Turn Off Online and International Payments on Your Debit Card in Pakistan
How to switch off online and international payments on your HBL, MCB or Meezan debit card in the app, the Rs 3,000 tap rule and the helplines to block a card.

Open your bank's app, go to card management, and switch off online (e-commerce) and international payments on your debit card. Turn them back on only when you need them. HBL, MCB and Meezan all let you do this in their apps or through their helplines, and it costs nothing.
Online card fraud does not need your physical card. It only needs your card number, expiry date and the three-digit code on the back. If online and international payments are off, a stolen card number is far less useful to a thief.
Here is what each bank's own pages say you can switch off, what you cannot, and the helpline to call when the app is not an option. We read the pages for HBL, MCB and Meezan on 9 October 2026.
Switch off online and international payments in your bank app
Log in to your bank's mobile app, open the card section, and look for card management, card controls or transaction permissions. Turn off e-commerce and international use. Your card still works at ATMs and shop machines in Pakistan.
The names change from app to app, but the steps are close to the same.
- Log in to your bank's own app. Download it only from the Play Store or App Store, never from a link sent on WhatsApp or SMS.
- Open the cards section. Look for "Card Management", "Debit Card" or "Manage Card".
- Find the switches. They may be called e-commerce, online shopping, international usage or transaction permissions.
- Turn off what you do not use. For most people that means e-commerce and international use.
- Confirm with your OTP or PIN. The app may send a one-time code to your registered number. Never share that code with anyone.
- Test once. Use the card at an ATM or shop to make sure local use still works.

When you need to buy something online, switch e-commerce back on, pay, and switch it off again. It takes less than a minute. That small habit closes the door most card thieves use.
What HBL, MCB and Meezan let you switch off
HBL lets you turn on international use through card management in its app or internet banking. MCB lets you turn e-commerce on or off in MCB Live, at its ATMs or by phone. Meezan's app lets you manage ATM, POS and e-commerce permissions and limits.

MCB's page is the clearest of the three. It says its debit card comes "pre-enabled" for e-commerce, and that you can deactivate it "permanently or temporarily" as you choose. So if you have an MCB card and have never touched this setting, online payments are probably on right now.
HBL's page says you are "required to activate international usage" before travelling. That suggests international use starts switched off, which is a good default. Check your own app to be sure, because settings can differ by card type.

Contactless cannot be switched off on an HBL card
HBL says contactless is a permanent feature of its contactless debit card and cannot be disabled. You can still choose to insert the card and enter your PIN every time. Small tap payments of up to Rs 3,000 a day go through without a PIN.
HBL's page sets out the exact rule. You can make 5 contactless payments a day, up to a total of Rs 3,000, without entering a PIN. After that, you must insert the card and use your PIN once, which resets the count. MCB says tap payments under Rs 3,000 do not need a PIN, and payments above that do.
So the most anyone can take by tapping a stolen HBL card without the PIN is small. That is the honest picture. A tap card is not a big risk on its own, as long as you block it quickly when it goes missing.
Keep the card in sight when you pay at a shop, restaurant or petrol pump. If a payment fails but money is taken, read what to do when a card machine fails but you are charged.

Pause or block your card the moment it goes missing
If your card is lost, stolen or used without your permission, block it in the app or call your bank's helpline straight away. MCB lets you pause the card in MCB Live. HBL asks you to call PhoneBanking, which blocks the card and issues a replacement.
A temporary block is useful when you are not sure. Maybe the card is in another bag, or at home. Pause it, look for it, and turn it back on if you find it. If it is gone, ask for a full block and a new card.

If money has already left your account, block first and complain second. Ask for a complaint number on the same call. Then follow the steps for reporting fraud on your bank's mobile app or disputing a card charge, depending on what happened.
International card payments carry a fee and a yearly limit
Every card payment to a foreign shop or website counts as international, even if the screen shows rupees. Meezan charges 4% of the amount on an international purchase. The State Bank also sets a limit of USD 30,000 a year per person for card payments abroad.
Meezan's card page quotes that USD 30,000 yearly limit as an industry-wide State Bank rule from 8 November 2022. MCB's page says going over it will suspend your card for international use only.
This is another reason to keep international use switched off when you do not need it. A thief who gets your card details from a fake website may try to spend on a foreign website. If international use is off, the payment fails and you keep your money.
Common questions
Can I turn off online payments on my debit card in Pakistan?

Will my card still work at ATMs after I switch off online payments?
