Check Who Runs Pakistan's 11,957 Petrol Pumps: PSO Leads and 69% of Petrol Is Imported
OGRA counts 11,957 petrol pump outlets in Pakistan, 67% in Punjab, and says 69% of petrol used was imported. See who runs them and how to check your own pump.

Short answer: OGRA's 2024-25 report counts 11,957 petrol pump outlets in Pakistan, and 67 per cent of them are in Punjab. PSO runs about a quarter. The report also says 69 per cent of the petrol Pakistan used was imported, up from 66 per cent a year earlier.
Every litre of petrol you buy has two stories behind it. One is the pump, which is a retail business with a licence and a dealer margin. The other is the ship, since most petrol is now brought in from abroad.
We downloaded the Oil and Gas Regulatory Authority (OGRA) report, "State of the Regulated Petroleum Industry 2024-25", from ogra.org.pk on 14 October 2026 and read its oil chapter. The figures below come from it, unless we say they are our own sums.
There are 11,957 petrol pump outlets in Pakistan
OGRA says oil marketing companies, or OMCs, operate 11,957 retail outlets, each approved by the Department of Explosives. Punjab has 7,981 of them, Sindh 2,682, Khyber Pakhtunkhwa 1,124 and Balochistan 170. Those four add up to the national total.
| Province | Outlets | Share |
|---|---|---|
| Punjab | 7,981 | 67% |
| Sindh | 2,682 | 22% |
| Khyber Pakhtunkhwa | 1,124 | 9% |
| Balochistan | 170 | 1% |

PSO runs about a quarter of the pumps
PSO has the largest network, about 26 per cent of outlets. Next come GO with 1,247 outlets (10 per cent), Askar Oil Services with 939 (8 per cent), PGL with 844 (7 per cent), APL with 794 (7 per cent) and WEPL with 771 (6 per cent). The report lists WEPL as Wafi Energy (Shell).
The report's text gives PSO as 3,315 outlets, while its table lists 3,135. We use the 26 per cent share, which fits the table. The report adds that PSO lost 5 per cent of its market share in the year and GO gained 7 per cent.

Pakistan imported 69 per cent of the petrol it used
Petrol use rose 10 per cent to 8.01 million tonnes in 2024-25. Diesel rose 11 per cent to 6.97 million tonnes. Together they were more than 91 per cent of all petroleum use. Imports of petrol were 5.53 million tonnes, up from 4.75 million, which is 69 per cent of use.
Diesel imports were 2.02 million tonnes, or 30 per cent of use, up from 28 per cent. Crude oil imports rose 11 per cent to 9.33 million tonnes. Local refineries made 11.20 million tonnes of products, up 4.91 per cent, and PARCO gave 42 per cent of that.
Transport takes almost nine tenths of the oil
Total petroleum use rose 5 per cent to 16.41 million tonnes. Transport used 14.78 million tonnes, an 11 per cent rise, which is our 90 per cent share of the total. Power use fell 75 per cent, government use 32 per cent and industry 16 per cent.
Furnace oil fell 45 per cent to 0.69 million tonnes, and the report ties that to the power sector using less oil.

What this means at your pump
A fuel that is 69 per cent imported follows world prices, the dollar and shipping cost. OGRA's daily sheet shows how: the landed cost at Karachi is the largest part of the price. On the sheet effective 14 October, the landed cost of petrol was Rs 255.48 of the Rs 392.66 price. We report it in today's petrol price.
The same sheet shows the dealer margin of Rs 9.98 a litre, which is the part that goes to the pump owner. The OMC margin is Rs 7.87. These are the reference margins on OGRA's sheet, and we have not checked any pump's actual terms.
- Look up the petrol price for the day on OGRA's sheet before you fill.
- Check what your pump charges against the district list in the petrol price at your pump on OGRA's list.
- Ask for the receipt and the dispenser reading, and keep them.
- If the pump overcharges or short-measures, follow the steps to complain about a petrol pump.
- For a month of fuel, use the sums in how to calculate your monthly petrol cost.
The reasons petrol stays high when oil falls are in why the pump price lags the oil price. And OGRA's penalties against pumps are in its 2025-26 enforcement record.
Common questions
How many petrol pumps are there in Pakistan?
OGRA counts 11,957 retail outlets run by oil marketing companies, of which 7,981 are in Punjab.
Which company has the most petrol pumps in Pakistan?
PSO has the largest network, about 26 per cent of outlets. GO is second with 1,247 outlets.
How much petrol does Pakistan import?
It imported 5.53 million tonnes in 2024-25, which was 69 per cent of the 8.01 million tonnes it used.
Is most diesel imported too?
Less so. Diesel imports were 2.02 million tonnes, or 30 per cent of use. Local refineries supplied the rest.
Who sets the price at the pump?
OGRA works out the price on a daily sheet, with fixed margins for the oil company and the dealer. Pumps are meant to sell at that price.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 14 October 2026. We read OGRA's State of the Regulated Petroleum Industry 2024-25, the executive summary and the oil chapter with its retail network section, from the PDF on ogra.org.pk, and OGRA's price sheet effective 14 October 2026. The 90 per cent transport share is our own sum. The PSO outlet count differs between the report's text and its table, so we show only the share. We did not check any pump.
