Get the phone and address of all 8 Electric Inspector offices in Punjab for LESCO, GEPCO, FESCO, IESCO and MEPCO bill disputes, plus the steps to file a case.

Punjab has eight Electric Inspector offices that hear electricity bill and meter disputes against LESCO, GEPCO, FESCO, IESCO and MEPCO, and the Energy Department lists each one's phone number and address on its Electricity Billing Complaints page. Lahore Region-I is 042-99250191, Gujranwala 055-9330515, Islamabad 051-9255899, Faisalabad 041-9200551 and Multan 061-6771499. The full list is below.
Most people go to the Electric Inspector after the power company has refused to correct a bill. The office is the provincial body for this, separate from the company. The NEPRA Act lets a province give the powers of a Provincial Office of Inspection, or POI, to its Electric Inspectors, and a POI decision can be appealed to NEPRA.
All eight Electric Inspector offices in Punjab
Each office covers a set of districts and the matching circles of one power company. Find your district, then use that office's number and address. The Energy Department page lists all eight with the officer in charge.

The office addresses, region by region
Several offices sit in ordinary houses rather than government blocks, so the exact address matters. These are the addresses the Energy Department gives.
| Region | Address |
|---|---|
| Lahore Region-I | 1st Floor, Block No. 1, Irrigation Offices Complex, Canal Bank, Dharampura, Lahore |
| Lahore Region-II | House No. 342, Block B, near Allah Hoo Chowk, Johar Town, Lahore |
| Gujranwala | 272/29-A Model Town, Gujranwala |
| Islamabad | Rawal Dam Colony, Park Road, Islamabad |
| Faisalabad | Opposite Commissioner Office, Civil Lines, Faisalabad |
| Sargodha | House No. 225-226, Peer Muhammad Colony, behind Imtiaz Shopping Mall, University Road, Sargodha |
| Multan | House No. 23, Block F, Shah Rukan-e-Alam Colony, Multan |
| Bahawalpur | House No. 29, Block BK, Satellite Town, Bahawalpur |
The Energy Department itself is on the 8th floor of EFU House, Jail Road, Lahore. That is the head office, not a complaint counter.
The Electric Inspector decides metering and billing disputes
The Energy Department says Electric Inspectors deal with billing disputes under the Electricity Act 1910 and the NEPRA Act 1997, covering metering, billing and collection. Typical cases are a detection bill, a slow or fast meter, wrong arrears, or a disputed supplementary bill.
The same offices handle electrical contractor licences and supervisor competency certificates through Punjab's licensing boards. The department also lists an SOP for Electric Inspectors on net metering, which matters for solar users in a dispute over exported units.
The full appeal path, including asking for a meter test in front of you and the appeal to NEPRA, is set out in appealing a wrong bill to the Provincial Office of Inspection. For detection bills specifically, see how to dispute a detection bill.
File with the power company first, then the Electric Inspector
Start with the company, because a written complaint and its reply are your evidence. If the company does not fix it, take the papers to the Electric Inspector for your region. The Energy Department also links an online Electricity Billing Complaint portal.
- Complain to your company in writing and keep the complaint number and any reply.
- Gather the disputed bill, two or three earlier bills, payment receipts and meter photos.
- Call the Electric Inspector for your region to ask about filing and any fee.
- File in person at the office, or through the portal linked on the Energy Department page.
- Keep paying undisputed amounts so your supply is not cut while the case runs.
The online portal sits at ebcp-energy.punjab.gov.pk. It did not open from our location on 28 October 2026, so we cannot describe its form. If it fails for you too, the phone numbers above are the fallback. Your company's own complaint channels are in LESCO bill check, IESCO's complaint numbers and MEPCO's complaint numbers.

Deadlines start running from the company's bill
NEPRA's consumer rules set short windows for some complaints, such as a wrong meter reading. Missing them weakens your case, so act within days of the bill. The current windows are collected in electricity bill complaint deadlines.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 28 October 2026. We read the Punjab Energy Department's Electricity Billing Complaints page, its Functions page and its Governing Laws and Policies page on energy.punjab.gov.pk. The phone numbers, addresses, districts and circles are as the department lists them. The complaint portal at ebcp-energy.punjab.gov.pk did not open from our location, and we did not call the offices, so filing fees and opening hours are not confirmed here.
