Fingerprint Will Not Scan at the Bank? How to Open an Account With NADRA Verisys in Pakistan

If your fingerprint will not scan, SBP rules let a bank open your account with NADRA Verisys, including for seniors over 60 and people with a disability.

Short answer: If your fingerprint will not scan, the bank can still open your account. SBP's framework allows NADRA Verisys instead of biometrics for people with worn or missing fingerprints and for senior citizens over 60. At a branch the bank records the reason and checks your original CNIC. In an app it may open the account with a debit block.

A mason's fingerprints are worn flat. A grandmother's are too faint to read. A man has lost two fingers in an accident. Each of them goes to a bank, the scanner says "no match", and the officer says "we cannot open your account". That is not what the State Bank of Pakistan (SBP) rules say. They give the bank a second route.

We read SBP's updated Consolidated Customer Onboarding Framework, section F, and the circular that amended it in March 2026, on 13 October 2026. We did not test a fingerprint scanner or visit a branch, so we cannot say how any bank handles a failed scan at the counter.

The default is a biometric check with NADRA

Before opening an account or wallet, a bank, microfinance bank, digital bank or wallet provider must verify a customer who holds a CNIC, NICOP, POC or ARC card through a biometric check with NADRA. The check can be done in an app, in a branch or by another authenticated means.

The framework names finger, thumb and iris. Facial recognition will be added once NADRA's facial feature is operational. Our guide to NADRA's facial and iris verification covers that second route, which exists outside the bank too.

Verisys can replace the scan for three groups of people

The framework lets a bank use NADRA Verisys as an alternative to the biometric check in named cases. Verisys is NADRA's online check of your CNIC data against its record. It does not need a fingerprint.

WhoWhat the framework says
People with a permanent physical disabilityFor example amputation or limb disability
People with unreadable fingerprintsUneven textured, erased or unclear fingerprints
Senior citizensOver 60 years of age
Non-resident Pakistanis and POC holders abroadUntil biometric checks for them are operational
People who can use NADRA Verisys instead of a fingerprint to open a bank account in Pakistan

The list ends with "etc.", so it is an example list. A bank can accept other genuine reasons, but it must write the reason down.

What happens at a branch

For face to face account opening, the bank first tries the biometric check. If it cannot be done for a genuine reason, the bank records that reason in writing. It then runs Verisys and notes that it has seen your original valid ID document.

That means you must bring the original CNIC, not a photocopy. If your CNIC has expired, fix that first, as our guide on unblocking a bank account with an expired CNIC explains.

What happens in an app or wallet

Remote opening follows a ladder. The bank tries each step in order and moves down only when the one above fails.

  1. Biometric verification through NADRA, by authenticated means.
  2. If that is not possible for the reasons above, Verisys together with a check that the CNIC and the mobile number are paired, and an OTP or call back.
  3. If both fail, the account may be opened after Verisys but with a debit block until step 1 or 2 is completed.
  4. If everything fails, the bank should guide you to the nearest branch to open the account face to face.

A debit block means you can receive money but cannot spend or withdraw it. The Asaan mobile account works the same way, and our guide to opening an Asaan mobile account shows that case. Digital banks and wallet providers without branches may use a recorded video interview with Verisys instead.

What to do if the officer still says no

Name the rule. The section is "Identity Verification" in SBP's onboarding framework, paragraph F.1(iv). Ask the officer to record the failed scan and the reason in the file.

  • Bring your original CNIC and one other ID if you have it.
  • Ask for a manager if the officer says the system has no exception.
  • If the bank declines, ask for the reason in writing. The framework requires it.

The same two working day decision window applies, as in our guide to pending account openings. For customers with disabilities the wider conduct rules are in the guide to bank access rights for blind, disabled and senior customers. If the failed scan happened when buying a SIM, the process differs, as in PTA's alternate process.

Common questions

Can a bank refuse me because my fingerprints do not scan?

Not on that ground alone. SBP's framework allows Verisys as an alternative, and the bank must record the reason it could not use biometrics.

Does the over 60 rule apply to everyone?

It names senior citizens over 60 as a case where the bank may use Verisys. The bank may still try biometrics first.

What is a debit block?

It stops you from spending or withdrawing from the account until verification is completed. You can still receive money.

Do I need my original CNIC at the branch?

Yes. For a branch opening without biometrics the framework asks the bank to record that it has seen the original valid ID.

Is Verisys the same as a NADRA fingerprint check?

No. Verisys checks your CNIC data against NADRA's record. It does not read your fingerprint.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 13 October 2026, Pakistan time. We read SBP's Consolidated Customer Onboarding Framework, section F.1 and its footnotes, and BPRD Circular Letter No. 09 of 2026. We did not test any bank's counter or app. The explanation of Verisys is our plain wording of the framework's term.
