HESCO Complaint Number: 118, Helpline Mobiles and All 84 Customer Service Centres in Sindh (2026 List)

The HESCO complaint number is 118. HESCO's own phone directory also lists three 118 helpline mobiles, 0337-2192751, 0337-2192752 and 0337-2192753, and three Federal Complaint Cell mobiles, 0337-2192748 to 0337-2192750. Almost every HESCO division and subdivision also has a customer service centre with its own mobile. All 84 centres are listed below.

HESCO complaint numbers to call first

Call 118 first for any fault, such as no power, low voltage or a burnt meter. If 118 does not connect, the helpline mobiles below are listed under the same 118 desk. Keep your reference number ready, because the desk asks for the number on your bill first.

The headquarters is at WAPDA Complex, Hussainabad, Hyderabad. HESCO's contact page gives office hours of Monday to Friday, 9:00 am to 5:00 pm.

Other ways to complain to HESCO online

HESCO's complaints page links four channels besides the phone. Use the one that fits the problem.

1. Consumer Complaint Management System (CCMS): the online complaint portal for the government power companies. It gives a ticket number you can track.
2. Pakistan Citizen's Portal: the Prime Minister's Delivery Unit app, linked on HESCO's site as "Register your complaint".
3. Grievance Redressal Mechanism: for complaints about work under the World Bank's Electricity Distribution Efficiency Improvement Project.
4. Send us a Message form: on the contact page, addressed to the Complaint Cell, the Chief Executive or the Manager Commercial.

HESCO circles: Superintending Engineer numbers

HESCO has four operation circles. Each is headed by a Superintending Engineer (SE). Call the SE only when the division has failed to act on a complaint that already has a number.

The Deputy Commercial Manager (DCM) of each circle deals with bill disputes that a subdivision could not settle. HESCO's Manager Commercial at headquarters is on 0333-3700018.

HESCO operation divisions: XEN numbers

The XEN, or Executive Engineer, heads a division and can send teams and replace transformers. These are the 16 operation divisions in HESCO's directory, with the division office landline as listed and the XEN mobile.

Every HESCO customer service centre

HESCO lists 84 customer service centres, one at almost every division and subdivision office. The landlines are printed without area codes on HESCO's page, so we show them as listed. Use the mobile if you are calling from outside the town.

A few entries look like copy errors on HESCO's page. Saddar and Garikhata subdivisions share one mobile, 0337-2192815. Rizvi Hospital and Allama Iqbal subdivisions share 0337-2192827. Qazi Ahmed and Daulatpur share the landline 321291. Mithi is listed at the Naukot office. We copied them as they are.

How to get a HESCO complaint fixed

A complaint with a ticket number can be tracked and escalated. A call to an officer without one often goes nowhere. Use this order.

1. Note the reference number and subdivision name on your HESCO bill. A free copy is on HESCO bill check online.
2. Call 118 or a 118 helpline mobile. Write down the complaint number.
3. If nothing happens, call the customer service centre of your subdivision and quote the number.
4. Then call the XEN of your division, and after that the SE of the circle.
5. If HESCO still does not act, take the complaint to NEPRA, the power regulator.

NEPRA's process is in the NEPRA electricity complaint guide. If the problem is long power cuts on your feeder, check the planned hours in the HESCO load shedding schedule first, because a planned cut is not a fault.

Never pay anyone through a personal mobile wallet or bank account for a meter, reconnection or bill correction. Pay only through the bank and payment channels printed on the HESCO bill.
