Failed an Inter Paper After University Admission in Pakistan

If you took university admission on your Part I result and today's Part II result shows a failed paper, the seat was provisional and it can be cancelled. The application fee is gone. Tuition is usually refundable on a sliding scale, and at most universities that scale starts dropping about ten days after classes begin. Write to the admissions office today, not next week.

The money is the part people get wrong. Universities do not all follow the same refund schedule, even though they all say they follow HEC's.

We read the University of the Punjab's admission instructions for 2026-27, Mehran University's 2026-27 admission advertisement, HEC's revised National Fee Refund Policy and two university refund pages on 23 September 2026, the day the Punjab boards declared the HSSC Part 2 result. What follows is what those documents say.

A provisional seat ends when the final result does not qualify

Provisional means conditional. Universities admit you on your Part I marks while Part II is pending, and the offer holds only if the final result meets the requirement. Fail a paper, and the condition is broken. Most prospectuses say the cancellation is automatic.

The University of the Punjab puts it in two sentences in its own 2026-27 instructions. Admission to BS first semester is made provisionally on the basis of the Intermediate Part I result. Then: "The admission shall, however, be provisional, subject to the required passing marks of the candidate in Intermediate (Part-II) Examination-2026." And if you fail, "the provisional admission made in 1st Semester shall automatically be cancelled."

Mehran University of Engineering and Technology is blunter, because it sets a marks floor rather than a pass floor. Its 2026-27 advertisement says candidates admitted to Engineering Technology programmes must secure at least 50 per cent in HSC-II, and regular programme candidates at least 60 per cent, "otherwise, their admission shall stand cancelled and none of the fees shall be refunded."

Read that last clause again. Mehran ties its own no-refund rule to the cancellation. That is a university rule, not a national one, and it is why the only schedule that matters to you is the one your university publishes.

Not every university even allows this. The University of Education's 2026 instructions say applicants "must have their complete qualifying examination results officially declared before applying for admission." If you applied there, your admission was never provisional in the first place.

The refund falls by the day, and the schedules do not match

HEC publishes a national fee refund policy, and universities restate it. The problem is that they restate different versions of it. We found one Punjab university on the revised 2024 schedule and another still publishing the 2015 one, which is far harsher.

HEC's revised policy, published in December 2024, sets this scale for tuition fee:

The revised HEC scale reads 100 per cent to day 10, 80 per cent to day 15, 60 per cent to day 20, 50 per cent to day 30, and no refund from day 31. Weekends count. Information Technology University in Lahore publishes exactly that and says plainly that HEC's policy applies.

The University of Southern Punjab publishes the older structure instead, citing HEC notification 10-1/HEC/A&C/2015/6542 dated 7 December 2015: full refund to day 7 on the semester system, half from day 8 to day 15, nothing from day 16. On its annual system the days are 15, 30 and after.

Two things are constant. The admission or registration fee is not refundable. Neither is anything you paid at application stage: the Punjab University challan of Rs 550 that you deposited with your form is described in its own instructions as "non-refundable and non-transferable". That Rs 550 is not your tuition, and the distinction matters when you argue your case.

Write to the admissions office today, in that order

Speed is the whole strategy. Every day of classes that passes moves you down the refund ladder, and a request dated today is worth more than the same request dated next Monday. Do these five things before the office closes.

1. Download and print your result card from your board's own site. Gazette results are posted there first, and a printed card is what the admissions office will ask for.
2. Email the admissions office and the head of your department the same day. State your roll number, university registration number, the paper you failed, and that you are reporting it yourself.
3. Ask two questions in that email: whether the provisional admission stands cancelled, and what refund you are entitled to under the university's schedule as of today's date.
4. Ask for the answer in writing. A verbal "come back after second annual" from a clerk is worth nothing when you later need a refund or a deferred seat.
5. Keep the fee challan, the bank receipt and every email. Refund applications in Pakistan are processed against the original challan, and ITU's own page warns the process takes about six weeks.

If the university has a one window or student services office, submit a hard copy there too and get it stamped. Email alone gets lost.

The second annual exam is the fastest route back

Punjab boards hold a second annual, or supplementary, exam for HSSC candidates who failed papers in the first annual. Passing it clears the subject and gives you a complete Part II result, usually a few months later. Each board publishes its own form date and fee, so check your board's site rather than a coaching page.

Whether your seat survives that gap is a separate question, and it is the one to ask in writing. Some departments will hold a provisional seat until the second annual result. Others cancel on the first annual result and tell you to reapply. Punjab University's text says cancellation on failure is automatic, which is the harder reading.

Ask the department directly: if I clear the paper in second annual, do I rejoin this session, defer to the next intake, or apply fresh? Get the answer by email.

One practical warning. A second annual result card carries the second annual session on it, and some competitive admissions weight it differently. It does not stop you applying. It can affect aggregate calculations at medical and engineering universities, so if MDCAT registration is in your plan, confirm how the marks will be counted before you assume.

Deferring or reapplying is the honest answer for some students

If the refund window has closed and the seat is cancelled, the loss is real and there is no appeal that undoes it. What remains is the next admission cycle, and most universities open undergraduate applications between May and August for a Fall intake.

Deferment is worth asking about first, because it keeps your merit position. Not all universities offer it for first semester students, and where they do it is usually written into the department's rules rather than the prospectus.

Reapplying next year is not a lost year if you use it. The gap is enough time to clear the paper in second annual, improve marks in a second attempt where your board allows it, and apply on a complete result to more than one university. Students on foreign qualifications go through a similar wait for equivalence, which is why the university admission calendar runs later than the board result dates suggest.

If today has knocked you flat, that is a normal reaction to a real loss, and there are people to talk to about result pressure who deal with this every September.

A wrong document cancels admission outright, with no refund

This is the rule that turns a recoverable situation into a permanent one, and it catches students who panic. Do not submit a marks sheet you have edited. Do not let anyone submit one for you.

Punjab University's instructions say that a candidate found at any time to have obtained admission by making a misstatement in the admission forms, or by concealing any material fact, has their admission cancelled and "all fees or other dues paid by him/her shall be forfeited." At any time means after you graduate, too.

The second deadline to respect is the result card submission window. Punjab University requires provisionally admitted students to submit their Part II pass result card in the relevant department "within the stipulated time period" after paying dues. The period itself is set by the department, not the prospectus, so ask what your date is. Missing it cancels the admission for a paperwork reason on top of an academic one.

Common questions

Does a failed paper automatically cancel my university admission?

If the admission was provisional and conditional on passing Part II, yes at many universities. Punjab University's 2026-27 instructions say the provisional admission is cancelled automatically on failure. Your own university's prospectus is the only binding answer.

How much fee will I get back?

Under HEC's revised 2024 policy, 100 per cent of tuition to day 10 of classes, 80 per cent to day 15, 60 per cent to day 20, 50 per cent to day 30 and nothing after. Some universities still publish the older 2015 scale, which ends at day 15.

Is the admission fee refundable?

No. HEC's policy and every university refund page we read say the admission or registration fee is non-refundable, and the fee paid at application stage is non-refundable under any circumstances.

Can the university hold my seat until the second annual result?

Some departments do, some do not, and none of them are obliged to. Ask the admissions office in writing and keep the reply. A verbal assurance will not help you later.

Should I tell the university before they find out?

Yes. Reporting it yourself on result day protects your refund position, which falls with every day of classes. Waiting does not delay the cancellation, because the university verifies results with the board anyway.

Can I take admission somewhere else this session?

Only if you have a complete pass result, because most universities close provisional admission once boards declare. With a failed paper you are applying in the next cycle, after the second annual clears it.
