Apni Zameen Apna Ghar: Free 3 Marla Plot in Punjab, Who Qualifies and How to Apply
Punjab's Apni Zameen Apna Ghar gives a free 3 marla plot by ballot. See the 6 rules, district quota, 5 year no-sale term and how to check your result by CNIC.

Apni Zameen Apna Ghar gives landless families in Punjab a free 3 marla plot, about 675 square feet, through a computer ballot. The first round put 2,000 plots in 19 districts. Registration is free, and the helpline is 0800-09100.
Plots in this scheme are never sold, and nobody can pay to move up the list. That one fact protects you from most of the scams that follow any free-land scheme. We read the scheme's own portal and the government's initiative page on 11 October 2026, and we set out below what each says.
One honest limit first. The portal shows that the first ballot has already been held, and we could not confirm that a new application window is open today. So this is a guide to the rules, the quota and the result check, so that you are ready when the next round is announced.

The scheme gives a free 3 marla plot by ballot
Apni Zameen Apna Ghar, often shortened to AZAG, is run by the Punjab Housing and Town Planning Agency (PHATA) under the Chief Minister's housing programme. It allots free residential plots of 3 marla to families with no land of their own. Winners are picked by a computerised ballot.
The government's initiative page says the first phase covered between 1,892 and 2,000 plots in 23 housing schemes across 19 districts. The portal's own district table adds up to exactly 2,000 plots. Winners can also apply for an interest-free construction loan under the Apni Chhat Apna Ghar loan, which is how the plot turns into a house.
You must meet six conditions to qualify
The portal lists six eligibility rules. You must be a permanent Punjab resident on your CNIC, apply only for a scheme in your own district, own no plot or house anywhere in Pakistan, have a clean criminal record, not be a loan defaulter, and give true information.
- You are a permanent resident of Punjab, as shown on a valid CNIC.
- You apply only for schemes inside your own district.
- You, your spouse and your dependent children own no plot or house anywhere in Pakistan.
- You have a clean criminal record.
- You are not a defaulter of any bank or financial institution.
- Your information is accurate. A false declaration can lead to disqualification.
The government initiative page adds that household income is typically below Rs 60,000 a month, with a qualifying poverty score. The portal's eligibility page does not repeat that figure, so treat it as the usual range, not a hard line, and ask the helpline about your case.

The first round put 730 plots in Jhelum alone
The quota is not spread evenly. Jhelum holds the most plots, because it has two schemes in the table. Kasur and Faisalabad follow. Several small districts got fewer than 10 plots, so your chance depends heavily on where you live.
| District | Scheme named on the portal | Plots |
|---|---|---|
| Jhelum | ADS-IV and ADS-I | 730 |
| Kasur | ADS Pattoki | 388 |
| Faisalabad | ADS Mamukanjan | 257 |
| Lodhran | ADS Lodhran | 218 |
| Okara | ADS Renala Khurd II and ADS Okara | 130 |
The other 14 districts share the remaining 277 plots. They include Layyah (55), Bhakkar (52), Sahiwal (33), Sargodha (25) and Khushab (24). Chiniot has only 2. Jhelum's figure is the sum of the 727 and 3 shown for its two schemes.

How to apply on the official portal
The portal's own steps are short. You register or log in at azag.punjab.gov.pk, fill in your personal and income details, upload scanned documents, review the form, submit it, and then track your status on the same site. The portal also offers an affidavit form to download.
- Open azag.punjab.gov.pk and register with your CNIC.
- Fill in your personal details and income information.
- Upload scans of the documents it asks for, including the affidavit (halafnama) if you are told to.
- Check every field, then submit.
- Come back and track the status through your login.
Applying costs nothing. The government initiative page says plainly that nobody should pay to secure a plot, and that you should report anyone who asks to FIA Cybercrime on 1991. Our own rule is simpler: no agent, no fee, no "ballot guarantee".
Before you plan to build, it also helps to read how a plot allotment gets checked in general. Checking a housing scheme before you buy a plot shows the same habits that protect you here.
Check your ballot result by CNIC
The ballot for the first round has been held. The portal's result page says eligible applicants can see their result by entering their CNIC number. It asks for a captcha, and it is a public page with no login needed.
Use only the address azag.punjab.gov.pk. Do not trust a result sent by WhatsApp or SMS from a number you do not know. If you cannot see a result, call 0800-09100 or the PHATA office on 042-99213419 or 042-99213428.
Winners must build within two years and cannot sell for five
The allotment terms are strict. You must start building within six months of getting possession and finish within two years. You cannot sell, transfer or lease the plot for at least five years, and a transfer in that time cancels the allotment automatically.
Miss the building deadlines and PHATA can cancel the allotment, after it sends you a written notice and one month passes. This matters for anyone hoping to flip a plot. The terms are written to stop exactly that.
When you do build, the plot is still a legal property, so the usual papers apply. Registering property in Punjab through PLRA explains the later step of recording ownership.
Common questions
Is Apni Zameen Apna Ghar free?
Yes. The portal and the government initiative page both say registration is free, and the plot is allotted free of charge by ballot.
How big is the plot?
It is 3 marla, which the government page puts at about 675 square feet.
Can I apply from any district?
No. Applications are accepted only for schemes in your own district, as shown on your CNIC.
Can I sell my plot after I win?
Not for five years from allotment. A transfer in that period cancels the allotment automatically.
How do I check my result?
Enter your CNIC on the ballot result page of azag.punjab.gov.pk. For help, call 0800-09100.
What if someone asks me for money to get a plot?
Do not pay. The government page says registration should never need a fee, and it asks you to report such requests to FIA Cybercrime on 1991.
How we verified this
What we checked, where we read it, and what we could not confirm.
We checked this on 11 October 2026. We read the portal pages azag.punjab.gov.pk for eligibility, how to apply, district quota and the ballot result note, and the helpline and PHATA numbers printed on them. We read the Punjab Directorate General of Public Relations page on the programme for the 3 marla size, the first phase scale, the income range and the fraud reporting line. We did not file an application, and we could not confirm whether a new application window is open. Check the portal for the current status before you act.
