seller, buyer and two witnesses, the OCC, a completion certificate copy, a TP report, an Excise NOC and the original last paid WASA bill.

The Excise NOC comes from the Punjab Excise department, which collects property tax, so clear any arrears there first. If the buyer sends someone else to sign, FDA's checklist says the Competent Authority must approve that. The registered deed itself is a Punjab registration matter, and registering an agreement to sell or a power of attorney in Punjab follows its own rules. Check the e-stamp paper too, using the steps to verify a Punjab e-stamp.

Inheritance needs a NADRA letter of administration or a court decree

When the owner has died, FDA transfers the property to the legal heirs on a NADRA letter of administration or succession certificate, or on a court decree. The NADRA route needs ten items, including the original letter and photos of the heirs on a white background.

The full list: an application from the legal heirs, CNIC copies of all heirs, CNIC copies of two witnesses, affidavits of the heirs and of the witnesses, the registered sale agreement copy, the original last paid WASA bill, the OCC, the original letter of administration or succession certificate, and the heirs' photos. Heirs who live abroad should sort out powers of attorney early, as covered in claiming inherited property as an overseas Pakistani.

A buyer who won a court case for specific performance against a seller who refused to transfer can also ask FDA to act on the decree. FDA has a separate checklist for that.

Where to file, and who to call

File at FDA's Head Office on Mall Road, opposite the DHQ Hospital in Faisalabad. The Director Estate Management I handles transfers, OCCs and NECs. FDA's checklists give 041-9200096 for that office, and the main line is 041-9200088 or 041-9200089.

FDA also runs a One Window Counter that handles OCCs and transfers, including GPA transfers. Go with originals and two sets of copies. A transfer that FDA has not recorded leaves the buyer exposed if the seller sells again, so do not treat the registry office stamp as the last step. The mutation route for land outside FDA schemes is different and runs through the PLRA property transfer system.

Common questions

What is an OCC from FDA?

It is the Ownership Clearance Certificate. It confirms the seller is the owner on FDA's record, and every FDA transfer checklist requires it.

What is the FDA transfer fee?

FDA's checklists say a bank fee receipt or paid challan is needed, but they do not state the amount. Ask the One Window Counter for the current challan before paying.

Can I transfer an FDA plot through a GPA?

Yes. FDA has a checklist for transfer through a GPA holder and one for an SPA holder. The holder signs the transfer form and gives a CNIC copy and affidavit.

Where is the FDA defaulter list?

It is a PDF linked from the Defaulter's List of Plots page on fda.gov.pk. It lists property numbers and the principal amount in default in FDA's own schemes.

Does FDA transfer plots in private housing societies?

No. These checklists cover FDA's own schemes. Private societies keep their own records, and FDA only approves or refuses the scheme itself.

Who handles FDA City transfers?

FDA City has its own office, Estate Management II, which issues transfer letters and ownership clearance for that scheme.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read FDA's services and requirements page and downloaded its checklists for the OCC, NEC, transfer by current owner, GPA, SPA, gift and inheritance through NADRA on 20 October 2026. We also read FDA's own schemes list and the FDA defaulter list page and its PDF the same day. We could not find FDA's fee amounts or processing times on its site, and the defaulter PDF has no date. Confirm both at the counter.
