Punjab Flour Price: 20kg Bag Falls Rs 50 to Rs 2,219 in Lahore

A 20kg bag of flour in Lahore now costs an average of Rs 2,218.86, down about Rs 50 from Rs 2,268.92 at the start of September 2026. That is the official figure from the Pakistan Bureau of Statistics (PBS) weekly price survey for the week ended 24 September 2026.

Messages going round this week say Punjab has cut the 20kg flour price in Lahore to Rs 1,730 from Rs 1,800, with Rs 1,640 in Sheikhupura. We checked those numbers. They are from August 2024, not September 2026. No bag in any Punjab city in the PBS survey sold that cheap this month. The cheapest price PBS recorded anywhere in Punjab was Rs 2,200.

So yes, flour got a little cheaper in Lahore in September. But the cut is Rs 50, not Rs 70, and the bag costs well over Rs 2,000.

Lahore flour price fell by Rs 50 in September 2026

PBS recorded the average Lahore price of a 20kg flour bag at Rs 2,268.92 in the weeks ended 27 August, 3 September and 10 September 2026. In the week ended 17 September it fell to Rs 2,218.86 and stayed there on 24 September.

The cheapest bag PBS found in Lahore also moved, from Rs 2,250 to Rs 2,200. The dearest stayed at Rs 2,300. That is a small change for a family that buys one or two bags a month, but it is a real one.

PBS does not say why the price moved. The bigger question for the months ahead is the price of wheat itself, which depends on the wheat support price for 2026-27 that farmers are still waiting for.

Flour prices in eight Punjab cities, 27 August and 24 September

PBS surveys eight Punjab cities every week. On 24 September 2026, Faisalabad had the cheapest average bag at Rs 2,200 and Bahawalpur the dearest at Rs 2,766.65. Three cities got cheaper since late August, four did not move, and one went up.

These are average prices across the shops PBS visits in each city, so your local shop can be a little above or below. Sheikhupura, Jhelum, Chakwal, Pakpattan, Narowal, Sahiwal and Attock are not in the PBS survey, so we have no official weekly figure for them.

The Rs 1,730 flour price is from August 2024

The Rs 1,730 Lahore price and the Rs 1,640 Sheikhupura price were reported in August 2024, when Punjab cut flour rates after a wheat surplus. They are two years old. Anyone quoting them to a shopkeeper today will not get a bag at that price.

The same old list also named cuts of Rs 80 in Jhelum, Chakwal, Pakpattan and Narowal and Rs 60 in Multan, Sahiwal, Sargodha and Attock. We found no Punjab government notice from September 2026 with those numbers. The Punjab Food Department website did not load when we tried it on 27 September 2026, so we could not check its own price page.

Flour is now much dearer than it was a year ago. The national average for a 20kg bag across all 17 PBS cities was Rs 2,689.61 on 24 September 2026, against Rs 2,031.24 on 25 September 2025. That is a rise of 32.41% in a year, as the weekly inflation figures for 24 September also show.

Lahore's official price list fixes the roti at Rs 14

The Deputy Commissioner of Lahore signed an essential items price notice on 3 August 2026 under the Punjab price control law of 2024. It fixes a 100 gram tandoori roti at Rs 14. It gives no price for a 120 gram naan or for the government flour bag.

We read the notice on the Lahore district website. The rows for the government green flour bag, 20kg and 10kg, show a dash instead of a price. The naan row also shows a dash. So there is no notified Lahore price for those items on this list.

The same notice sets milk at Rs 170 a litre.

If a tandoor in Lahore charges more than Rs 14 for a 100 gram roti, it is above the notified price. Weight matters too. A smaller roti at Rs 14 is also overcharging.

How to complain about overcharging in Punjab

Punjab takes price complaints through the Qeemat Punjab app and the toll free number 0800-02345. The Lahore price notice names both. The complaint goes to a price control magistrate for the area where the shop is.

Here is how to do it:

1. Note the shop name, the area and the price you were charged. Keep the receipt if you got one.
2. Install the Qeemat Punjab app from the Google Play Store. It is made by the Punjab Information Technology Board (PITB).
3. Register an overpricing complaint with the item, the price charged and where the shop is.
4. Submit it and keep any reference the app gives you.
5. If you do not use the app, call 0800-02345 and give the same details.

PITB says the Qeemat Punjab portal is linked to the Chief Minister's complaint cell on 0800-02345. The Rawalpindi district website also lists the app for overpricing complaints. For short weight rather than high price, the short weight complaint in Punjab works a little differently.

If a shop keeps overcharging, a consumer court complaint is the next step, but the app is faster for a single price.
