BISP Thumb Not Working: Get Your Payment With a NADRA Facial Recognition Certificate
Your BISP thumb failed at the agent? Your money stays in the wallet. See the steps BISP gives: another bank's agent, a NADRA face certificate or a bank account.

If your thumb will not read at a BISP agent, do not give up your payment. BISP says you can get a facial recognition certificate from a NADRA office, and that women whose fingerprints cannot be verified can also reach their money through a bank account. The money stays in your wallet while you sort this out.
An old woman presses her thumb on the machine four times. The agent shrugs. She goes home without her Kafaalat money and thinks it has gone. It has not. BISP's own releases give two ways out, and an agent may not tell you about either.
We read BISP press releases No. 45, 57, 66, 70 and 71 on 7 November 2026 for this guide. We did not visit an agent or a NADRA office, and we say below where BISP leaves a gap.
A failed thumb does not cancel your BISP payment
Your stipend sits in your digital wallet until you take it out. BISP says it stays safe, can be withdrawn at any time, and does not need to be collected on the first day. So a failed thumb costs you time, not money.
Press release No. 57 says the money can be collected on any day of the week, including Saturday and Sunday. No. 70 says it does not need to be withdrawn at once. So stop and fix the problem calmly. Do not pay anyone to "clear" your thumb.
Also check what kind of failure it is. A machine fault and a worn fingerprint look the same at the counter, and the fix is different.
| What happened | Try this first | Source |
|---|---|---|
| This agent cannot pay you | Go to an agent of another partner bank | BISP No. 71 |
| Thumb fails with every agent | Ask NADRA for a facial recognition certificate | BISP No. 71 |
| Fingerprints cannot be verified at all | Ask the BISP office about the bank account route | BISP No. 45 |
| The SMS has not come | Wait for it, or check with 8171 and the BISP office | BISP No. 66 |
| The agent asks for money to "fix" it | Refuse and report to BISP on 0800-26477 | BISP No. 66 |

Try an agent of another partner bank first
This is the cheapest test, and BISP allows it in plain words. Press release No. 71 says that if a woman cannot receive her payment from one agent, she can visit an agent of another authorised bank and receive it there.
A dirty or worn scanner can fail a good thumb. So walk to the next agent before you travel to any office. Clean and dry your hands first. Try another finger only if the agent's machine asks for one. The partner institutions and how they work are listed in withdrawing from any partner agent.
Keep your phone in your own hand through all of this. BISP says only your original CNIC, your registered mobile number and your biometric are needed. No agent needs to hold your phone or your SIM.
Get the facial recognition certificate from NADRA
BISP's chairperson said on 25 August 2026 that women facing trouble with thumb verification can get a facial recognition certificate from NADRA offices. The certificate matches your live face against the photo NADRA already holds for you.
- Go to a NADRA registration centre with your original CNIC. A franchise or e-Sahulat shop is not the place.
- Tell the staff your fingerprint verification is failing for your BISP payment.
- Ask for the "facial recognition based biometric verification certificate" by that name.
- Sit for the face scan and collect the certificate.
- Take it to the BISP office or the agent, with your CNIC and your registered phone.

The fee and the validity are reported, not confirmed by us for this guide. NADRA's website refused our request on 7 November 2026, so we could not read them there. Rs 20 and seven days of validity are the figures reported for this certificate, and they also appear in NADRA facial and iris verification. Ask at the counter before you pay.
Seven days is short. So go to the agent soon after you collect it, and do not get the certificate until you have tried a second agent.
BISP has not explained how agents use the certificate
BISP's releases say you can get the certificate, but not what an agent must do with it. So take it to your BISP tehsil office first if the agent will not accept it. BISP says field teams and offices are there to help.
Press release No. 51 of 30 June 2026 says BISP has mobilisation and monitoring teams at payment points, and that any woman who needs help with her payment or wallet can approach them. Beneficiaries can also go to their BISP office. Use both. If the first person says no, ask the second.
Take this with you:
- Your original CNIC, not a copy.
- Your own phone with the Benazir SIM in it.
- The credit SMS from the bank. BISP says never to delete it.
- The NADRA certificate, if you already have it.
Not sure where to go? In Lahore and nearby districts, use the BISP offices in central Punjab. Elsewhere, the helpline on 0800-26477 can direct you to the nearest office.
Ask for the bank account route when fingerprints cannot be read
BISP said in June 2026 that women who face biometric problems, or whose fingerprints cannot be verified, will be able to reach their funds through bank accounts. It gave no steps, so the BISP office has to take this request from you in person.
Press release No. 45 of 8 June 2026 is the source for this. It does not say which bank, which form, or how long it takes, and we did not find a later release that does. Ask the tehsil office these three questions, and write down the answers and the officer's name:
- Can my payment go to a bank account because my fingerprints cannot be read?
- Which bank account, and who opens it?
- When will my next payment arrive that way?
If nothing moves, call the free helpline on 0800-26477. BISP also runs a live complaint session with its chairperson, and the route for it is in raising a complaint at the BISP e-Katcheri. An older woman who cannot travel should ask about this in her first call. Do not hand your CNIC to a neighbour or an agent to do it for you.
Common questions
What do I do if my thumb does not work for BISP?
Try an agent of another partner bank. If it still fails, get a facial recognition certificate from a NADRA office, as BISP advises, and ask the BISP office for help.
Will I lose my BISP money if my thumb fails?
No. BISP says the money stays in your wallet and can be withdrawn at any time, including weekends.
Can someone else collect my BISP money for me?
BISP's releases describe collection only by the beneficiary, with her original CNIC and biometric verification. Do not give your CNIC, phone or SIM to anyone.
How much does the NADRA facial recognition certificate cost?
Rs 20 is the reported fee, and seven days the reported validity. We could not read them on NADRA's website on 7 November 2026, so ask at the counter.
Can I get my BISP payment in a bank account?
BISP said in June 2026 that women whose fingerprints cannot be verified will be able to use bank accounts. It published no steps, so ask your tehsil office.
Should I pay an agent to fix my thumb problem?
No. BISP says all its services are free, and any agent who takes money should be reported to the BISP office or 0800-26477.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 7 November 2026. We read these from BISP's 2026 press release list: No. 71 (25 August) on the certificate and trying another bank's agent; No. 45 (8 June) on bank accounts; No. 51 (30 June) on field teams; No. 57 (15 July) on any day withdrawals and what an agent may ask for; No. 66 (3 August) on the SMS and complaints; and No. 70 (24 August) on money staying in the wallet. NADRA's website refused our request, so the Rs 20 fee and seven day validity remain reported. We did not visit an agent or a NADRA office.
