An abacus on a dark wooden table, for a guide to checking PSQCA licences on paint, mattress foam and flooring in Pakistan

Short answer: PSQCA lists enamel and ready-mixed paint, vehicle paint, polyurethane foam for mattresses, PVC flooring and PVC window profiles on its compulsory items page. Search the brand on PSQCA's free licence tool at icq.psqca.com.pk before you buy for a new room.

Finishing a house costs almost as much as building it. Paint, a mattress and flooring are the last things you buy and the first things you see every day. They are also where a salesman's word usually replaces a document.

We read PSQCA's compulsory items page on 14 October 2026. This guide covers the finishing items on it. We did not search any brand's licence today, so we do not say which brands hold one, and we tested no product.

PSQCA lists paint, mattress foam and PVC finishing items

The page names interior and exterior enamel paint, general purpose ready-mixed paint, paint for vehicles, flexible polyurethane foam for mattresses, modular resilient flooring, rigid PVC siding, PVC window and door profiles and PVC foam boards. Each has its own standard number.

Flexible polyurethane foam for mattressesPS 3087
Resilient flooring, modular, rigid polymeric corePS 5602-2023
Rigid PVC exterior profiles for windows and doorsPS 5601-2023

Three of these standards carry 2023 editions, so PSQCA has added items recently. The page gives no start dates for any entry, so we cannot say from it when a rule began to apply to a given brand.

Match the standard to the room and the product

Interior and exterior enamel have separate standards, so ask which one a tin meets. An exterior tin on an indoor wall is a waste. An interior tin on a gate fades fast. Ask the dealer to name the standard on the tin, then compare it with the table above.

A mattress is a different case. The foam inside decides comfort and how long it lasts, yet you cannot see it. Ask which foam standard the maker claims and ask for the licence number. If a shop cannot say, ask for a written warranty before you pay.

Know your total before you start. If you are borrowing to finish the house, the lenders and stages are in a guide to a home loan to build a house in Pakistan. Paint and flooring are easy to overspend on.

Four steps check a paint or foam licence

Note the brand and maker from the tin, flooring box or mattress tag. Open PSQCA's licence tool, pick the product or type the maker, and read the status and valid up to columns. A Valid status and a future date are what you want.

Four steps to check a PSQCA licence for paint, mattress foam or flooring
  1. Note the brand and maker from the tin, the box or the mattress tag.
  2. Open the CM License Verification page at icq.psqca.com.pk on your phone.
  3. Pick the product from the list, or type the maker's name, and search.
  4. Check the brand matches your product and the valid up to date is in the future.

When we searched gas appliances on this tool on 2 October 2026, all records showed expired while some cable licences were valid. The tool can lag, so a blank result is a reason to ask the dealer for the licence number, not proof of a fake. The result is in our guide to checking a PSQCA licence.

If the product is not what you paid for

Keep the tin, the box and the receipt. Take a photo of the batch number before you open it. If the colour or the product is wrong, ask for a replacement in writing the same day.

If you bought online, check the return window first. See Daraz return and refund rules and, before you pay a stranger, how to check if an online store is a scam.

If the shop weighs or prices the goods wrongly, the steps are in how to report a tampered scale or wrong price tag. We could not read PSQCA's complaint pages today, so we do not state a PSQCA complaint route.

Test before you commit. Ask for a small tin of paint and try it on a hidden corner of the wall. Press on a mattress sample and check how fast the foam springs back. Lay one box of flooring and check that the edges fit together. A small test costs a little. A full room of the wrong product costs a lot more.
