If a Benazir Kafaalat beneficiary dies, her family does not lose the support automatically. BISP has a Next of Kin policy. Take her CNIC, the NADRA CNIC cancellation certificate, the union council death certificate and the CNICs of family members to the nearest BISP Tehsil Office. The family then goes through an appeal process, and eligible next of kin start receiving payments.

We read the Next of Kin policy on BISP's own Benazir Kafaalat page on 14 October 2026. The page lists the four papers and the office to visit. It does not give a deadline, a fee or a processing time, so we do not invent one here.

The Next of Kin policy keeps support in the family

BISP's Next of Kin policy lets legal heirs of a deceased beneficiary become beneficiaries themselves. The family applies through an appeal mechanism at the BISP Tehsil Office. BISP says payments start after processing, once the next of kin are accepted under its policy.

Kafaalat is paid to one woman in each eligible household. When she dies, the household has no payee. Without the policy, the family would have to wait for a new survey to find out whether it still qualifies. The policy exists to avoid that gap.

BISP does not publish a list of who counts as next of kin on the page we read. It says only "next-of-kin family members as defined under BISP policy". Ask the Tehsil Office which family member can be named before you collect papers.

The four papers a family needs for the BISP Next of Kin policy after a Benazir Kafaalat beneficiary dies

Four papers are needed at the Tehsil Office

BISP lists four documents: the CNIC of the deceased, the CNIC cancellation certificate from NADRA, the death certificate from the union council, and the CNICs of the family members. Collect all four before you go, so the office can start your file in one visit.

PaperWhere it comes from
CNIC of the deceasedThe family's own copy
CNIC cancellation certificateNADRA
Death certificateUnion council
CNICs of family membersEach adult in the household

The order matters. The union council certificate comes first, because it is one of the papers NADRA is likely to ask for. Our guides on cancelling a CNIC after a death and on getting a death certificate in Punjab cover those two steps. The Punjab guide is specific to Punjab, so families elsewhere should ask their own union council.

The claim runs in six steps

The claim starts at the union council and ends at the BISP Tehsil Office. BISP describes the stages only in general terms, so the list below joins its four papers into a practical order. Treat the order as our suggestion and confirm each step with the office.

  1. Register the death with the union council and collect the death certificate.
  2. Take the death certificate to NADRA and get the CNIC cancelled. Keep the cancellation certificate.
  3. Gather the CNICs of the family members, including the one you want named as the new beneficiary.
  4. Visit the nearest BISP Tehsil Office with all four papers.
  5. Ask the officer to open an appeal under the Next of Kin policy and note your file or token number.
  6. Wait for the result. Keep your mobile number active, because BISP messages come from 8171.

Check the household survey while the claim runs

Eligibility still comes from the National Socio-Economic Registry, called NSER. If the household changed because of the death, the survey may be out of date. BISP's registration leaflet says CNIC details should match NADRA, including marital status, widow status and disability.

That leaflet lists the checks to make: your CNIC, the CNICs of household members and the B-Forms of children. A widow's status on her own CNIC matters here. If the family also gets a "not eligible" reply, our guide on how to update an NSER survey at a tehsil desk explains the free survey.

We have not tested the appeal ourselves. We read the policy text and the registration leaflet. Real timing, and whether the Tehsil Office accepts a particular relative, can differ by office.

BISP Next of Kin policy rule for families of a deceased Benazir Kafaalat beneficiary

Take problems to the Tehsil Office and the helpline

BISP says complaints go to the nearest Tehsil Office or to the toll free helpline 0800-26477. If an officer refuses the file or asks for a payment, say that the BISP Next of Kin policy applies, and escalate in writing.

Agents sometimes take a cut from payments. Our report on agents cutting Rs 2,000 from BISP payments explains what to do if that happens. The steps in how to complain about a BISP payment problem also apply to a stuck Next of Kin file.

Common questions about BISP Next of Kin claims

Does BISP stop paying when the beneficiary dies?

Payment to the dead woman's CNIC cannot continue. BISP's Next of Kin policy lets her legal heirs apply to become beneficiaries instead. Until the appeal is processed, the family should not expect a payment.

Which documents does BISP ask for?

BISP names four: the CNIC of the deceased, the NADRA CNIC cancellation certificate, the union council death certificate, and the CNICs of family members. Bring originals and copies in case the officer asks.

Where do I submit the Next of Kin claim?

Submit it at the nearest BISP Tehsil Office. BISP's page names the Tehsil Office as the place to bring the papers. It does not offer an online route for this claim.

Is there a fee for the Next of Kin process?

BISP's page does not mention any fee. Government fees for the death certificate and for NADRA may apply separately. Never pay an agent to move a BISP file.

How long does the Next of Kin appeal take?

BISP does not state a time on the page we read. It says only that payments start after processing. Ask the Tehsil Office for a token and follow up on the helpline 0800-26477.

Who counts as next of kin?

BISP refers to next of kin "as defined under BISP policy" and does not list them on its public page. Ask the Tehsil Office before you decide which family member to name.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 14 October 2026. The Next of Kin policy, the four documents and the helpline come from the Benazir Kafaalat page on bisp.gov.pk. The survey advice comes from BISP's NSER registration leaflet. We did not find a deadline or timeline for this claim. The six step order is our own, built from those documents. Check with your Tehsil Office before you travel.
