FBR Valuation Table Islamabad 2026: Rates for Every Sector, Bahria Enclave and Blue Area (SRO 644)
FBR valuation table Islamabad 2026 under SRO 644: plot rates for E, F, G, I sectors, Bahria Enclave, Park View, flats and Blue Area shops, and an example.

Islamabad's FBR valuation table is SRO 644(I)/2026 of 16 April 2026, amended once by SRO 1335(I)/2026 on 7 August 2026. Plots are valued per square yard: E-7 at Rs 225,000, F-7 at Rs 210,000, G-13 at Rs 70,000, D-12 at Rs 91,000 and Bahria Enclave sectors A, B and C at Rs 35,000. A house adds Rs 2,500 a square foot if it is up to five years old, or Rs 1,200 if older.
This table replaced two earlier 2026 notifications and is what a registrar, CDA or a housing society uses to work out the buyer's and seller's advance tax. We downloaded both notifications from FBR's own site on 31 October 2026 and read every page. Below are the sector rates, the private societies, flats, Blue Area shops, a worked example and the rule for rural Islamabad.
Islamabad's FBR rates are per square yard for plots and per square foot for flats and shops
SRO 644 has four columns: a residential open plot and a commercial open plot, both per square yard, and a residential flat and a commercial unit, both per square foot of covered area. One kanal in Islamabad is 500 square yards.
A house is valued as land plus building. The notification fixes the building at Rs 2,500 a square foot when the structure is up to five years old and Rs 1,200 when it is older. It also says that when two rates apply to one area, the higher value is used.
SRO 644 replaced SRO 163(I)/2026 of 2 February 2026 and SRO 332(I)/2026 of 24 February 2026, so any table dated earlier in 2026 is out of date.
FBR plot rates for CDA sectors in Islamabad
The old E and F sectors carry the highest values, at Rs 160,000 to Rs 225,000 a square yard. G sectors sit at Rs 120,000 to Rs 180,000, the newer I sectors fall to Rs 18,900 to Rs 70,000, and the outer sectors without possession are lowest.

FBR rates for Bahria Enclave, Park View, Gulberg and other Islamabad societies
Private and cooperative societies are listed by name. Most sit between Rs 14,000 and Rs 38,500 a square yard, and several have a lower row for plots without possession, so check which one matches your file.

| Gandhara City, and CDECHS in E-16 and E-17 | 10,500 | - |
Gulberg Green is listed under farms: Rs 11,200 a square yard with possession and Rs 8,000 without. Farmhouse land elsewhere is per kanal, for example Rs 8,400,000 in Chak Shahzad and Rs 9,800,000 in the CDA Orchard Scheme.
An FBR row says nothing about whether a society is legal. Before you pay, check it on CDA's list of approved housing societies.
FBR rates for flats and Blue Area shops in Islamabad
Flats are valued per square foot of covered area. Named projects have their own rates, such as Rs 35,000 in Centaurus and Rs 32,000 in The Garden on F-11. Blue Area ground floor shops on Jinnah Avenue are Rs 100,000 a square foot.
- G-5 flats: Rs 50,000 a square foot. Centaurus: Rs 35,000. F-8 flats: Rs 25,000.
- F-10 and F-11: Sukh Chayn Rs 25,000, Silver Oaks and Park One Rs 22,500, other flats Rs 12,500.
- E-11 flats (other than E-11/2-3 and Margalla Hills I): Rs 10,000. D-12: Rs 10,500. I-8 outside the Markaz: Rs 10,000.
- G-13 Life Style Residency and G-14 flats: Rs 5,600. B-17: Rs 4,550. G-15 and G-16: Rs 2,800.
- Blue Area, Jinnah Avenue: ground floor shop Rs 100,000, mezzanine Rs 41,667, first and second floor flats Rs 33,333, other floors Rs 30,000.
- New Blue Area (G-8/F-8 and G-9/F-9): ground floor shop Rs 105,000. Fazal-e-Haq Road: Rs 50,000.
The only change since April came on 7 August 2026, when SRO 1335 added a Class-III shopping centre in E-8 (Naval Headquarters) with a ground floor shop at Rs 25,000 a square foot and an office or flat at Rs 12,000.
How to work out the FBR value of an Islamabad plot or house
Multiply the plot size in square yards by your sector rate. For a house, add the covered area times Rs 2,500, or Rs 1,200 if the building is over five years old. Compare the total with the deed price; tax is charged on the higher figure.
- Find your sector or society heading in SRO 644, and pick the with or without possession row if there are two.
- Convert the plot to square yards. A 30 by 60 foot plot is 1,800 square feet, which is 200 square yards.
- Multiply by the residential or commercial rate.
- For a house, add covered area times Rs 2,500 or Rs 1,200.
- Check SRO 1335 if the property is a shop in E-8, then use the higher of value and price.
Example: a 30 by 60 house in G-13 with 2,500 square feet covered and built eight years ago. Land is 200 times Rs 70,000, which is Rs 14,000,000. The building is 2,500 times Rs 1,200, which is Rs 3,000,000. The FBR value is Rs 17,000,000, our arithmetic.
For a buyer on the Active Taxpayers List, advance tax is 1.25% of the fair market value under the Finance Act 2026, which is Rs 212,500 here. Stamp duty and CDA's own transfer charges are separate; you will meet them when you transfer a CDA plot or house.

Rural Islamabad uses the DC's valuation, not this table
SRO 644 says rural areas of Islamabad Capital Territory are valued under a separate notification of the Additional Deputy Commissioner (Revenue), District Collector Islamabad, No. 1-69/I(182)/DRA dated 1 July 2025. If your land is in a rural mauza, ask for that table.
That is the same idea as the DC valuation used for stamp duty in the provinces. We could not find the ADC's July 2025 notification online, so we do not quote its rates. Tables for other cities are collected in the FBR valuation list by city.

Common questions
What is the FBR valuation of G-13 Islamabad in 2026?
Rs 70,000 a square yard for an open residential plot under SRO 644(I)/2026. G-14/4 is Rs 63,000 and G-14/1 Rs 31,500.
What is the FBR value of Bahria Enclave Islamabad?
Rs 35,000 a square yard for sectors A, B and C, and Rs 28,000 for the other sectors listed in SRO 644.
Is the Islamabad FBR table from 2024 still valid?
No. SRO 644 of 16 April 2026 is the current table, amended by SRO 1335 of 7 August 2026. It superseded two notifications issued in February 2026.
How much does FBR add for the house built on an Islamabad plot?
Rs 2,500 a square foot of covered area if the building is up to five years old, and Rs 1,200 a square foot if it is older.
How many square yards are in a kanal in Islamabad?
500. SRO 644 itself values farm land per kanal of 500 square yards.
What if two rates in the table apply to my plot?
SRO 644 says that in a conflict between rates for a particular area, the higher value applies.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 31 October 2026. We opened FBR's Valuation of Immovable Properties list and the Islamabad page, then read SRO 644(I)/2026 page by page, all 11 pages, and SRO 1335(I)/2026. Every rate above is copied from those two notifications; the square yard conversions, the house example and the tax figure are our arithmetic. We could not find the ADC (Revenue) rural valuation of 1 July 2025 online. We did not test a transfer at the registrar or CDA.
