A small brick house with a flat roof under repair and stacked bricks, for the Mehfooz Chhat loan in Punjab

Apni Chhat Mehfooz Chhat is Punjab's interest-free loan for a house you already own: up to Rs 500,000 to repair a weak roof or add a room, or up to Rs 1,000,000 to build another floor. Apply free at acag.punjab.gov.pk. The portal says repayment runs 9 years. The helpline is 0800-09100.

A roof with damp patches and a family of seven under it is the case this loan was made for. You do not need a new plot or a new house. You need a house up to 5 marla in a city or 10 marla in a village, in your own name, and a clean record.

We read the portal's loan category and eligibility pages, and the Punjab government's project page, on 7 November 2026. They disagree on one thing that matters, the repayment term, and we show both below.

Mehfooz Chhat has two loan categories in Punjab

Category 1 pays for roof repair, strengthening or a new room, up to Rs 500,000. Category 2 pays for an extra storey, up to Rs 1,000,000. Both carry no markup. Each is paid in two parts, so you must build before you get the rest.

Lintel level means the top of the door and window frames, before the roof goes on. So on the bigger loan you pay for the walls up to that point out of your first tranche. Plan the money that way, and do not break the old roof until the first part has arrived.

Repayment is 9 years on the portal and 3 or 6 on the project page

The two official pages differ. The portal, where you actually apply, says 9 years for both categories, and we treat it as the better guide. The term changes your monthly payment by a lot, so get yours in writing from PHATA before you sign.

Here is simple division, with no markup and equal months. These are our sums, not official figures.

LoanIf 9 years (108 months)If the shorter term applies

Rs 1,000,000About Rs 9,260 a monthAbout Rs 13,890 a month over 6 years

A Punjab government notice dated 20 July 2026, which we read in September, gave about Rs 4,700 and Rs 9,300 a month over nine years. That is close to our sums and supports the 9 year figure. The fuller scheme picture is in the Apni Chhat Apna Ghar loan, which also covers the Rs 1.5 million new-house loan.

You must own the house alone and pass the portal's checks

You need a Punjab CNIC, age 21 to 60, sole ownership of a house up to 5 marla urban or 10 marla rural, no criminal record and no loan default. The eligibility page also asks for registry entry with a PMT score of 60 or less.

  • Residence: Punjab resident holding a CNIC.
  • Registry: listed in the NSER or PSER with a poverty score (PMT) of 60 or less.
  • House: sole owner and possessor, up to 5 marla in a city or 10 marla in a village.
  • Age: 21 to 60 on the day you apply.
  • Record: no criminal record and no loan default.
  • Consent: you agree to checks through NADRA and the Punjab Land Records Authority.

PMT is a score from a household survey. Lower means poorer. The NSER is BISP's registry and the PSER is Punjab's. To find out whether your household is counted, use the steps in checking your PSER eligibility or call 1221.

Check sole ownership first, because joint family houses are common. A house still in a dead father's name is not yours under this test. The land record has to change first, through an inheritance mutation in Punjab, and that can take time, so start early.

Apply online with your CNIC, Fard and house photos

Punjab lists three documents: your CNIC, land ownership details such as a Fard, and photographs of the house as it stands. You register on the ACAG portal, choose the loan category and upload them. There is no application fee to pay anyone.

  1. Open acag.punjab.gov.pk and choose the option for adding a floor or room.
  2. Pick Category 1 or Category 2, based on the work you need.
  3. Register with your CNIC and a mobile number in your own name, and confirm the SMS code.
  4. Upload your CNIC, your Fard from the land record and clear photos of the house.
  5. Log in with your CNIC and password later to check progress or request the second instalment.
Five steps to apply for the Apni Chhat Mehfooz Chhat loan on the ACAG portal

The portal warned when we read its registration page that name, CNIC and mobile number cannot be changed afterwards. So type them slowly. We opened the public pages only and did not submit an application. If you cannot manage the form, Punjab's notice said help was available at Deputy Commissioner and Assistant Commissioner offices and at PHATA.

Early repayment earns a rebate of up to 20 per cent

The portal offers a rebate for clearing the whole loan early: 20 per cent of the unpaid principal within 1 to 3 years, and 10 per cent within 4 to 6 years. So a family that gets a lump sum can pay less overall.

An example with our own numbers. Suppose you owe Rs 300,000 in year 3 and clear it all. A 20 per cent rebate takes Rs 60,000 off, so you pay Rs 240,000. The portal's notice does not say whether the rebate works differently for Mehfooz Chhat loans, so confirm it first on 0800-09100.

The size of the wider programme shows that this is a working scheme. The portal's counter read 230,044 loans and Rs 301,431 million paid out on 7 November 2026. If this loan does not fit, compare it with the federal Apna Ghar bank loan.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 7 November 2026. Loan limits, 9 year terms and tranches are from the ACAG loan category page. Eligibility is from the ACAG eligibility page, which does not clearly split rules between the two windows. The 3 and 6 year terms, documents and consent are from the Punjab project page. The rebate, helpline and counter are from the portal's home and contact pages. Monthly figures and the rebate example are our sums. The registration warning, the help points and the July notice were read in September 2026.
