YouTube Partner Program Changes in 2027: What Pakistani Creators Must Do by 31 January
YouTube changes its Partner Program on 1 February 2027. See what Pakistani creators must accept by 31 January, the new 8,000 hour bar and Shorts rules.

YouTube is changing its Partner Program on 1 February 2027. Creators already in the program must accept the new terms in YouTube Studio by 31 January 2027, or they stop earning from the matching features. New creators will need 8,000 watch hours or 20 million Shorts views, up from 4,000 hours and 10 million views.
We read YouTube's own help pages on 11 October 2026. The changes touch every Pakistani channel that earns from ads, Shorts or Premium. They also touch anyone who plans to apply in the next few months.
Most of the pain falls on new channels. If you are already in the Partner Program, your status does not change. You only have a signing job and a few new rules to learn.
Existing creators must accept the new terms by 31 January 2027
If your channel is already monetised, open YouTube Studio and accept the updated terms before 31 January 2027. If you miss the date, you stay in the Partner Program but stop earning from the features whose terms you did not accept. You can get them back later by accepting.
YouTube splits the terms into modules: Watch Page Monetization, Shorts Monetization and, where it applies, Commerce Product. You can accept some or all. YouTube encourages all of them, because each module switches on a different income stream.
- Sign in to YouTube Studio on a computer or phone.
- Find the terms notice on the dashboard or in the Earn tab.
- Select Review for each updated module.
- Tick the box to accept, then select Next.
- Select Submit when every module is reviewed.
Do it now rather than in January. A reminder you ignore in October becomes a lost month of income in February. That is our view, not YouTube's, but waiting has a real cost and signing early has none.
New channels need 8,000 watch hours or 20 million Shorts views
From 1 February 2027, a new channel needs 1,000 subscribers plus either 8,000 qualified watch hours in the last 365 days or 20 million qualified Shorts views in the last 90 days. Today the figures are 4,000 hours or 10 million Shorts views. The thresholds double.

That last row is the useful one for small channels. Fan funding, YouTube Shopping and creator partnerships keep the lower bar, so a channel with 500 subscribers can still start earning in other ways before it reaches full ad income. Pakistani creators who rely on a brand deal first, and ads second, lose almost nothing here.
A channel that applies before 1 February 2027 and already meets the current figures should check its numbers in the Earn tab. YouTube says the review for ads still looks at the whole channel, not only the thresholds. Meeting the number does not mean automatic approval.
Our view: the doubled bar favours channels that publish longer videos or build a steady Shorts audience. A channel that earns a few hundred thousand Shorts views a month will need to be patient. Shorts earnings now need 10 million views in 90 days
To earn from the Shorts Creator Pool each month, a channel will need 10 million qualified Shorts views over the last 90 days. Miss it and you are not removed from the Partner Program. Your long-video earnings continue, and Shorts earnings can start again once you pass the line.
YouTube also lists new Shorts programmes that may pay bonuses for YouTube Shopping, production credits for brand deals and boosts for cultural trends. Eligible creators will get direct notices on how to join. YouTube gave no Pakistan list, so do not plan income around them yet.
One more item: if an advertiser targets an ad at five channels or fewer, eligible creators can earn a direct 45% revenue share from that placement, on top of the normal pool. It is a rare case, and it is YouTube's stated rule, not a promise of payment.
Premium Lite becomes a bigger earner
YouTube is expanding Premium Lite to every country where Premium is sold. For Premium Lite, creators share a pool equal to 60% of net subscription revenue. For full Premium views, the pool is 30%. YouTube says that on average creators earn more per user from Premium than from ads, based on 2026 results.
Pakistan already has both plans. What a subscriber pays is in YouTube Premium price in Pakistan. A viewer on the cheap Premium Lite plan will now count for more in your pool, which matters when many Pakistani viewers avoid ads.
The channel active rule gets easier and the grace window longer
From 1 February 2027 a Partner Program channel counts as active if it meets any one of three tests: 1,000 qualified watch hours in 365 days, 1 million qualified Shorts views in 90 days, or two long videos or five Shorts uploaded every 90 days. A channel that falls out gets 90 days to recover.
This helps part-time creators. A student who uploads two long videos in a quarter keeps the channel active. Before, a quiet channel could lose its place.
Keep your tax records for the income you earn
YouTube pays in dollars, and Pakistani tax rules treat that income as income, whatever the platform changes. Keep monthly payout statements.
