HBL Debit Card Types, Annual Fees and Daily Limits for 2026

HBL debit card fees for July to December 2026: PayPak, Visa, Mastercard, UnionPay and World annual charges, daily limits, activation and how to block a card.

An HBL debit card costs Rs 2,000 a year for PayPak, Rs 2,700 for UnionPay, Rs 3,000 for a Classic Visa or Mastercard, Rs 3,800 for Mastercard Gold and Rs 20,000 for Mastercard World. These are HBL's own figures for July to December 2026, before tax.

We read HBL's Schedule of Bank Charges for 1 July to 31 December 2026 on 27 September 2026, along with each HBL debit card page on hbl.com. The fees, daily limits and foreign charges below come from those two sources only. The schedule says its card fees are "exclusive of FED/ST", so federal excise duty or provincial sales tax is added on top.

The cheapest card is not always the right one. PayPak works only inside Pakistan. If you shop on foreign websites or travel, you need a Visa, Mastercard or UnionPay card, and those cost more.

HBL debit card types and annual fees in 2026

HBL issues debit cards on four networks: PayPak, Visa, Mastercard and UnionPay. The annual fee for the main card runs from Rs 2,000 for PayPak to Rs 20,000 for Mastercard World. A USD Visa card for dollar accounts costs US$15 a year.

Some accounts get the first year free. The schedule names HBL Mahana Amdan, HBL Haryali, all Asaan accounts and the Freelancer Digital Account for a free PayPak card in year one. HBL iD and HBL Rutba get a free Classic card in year one. A Freedom Account with an average monthly balance of Rs 40,000 or more gets a free Classic card. After the free year, the normal fee applies, so check it before you forget it.

Daily limits on each HBL debit card

Each HBL card has a fixed daily cap on cash withdrawal, shopping and transfers. PayPak allows Rs 50,000 cash a day, Classic cards Rs 100,000, Gold cards Rs 200,000 and Mastercard World Rs 500,000. HBL Mobile lets you lower these for safety.

Tap-to-pay has its own rule. HBL's FAQ says you can make up to five contactless payments a day, with a combined total of Rs 3,000, without a PIN. After that, the machine asks for your PIN.

How to apply for an HBL debit card

New customers ask for the card on the account opening form. Existing customers fill in an Additional Request Form at their branch and tick the card they want. The HBL card pages list only these two routes.

At account opening, HBL says the Schedule of Bank Charges is shown to you, and a terms booklet comes with the card. Upgrading later is charged at the replacement fee for the new card, according to the schedule.

Activate your HBL debit card with SMS 14250 or HBL Mobile

Send "DC" and the last four digits of your card to 14250 from your HBL-registered mobile number. You get a five-digit code, valid for three days. Take it to any HBL ATM with your CNIC and set your PIN.

  1. Send an SMS to 14250 from your registered number, for example DC4321 if your card ends in 4321.
  2. Go to any HBL ATM within three days, with the card and your CNIC.
  3. Insert the card, choose English or Urdu, and enter the five-digit activation code.
  4. Enter your date of birth and your 13-digit CNIC number.
  5. Choose a four-digit PIN, enter it again, and wait for the success message.
Steps to activate an HBL debit card with an SMS to 14250 and an HBL ATM

If the code expires, send the SMS again. You can skip the ATM visit if you already use HBL Mobile: the app lets you activate the card and set a PIN. HBL's safety page warns against an obvious PIN such as your birthday.

Block a lost HBL debit card on HBL Mobile or 111-111-425

Block the card straight away in HBL Mobile, which offers a temporary block and a permanent block. If you cannot reach the app, call HBL PhoneBanking on 111-111-425, which HBL also writes as (021) 111-111-425, or visit any HBL branch.

HBL's FAQ says the card is blocked on your request and a replacement is issued. A PayPak replacement costs Rs 600 and a Classic one Rs 850. Use the temporary block if you think the card is only misplaced at home. You can unblock it in the app when you find it.

For a charge you did not make, report it on 111-111-425 the same day. HBL's FAQ says it replies within 10 business days and resolves a complaint within 45 business days. HBL's card safety page is blunt: HBL will never ask for your PIN, OTP, CVV or card number by phone, email or SMS. Anyone who does is not HBL.

Using an HBL debit card abroad costs 4 per cent

HBL charges 4 per cent of the amount on every foreign shop or online payment with a Visa, Mastercard or UnionPay debit card. Cash from a foreign ATM costs 4 per cent or Rs 300, whichever is higher. PayPak cannot be used abroad.

Switch on international use before you travel. HBL says you can do it in HBL Mobile, in Internet Banking, or by calling PhoneBanking from your registered number. Turn it off again when you are home.

A rupee price on a foreign website can still be a foreign payment. HBL's foreign transactions page gives the example of an airline ticket priced in rupees but settled in dollars, so the 4 per cent charge and the exchange rate both apply. The same page says the State Bank of Pakistan set an annual limit of US$30,000 on card payments in foreign currency, across all banks, from 8 November 2022.

At home, HBL ATMs are free for HBL cards. Another bank's ATM costs Rs 35 a withdrawal, in line with the 1LINK inter-bank ATM fee. SMS alerts for debit card use are free under the current schedule.

Common questions

What is the cheapest HBL debit card?

PayPak, at Rs 2,000 a year for the main card, with no fee for a supplementary card. It works only in Pakistan. Some accounts, such as Asaan and Mahana Amdan, get it free for the first year.

Is the HBL debit card annual fee charged with tax?

Yes. HBL's schedule lists card fees "exclusive of FED/ST", so federal excise duty or provincial sales tax is added. The rate depends on where your account is.

How do I block my HBL debit card at night?

Use the permanent or temporary block in HBL Mobile, or call HBL PhoneBanking on 111-111-425. HBL's FAQ describes PhoneBanking as a 24-hour service.

Can I use my HBL debit card on foreign websites?

Yes, with a Visa, Mastercard or UnionPay card, once international or e-commerce use is switched on in HBL Mobile. HBL adds 4 per cent of the amount. PayPak does not work abroad.

How much can I withdraw from an HBL ATM in a day?

It depends on the card: Rs 50,000 on PayPak, Rs 100,000 on a Classic card, Rs 200,000 on Gold and Rs 500,000 on Mastercard World. You can set a lower limit in HBL Mobile.

How long is the HBL activation code valid?

Three days. If it expires, send DC and the last four digits of your card to 14250 again for a new code.
