A desk telephone on a plain office desk in a quiet government office, for ECP complaint numbers in Pakistan

To complain to the Election Commission of Pakistan (ECP), call 051-111-327-000 or email complaints@ecp.gov.pk during an election. For general complaints, the ECP Secretariat in Islamabad is on 051-9205611 and info@ecp.gov.pk. Each province also has a Provincial Election Commissioner's office in Lahore, Karachi, Peshawar or Quetta. Pick the route that matches your problem.

People search for an "ECP complaint number" for very different reasons. One voter finds a stranger's name on the family's voter list. Another sees cash handed out near a polling station. A third wants a vote moved after shifting house. These go to different desks, and some are not complaints at all but forms.

We read the ECP's contact page and its press release of 7 November 2026, which set up a control centre for the 8 November by-elections. We also used our earlier guides on the ECP's own forms. This page lists every official ECP contact we found, then tells you which one to use.

ECP complaint contacts in Pakistan: helpline 051-111-327-000, complaints@ecp.gov.pk, Secretariat 051-9205611, info@ecp.gov.pk, fax 051-9205300

The ECP helpline and complaint email work best during an election

For a poll that is under way, the ECP opens an Election Monitoring and Control Centre. For the 8 November 2026 by-elections, its press release gave a helpline, an email and a fax. These reach the desk that can send a complaint straight to the district.

The Secretariat is at Election House, Constitution Avenue, G-5/2, Islamabad. Our page on the ECP control centre for the 8 November polls covers that centre in detail.

Each province has a Provincial Election Commissioner's office

A Provincial Election Commissioner (PEC) heads the ECP's work in a province. For a problem that is clearly local, the PEC office is often faster than Islamabad. These are the numbers on the ECP's contact page.

Balochistan081-9202334081-9202317Bargenza Villas Street 1, Zarghoon Road, Quetta

A note on Punjab. The ECP page shows 042-99214684 as text, but the tap-to-call link behind it dials 042-99211015. One of the two is a typing slip on the ECP's side. Try both.

Below the PEC are Regional Election Commissioners and District Election Commissioners. The ECP's contact page links lists of their phone numbers for each province.

Match your problem to the right ECP route

Many "complaints" are really forms. Filing the right form is faster than any phone call, because the form starts a legal process with a deadline. Use this table.

Which ECP route to use in Pakistan: helpline for polling day, Forms 15 to 17 for voter list errors, Form 21 to move a vote, election petition to challenge a result
  • Problem at a polling station on polling day: the election helpline or complaint email.
  • A wrong name on your voter list, or your details are wrong: ECP Forms 15, 16 and 17. See our guide to objecting to a wrong voter list entry.
  • Your vote is at an old address: Form 21, through our guide to transferring your vote.
  • You were a candidate and want the result overturned: an election petition to the Election Tribunal within 45 days. A phone complaint cannot do this.
  • A party or candidate broke the rules: a written complaint by email, with evidence, to the ECP or the District Election Commissioner.

Write a complaint the ECP can act on, in six steps

An officer with a long list of complaints acts first on the clear ones. Make yours easy to act on.

  1. Start with the constituency or union council, for example NA-77 Gujranwala-I.
  2. Name the place: the polling station number, the street, or the office.
  3. Give the date and time, and say exactly what happened in two or three sentences.
  4. Name the people involved if you know them, and any witnesses.
  5. Attach photos, video or documents. Never photograph a marked ballot paper, which is an offence.
  6. Add your name, CNIC number and mobile number, and keep a copy of what you sent.

Send it by email so you have a dated record. If you call, write down the time and the name of the person who took the call.

What the ECP can and cannot do with a complaint

The ECP runs elections, so it can act on how a poll is run. It can direct its officers, ask the police for help, and, for serious offences, start a case. Election offences such as vote buying carry prison terms under the Elections Act, 2017. Our list of election offences and penalties sets them out.

But a voter's complaint does not change a declared result by itself. Only an Election Tribunal can do that, on a petition from a candidate. So if your concern is the result, pass your evidence to a candidate.

The ECP is also not a court for disputes about a sitting judge, a police case or a government job. Those go to other bodies.

Beware of fake ECP numbers and messages

Around every election, forwarded messages share "ECP WhatsApp numbers" and links to check results. The ECP's 7 November press release gives no WhatsApp number. Treat any number that is not on ecp.gov.pk as unofficial.

The ECP's only free voter check by text is 8300. Our guide on checking your vote by 8300 explains it.

Common questions

What is the ECP helpline number?

051-111-327-000. The ECP gave it in its 7 November 2026 press release for complaints about the 8 November polls.

What is the ECP complaint email?

complaints@ecp.gov.pk during an election. The ECP contact page also lists info@ecp.gov.pk for complaints and suggestions.

Where is the ECP head office?

Election House, Constitution Avenue, G-5/2, Islamabad. Phone 051-9205611, fax 051-9205300.

How do I complain about a wrong entry in my voter list?

Use ECP Forms 15, 16 or 17, not a phone complaint. Our voter list guide linked above explains which form fits and where it goes.

Can a voter's complaint cancel an election result?

No. Only an Election Tribunal can, on a petition from a candidate filed within 45 days of the Gazette notice.

Does the ECP have a WhatsApp complaint number?

We found none on ecp.gov.pk, and the 7 November 2026 press release does not give one.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 7 November 2026. We read the ECP contact page and the ECP press release of 7 November 2026 on the Election Monitoring and Control Centre. Section references are from the Elections Act, 2017 on the ECP election laws page.
