How to Claim the PM Cloud Program Reimbursement for Startups in Pakistan: 60% Up to US$ 6,000
Ignite's PM Cloud Program repays 60% of a startup's cloud bill up to US$ 6,000. See the net billing rule, the claim steps and where Batch 3 stands now.

The Prime Minister's Cloud Program for Startups pays back part of your cloud bill after you pay it. Tier 1 returns 60 per cent, up to US$ 6,000. Tier 2 returns 30 per cent, up to US$ 7,500. Only invoices dated 1 January to 31 December 2026 count. You send a claim to pmcloud@ignite.org.pk with invoices, proof of payment and a usage report.
We read the programme page on Ignite's website on 14 October 2026. The page says new applications are closed for Batch 1 and Batch 2, and 80 of 100 target startups are already in. So this guide is mainly for startups already selected, and for those who want to know whether a later round is possible. We have not applied or claimed.
The programme returns a share of what you pay your cloud provider
Ignite, under the Ministry of IT and Telecom, runs the programme to help Pakistani startups afford cloud services. It reimburses cloud spending, gives expert advice and a cloud credit roadmap, and runs from January to December 2026.
The programme page lists 100 target startups. It also says the programme is open to all Pakistani startups, whether or not they sit in an Ignite incubation centre. Women-led, non-technical and underserved-area founders are encouraged to apply, according to its FAQ.

Where the programme stands today
The page says selection is complete across Batch 1 and Batch 2, with 80 of the 100 target startups inducted. The other 20 places are for startups already inside, moving up to Tier 2. Reimbursement claims for Cycle 1 are under process.
| Item | What the page says |
|---|---|
| Target startups | 100 |
| Inducted so far | 80, across Batch 1 and Batch 2 |
| Tier 2 places open | 20, chosen from already onboarded startups |
| Tier 1 | 60% reimbursement, up to US$ 6,000 |
| Tier 2 | 30% reimbursement, up to US$ 7,500 |
| Eligible invoice dates | 1 January to 31 December 2026 |
Ignite also says that after the Tier 1 allocation and reimbursement cycle, eligible startups may ask to move on to Batch 3 evaluation by contacting the programme. The page gave no date for Batch 3. Its own "last updated" line read 30 August 2026, so check the page for newer news before you plan around it.
Net billing is the rule that trips startups
Reimbursement is worked out only on the cash you actually paid your cloud provider. Credits, free-tier allowances and promotions from the provider are taken off first. So a US$ 1,000 invoice with US$ 400 of provider credits has a reimbursable base of US$ 600.
Apply Tier 1 to that example. The page says Tier 1 repays 60 per cent of the net cash paid, with a cap of US$ 6,000. Sixty per cent of US$ 600 is US$ 360. That sum is our own arithmetic from the page's rule. Ignite says actual payment depends on its checks, the programme terms and fund availability.
The page also says the PKR amount uses the State Bank rate at the time of payment, not the indicative rate in its calculator. If you use the page's calculator, treat the result as a guide only.

Send a claim in five steps
Pay your provider first, keep the invoice and bank proof, fill in the reimbursement report form and email everything to the programme desk. Ignite reviews the claim against your approved roadmap before it pays.
- Read the programme's terms and conditions, which cover claims and your duties.
- Buy cloud services from a featured provider or any provider you prefer, and pay the invoice from your own funds.
- Collect an invoice that shows the gross charge, the credits applied and the net cash paid.
- Fill in the Cloud Utilization and Reimbursement Request Report, with proof of payment and your usage report.
- Email the form and all papers to pmcloud@ignite.org.pk and answer any follow-up quickly.

Incomplete claims wait. The page says only submissions with all required supporting material will be processed. Bank proof is easier when your startup has a business account, and the guide to opening a business bank account in Pakistan lists the papers.
The five featured providers and the validation panel
Ignite lists five featured cloud providers: Huawei Cloud, PTCL Business Solutions, Jazz Garaj Cloud, Nayatel Cloud and Khazana Cloud. You may also use any other provider. A national cloud validation panel checks claims against your roadmap before Ignite pays.
The page says the Expert Committee advises on which provider suits your plan and sets your roadmap. It also holds technical sessions every two months for active batches. Ignite admin pays out only after the panel's validation report.
If you have not joined yet, the page says startups that applied before and were not selected may reapply to a future batch. Add progress since your last attempt. Startups still at an early stage can look at the guide to applying to a National Incubation Center first.
