Short answer: OGRA's 2024-25 report says Pakistan had 2.4 million tonnes of LPG, and 71 per cent of it was imported. Local refineries and gas fields gave the other 29 per cent. Pakistan has 354 licensed LPG marketing companies, so check yours before you buy a cylinder.

Most people buy LPG, or liquefied petroleum gas, in a cylinder when pipe gas is missing or runs short in winter. The price on the cylinder moves each month. A big reason is where the gas comes from.

We downloaded the Oil and Gas Regulatory Authority (OGRA) report, "State of the Regulated Petroleum Industry 2024-25", from ogra.org.pk on 14 October 2026 and read its LPG chapter. The figures below are from it, unless we say they are our own sums.

Pakistan had 2.4 million tonnes of LPG in 2024-25

OGRA puts total LPG availability at 2,397,562 tonnes for the year, or about 6,569 tonnes a day. Actual use averaged about 6,500 tonnes a day. LPG supplied only 2.7 per cent of the country's primary energy, mainly because of limited supply and a higher price than gas or wood.

The report says households are the biggest users, mostly in rural and semi-urban areas with no pipe gas. Hotels, restaurants, bakeries and hospitals come next. Use in cars is still small, with 25 working LPG fuel stations at June 2025.

Pakistan's LPG supply in 2024-25: 71 per cent imported and 29 per cent local

Imports supplied 71 per cent of the gas

Imports by sea and land came to 1,692,651 tonnes. Local production was 704,911 tonnes. Refineries gave 218,350 tonnes and gas fields 486,561 tonnes. OGRA says Pakistan relies on imports more and more, mainly in winter.

Land imports make up the larger part of imports. The report's chart shows 55 per cent from land routes and 16 per cent by sea. Among local sources, OGDCL's fields gave the most, 237,109 tonnes, and the Pak-Arab refinery gave the most of any refinery, 164,588 tonnes.

Pakistan used about 6,500 tonnes of LPG a day in 2024-25

Why this matters when you pay

A fuel that is mostly imported follows world prices and the dollar. OGRA publishes a maximum consumer price each month. For October 2026 it is Rs 3,296.23 for an 11.8 kg cylinder, as we show in our report on the LPG price for October. We cannot say from this report how the 71 per cent share changes next month's price.

Auction delays have also raised fears about cylinder prices, as we reported in how LPG auction results can move cylinder prices. That earlier piece is about a 2026 event and not about the 2024-25 year in this report.

The report also says LPG helps fill the winter gap when pipe gas supply falls short. In those months more people turn to cylinders. That is the time of year when the import share matters most, because local supply cannot rise quickly. Households that plan ahead can fill a spare cylinder early, from a licensed dealer, before the cold months.

Pakistan's LPG industry at June 2025: 354 marketing companies and about 6,000 distributors

The industry has 354 marketing companies and about 6,000 distributors

At 30 June 2025 the LPG sector had 11 producers, 354 marketing companies, around 6,000 authorised distributors, 25 LPG fuel stations and 44 OGRA-authorised equipment makers. OGRA has registered equipment makers since 2008 to keep poor-quality equipment out of the market.

The report names the problems OGRA works against. They are illegal decanting, which means moving gas from one cylinder to another, cross-filling of cylinders and unsafe transfer between tankers. OGRA says it imposes penalties and suspends licences where companies break the rules.

How to check the cylinder you are about to buy

  1. Ask the dealer for the name of the LPG marketing company on the cylinder, and check it is on OGRA's list of licensed companies.
  2. Compare the price asked with the maximum price for the month on OGRA's notification.
  3. Look at the cylinder body and valve for damage, and use the safety checks in how to check an LPG cylinder is safe and legal.
  4. Refuse a cylinder that has been refilled from another cylinder or a tanker at the shop.
  5. If the seller overcharges or short-fills, complain to OGRA through its online complaint form.

For the enforcement record, see OGRA's fines and sealed LPG sites in 2025-26. And if you are weighing LPG against pipe gas, our comparison of piped gas and LPG sets out the costs.

Common questions

How much of Pakistan's LPG is imported?

71 per cent in 2024-25, or 1,692,651 tonnes out of 2,397,562 tonnes. Local refineries and gas fields gave the other 29 per cent.

How much LPG does Pakistan use in a day?

OGRA says about 6,500 tonnes a day on average in 2024-25. Supply was about 6,569 tonnes a day.

How many LPG companies are licensed in Pakistan?

OGRA lists 354 LPG marketing companies, 11 producers and around 6,000 authorised distributors at 30 June 2025.

Who is the biggest LPG user in Pakistan?

Households, especially in rural and semi-urban areas without pipe gas. Commercial users such as hotels and bakeries come next.

What is illegal decanting?

It is moving LPG from one cylinder or tanker to another outside a licensed plant. OGRA calls it unsafe and penalises companies that allow it.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 14 October 2026. We read OGRA's State of the Regulated Petroleum Industry 2024-25, chapter 5 on LPG and the executive summary, from the PDF on ogra.org.pk. The report's charts on sector and regional use were scanned and unclear, so we left them out. We did not check licence status for any company, and we did not read this month's price notification again.
