How to Get a Disability Assessment Certificate in Sindh From the DEPD in Karachi
Get a disability assessment and certificate in Sindh from the DEPD: its Sindh Secretariat office, phone, regional centres and what to ask before you go.

In Sindh, the Department of Empowerment of Persons with Disabilities (DEPD) assesses disability and issues the certificate. Its office is on the 3rd Floor, Building No. 06, Sindh Secretariat, Kamal-Ata-Turk Road, Karachi. Call 021-99222015 between 9 am and 5 pm to ask which centre handles your case and what to bring.
A disability certificate is the paper that opens other doors: a place in a special school, a concession on a ticket, a monthly grant. Without it, each office asks you to prove the same thing again. Families often lose weeks just finding the right counter.
We read the DEPD website on 14 October 2026, including its services page, its list of regional offices and its contact details. We did not visit an office or apply, and the site does not publish a fee, a form or a document list. So this guide tells you what the department says it does, where its centres are and what to ask before you travel.
The DEPD says it assesses disability and gives the certificate
The department's Our Services page begins with two lines. It conducts an assessment of disability and provides a certificate. It also provides referral services after that assessment, meaning it points you to the next service you need.
The same page lists what else the department does. It runs academic and vocational training at primary and secondary level and trains professionals in special education. Students get hearing assessment, speech therapy, physiotherapy and occupational therapy. It teaches Braille and mobility skills, and its curriculum includes Braille material. It says students receive a free pick and drop facility.
| Service named on the DEPD page | Who it helps |
|---|---|
| Disability assessment and certificate | Anyone who needs proof of disability |
| Referral after assessment | People who need the next service |
| Education and vocational training, primary and secondary | Children and young people with disabilities |
| Hearing assessment, speech, physio and occupational therapy | Students in the department's centres |
| Braille, mobility and daily living training | Blind and low vision students |
| Free pick and drop | Students |

Contact the head office first to learn which centre to visit
The head office is in the Sindh Secretariat. The page lists the telephone 021-99222015, the hours 9 am to 5 pm and an email address, depd.gos@gmail.com. The department also has a Complaint Form on its site, which sends a complaint to the Chief Minister's automated complaint system.
Call before you travel. The site does not say which centre does assessments, which days it does them, or whether you must book. A short call can save a long bus ride with a child or an elderly parent.
Regional centres cover Karachi, Hyderabad and other districts
The Regional Office Address page lists the department's centres by city. In Karachi it names a Government Special Education and Rehabilitation Centre in Orangi (phone 021-99249686) and Rehabilitation Centres for Multiple Handicapped Children at Ancholi, FC Area in Liaquatabad, Soomar Kandhani Goth in Malir, West Pak Colony and Lyari.
For the Hyderabad region it lists centres in Hyderabad and Kotri, including separate centres for hearing impaired, physical disability, intellectual disability and visually impaired children. It also lists centres in towns such as Tando Muhammad Khan, Tando Allahyar, Hala, Dadu, Khairpur, Mehar, Thatta and Badin.
A centre named for one type of disability may not assess every type. Ask which centre suits your case when you call.

Prepare your papers before the visit
The DEPD site does not list documents for the certificate. The list below is our own practical suggestion, not an official checklist. Confirm each item on the phone.
- Call 021-99222015 and ask which centre does the assessment for your type of disability.
- Ask whether you need an appointment and which days the assessment happens.
- Carry the person's CNIC, or B-form for a child, and a copy of each.
- Bring any earlier medical reports, test results or school letters.
- Go with the person who is being assessed. An assessment needs them present.
- Ask for the certificate's name and reference number before you leave, and keep copies.

Use the certificate for other benefits, and check each rule
A certificate does not automatically unlock every scheme. Each scheme sets its own proof. Some use a special national ID card, others have their own forms.
For example, if the person cannot travel to a NADRA office, NADRA's doorstep service for a bed-ridden disabled person brings the registration to the home. A federal welfare body also gives equipment, as set out in the guide to Bait-ul-Mal help for a wheelchair or hearing aid. Travel concessions work separately again, for example the AirSial concession for disabled passengers.
Read each page's own rules before you apply, because we have not checked whether those offices accept a DEPD certificate.
Common questions about disability certificates in Sindh
Who issues a disability certificate in Sindh?
The Department of Empowerment of Persons with Disabilities says it conducts the assessment and provides the certificate. Its head office is in the Sindh Secretariat, Karachi.
How much does the certificate cost?
We could not find a fee on the department's site. Ask when you call 021-99222015. Do not pay anyone who claims to arrange a certificate for a fee without a receipt from the department.
Can I apply online?
The pages we read did not show an online application for the certificate. The site has a complaint form, but that is for complaints. Call the office to learn how to apply.
Which documents do I need?
The site does not list them. A CNIC or B-form and earlier medical reports are sensible to bring, but confirm with the office first.
Where do I complain if the office is slow?
Use the Complaint Form on the DEPD site. The form states that the Chief Minister of Sindh has set up an automated system for quick resolution of public complaints. You can also write to the department's email address.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 14 October 2026. Everything about services, addresses, the telephone number, hours, email and complaint cell comes from the DEPD website, depd.sindh.gov.pk, on the date above. We did not apply for a certificate, call the number or visit a centre. The site gave no fee, form or document list, and the preparation steps are our own advice.
