AJK Driving Licence: Get a Learner Online for Rs 450, Then Visit 1 of 10 Centres
An AJK learner driving licence costs Rs 450 on the DLIMS portal and is issued instantly. Documents, PSID payment, 10 district centres and how to verify one.

An AJK learner driving licence now costs Rs 450 and can be issued online in minutes. The fee is Rs 400 for each application plus Rs 50 in operations and settlement charges, paid through a PSID on the AJK Police licensing portal, dlims.ajkpolice.gok.pk.
That portal is the Driving License Information Management System (DLIMS) for Azad Jammu and Kashmir. The Punjab Information Technology Board (PITB) built it as the technology partner of AJK Police. We opened every public page of it on 10 October 2026, and everything below comes from those pages or from the AJK Police website.
One honest warning first. The online part covers the learner licence only. The regular licence still needs a visit to one of 10 district licensing centres, and the portal does not publish the regular licence fee.
The AJK learner licence costs Rs 450 and comes out instantly
An AJK learner driving licence costs Rs 400 per application plus Rs 50 in charges. You apply on the DLIMS portal, pay through a PSID, and the portal says the licence is ready as soon as the payment goes through.

The FAQ on the portal says the Rs 400 applies "for each application (Bike, Car etc.)". So a learner for a motorcycle and a separate one for a car should cost Rs 900 in total, on our arithmetic. The portal does not say whether one application can cover two vehicle types.
A PSID is a Payment Slip ID, a number the system generates for one payment. You pay it like a bill through an ATM, online banking or a mobile banking app.

Four documents are needed for the online application
The online learner application needs a face photo and scans of the front and back of your original CNIC. Applicants over 50 also need a medical certificate signed by a government doctor. Files should be clear and in a common format such as PDF or JPEG.

- A scan or photo of the front of your original CNIC.
- A scan or photo of the back of the same CNIC.
- A medical certificate signed by a government doctor, only if you are older than 50.
The portal also offers a medical form for download. It is Form B, the medical certificate used for a licence to drive a transport vehicle or to drive as a paid employee. A registered medical practitioner fills one half and an eye specialist fills the other, covering eyesight, colour blindness and night blindness. Commercial and professional drivers should expect to need it.
How to apply for an AJK learner licence online
You create an account on DLIMS, fill in the form, upload the documents and pay through a PSID. The learner licence then appears as a digital copy inside the same account, ready to download.
- Open dlims.ajkpolice.gok.pk and choose Login, then sign up for a new account.
- Fill in the learner application form with your CNIC details and the vehicle type.
- Upload your face photo, both sides of your CNIC and, if you are over 50, the medical certificate.
- Generate the PSID and pay Rs 450 through an ATM, online banking or a mobile banking app.
- Log in again and download the digital learner licence from your account.

The home page also promises real-time tracking through a personal dashboard and a tracking number. Keep the PSID and the tracking number together. If a payment does not show, the bank will ask for the PSID.
The regular licence is issued at 10 district centres
After the learner stage you need a district licensing centre for the regular licence. AJK Police runs these inside its Police Khidmat Markaz offices in 10 districts, usually at the SP or SSP office.

The portal's Downloads menu has a regular driving licence form and an AJK road signs booklet. The road signs PDF is worth reading before the test. The regular form is a scanned document, so print it rather than trying to fill it on screen.
We could not find the regular licence fee, the test fee or the learner waiting period anywhere on the portal. Call your district centre before you go, and ask for all three. That one call can save a wasted trip from Neelum or Haveli.
Verify any AJK licence and download an e-licence
Anyone can check an AJK licence on the portal's Verify License page with the holder's CNIC and licence number. The E-License page lets a holder print an electronic copy of a regular or international licence.
- Verify: enter the 13-digit CNIC and the licence number, answer the simple sum, and press Verify License. Employers hiring a driver should do this before handing over the keys.
- E-licence, regular: choose Regular License, enter your CNIC and date of birth, and generate the copy.
- E-licence, international: choose International License and enter your passport number and date of birth instead.

Driving abroad is a separate step. An international driving permit needs a valid Pakistani licence first.
Driving without a licence in AJK costs up to Rs 1,000
The AJK Traffic Police fines list charges Rs 200 on a motorcycle, Rs 500 in a car or jeep and Rs 1,000 in a public service vehicle for driving without a licence. Refusing to show a licence costs Rs 100.
Underage driving carries the same pattern at Rs 300, Rs 500 and Rs 1,000. The fines are modest next to Punjab. The real cost of driving unlicensed comes later, when an insurer or a court asks to see the licence after an accident.
Licences issued elsewhere in Pakistan follow their own rules. Islamabad residents use the Islamabad driving licence process, and Khyber Pakhtunkhwa runs its own learner and licence fees through Peshawar Traffic Police.
