Short answer: Dial 1123 to speak to a doctor on the phone, free, at any hour. Tele-Tabeeb 1123 is run by Sindh Integrated Emergency and Health Services (SIEHS), is funded by the Government of Sindh, and says it answers callers from anywhere in Pakistan. It is for advice, not for emergencies. For a life-threatening case, dial 1122 instead.

It is 2am. Your child has a fever of 102 and you do not know if it can wait until the morning. Your clinic is shut. An emergency room means a long ride and a long wait. That is the gap this line is built for.

We read the SIEHS website, siehs.org, on 12 October 2026, including its Tele-Tabeeb page and FAQ. We did not call the line, so we cannot tell you how long the wait is. What follows is what SIEHS says about its own service.

Tele-Tabeeb 1123 is a free doctor on the phone

SIEHS says 1123 connects you to a PMDC-certified doctor or a licensed mental health professional by phone call. It says there is no registration, no consultation charge and no call premium. The line runs every day of the year, including holidays.

The doctor gives medical guidance and can refer you to the 1122 ambulance if the case needs one. SIEHS says the service started in August 2021 and that the Government of Sindh funds it. It says the line works from any mobile or landline in Pakistan.

Call 1123 for advice and 1122 for an emergency

SIEHS draws the line this way: 1122 is the ambulance for life-threatening situations such as road accidents, heart events and severe injury. 1123 is for medical advice, mental health support and health guidance. If you are unsure, SIEHS says to call 1123 first and the doctor will say whether 1122 is needed.

That advice has limits. Chest pain, a person who is unconscious, heavy bleeding or a baby who is turning blue need an ambulance now. Dial the ambulance number first, as we explain in calling a free 1122 ambulance in Sindh.

Which number to dial in Sindh: 1122 for an emergency, 1123 for advice or when unsure

The kinds of problems the line says it handles

SIEHS lists six uses: advice for fever, pain, infection and medicine questions; mental health support; help with long-term illness such as diabetes and high blood pressure; a second opinion; health education; and a referral to an ambulance or a specialist facility.

The mental health service covers anxiety, depression, grief, emotional crisis and suicide intervention, SIEHS says, and calls are confidential with no referral needed. For ongoing care in a hospital, see our guide on seeing a psychiatrist at a government hospital.

A phone doctor cannot examine you, order a test or write a prescription you can collect. Use the call to decide what to do next, then go to a clinic if you are told to.

How to get the most from a 1123 call

Have the patient's age, weight if a child, main symptom, how long it has lasted and any medicine already taken ready before you dial. Keep the pill strips nearby. Stay in a place with a good signal. Write down what the doctor says.

  1. Dial 1123 from any mobile or landline.
  2. Say who the patient is: age and, for a child, weight.
  3. Describe the main symptom and when it started.
  4. Say which medicines the patient has already taken or takes daily.
  5. Ask what warning signs mean you should go to hospital.
  6. If told to, call 1122 or go to the nearest emergency room.

For common illnesses there are written guides too. Our pages on dengue warning signs and treating a child's diarrhoea at home cover when home care is enough and when to go.

Where the SIEHS pages disagree

Two points do not match on the SIEHS site. The first is WhatsApp. The Tele-Tabeeb page has a WhatsApp chat button, but its FAQ says the service does not operate over WhatsApp and works as a phone call. Use the phone call.

The second is the number of calls. The Tele-Tabeeb page says more than 621,024 consultations since August 2021. The home page counts more than 644,000 answered calls and more than 44,000 medical and mental health consultations. These may count different things, so treat the totals as SIEHS's own and not as a comparison.

SIEHS also names a HOPE 24/7 app for Android and iPhone that it says gives the same access. We did not install it, so we cannot describe how it works.

Common questions

Is Tele-Tabeeb 1123 only for people in Sindh?

No. SIEHS says it is available across Pakistan, and the Government of Sindh funds it. It calls it a nationwide service with no registration.

Does 1123 cost anything?

SIEHS says no. It lists no registration fee, no consultation charge and no call premium. We have not checked how each mobile network bills a call to a short number.

Can the 1123 doctor give me a prescription?

We could not find this on the SIEHS pages. It describes advice, guidance and referral. Ask the doctor on the call, and do not take a new medicine without a clear instruction.

Is a mental health call on 1123 private?

SIEHS says mental health calls are confidential and that no records are disclosed without your consent. It says they need no referral.

What if I am not sure it is an emergency?

SIEHS says to call 1123 first and the doctor will tell you if 1122 is needed. If the person is unconscious or bleeding heavily, call 1122 without waiting.

Can I use 1123 to get an ambulance?

The doctor can refer you to 1122, SIEHS says. If it is an obvious emergency, dial 1122 yourself so no time is lost.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read the SIEHS home page and its Tele-Tabeeb 1123 page on 12 October 2026, at siehs.org. We did not make a test call. Waiting time, the doctors' prescribing rules and the app were not verified.
