FGEHA's Membership Drive Phase II registers federal government employees for a plot by age-wise seniority. The one-time membership fee runs from Rs 5,000 for BPS 1 to 9 up to Rs 100,000 for BPS 20 to 22, paid with the form at any Askari Bank branch. You are not eligible if you, or a family member, already hold a subsidised plot or house from CDA, PHA, FGEHA or any other government agency, or if you are on contract, daily wages, work charge or contingent pay.

Membership is the door to every Federal Government Employees Housing Authority scheme since Phase VI. Sector F-14/15, Green Enclave and Sky Garden in Bhara Kahu, Thallian and Park Road were all allotted to registered members in order of age. We read FGEHA's Membership Drive Phase II page, its eligibility criteria sheet and its terms and conditions of allotment on 19 October 2026.

The fee is fixed by grade, from Rs 5,000 to Rs 100,000, and sets your plot size

FGEHA's eligibility sheet gives one fee per category, and the terms of allotment pair each category with a plot size. A BPS-17 officer pays Rs 25,000 and queues for a 35 by 70 foot plot. A BPS-21 officer pays Rs 100,000 for a 50 by 90. You cannot apply for a higher category than your grade.

CategoryBPSMembership feePlot size in Phases VI, VII, IX and X
I20 to 22Rs 100,00050 x 90 ft
II18 to 19Rs 50,00040 x 80 ft
III16 to 17Rs 25,00035 x 70 ft
IV10 to 15Rs 15,00030 x 60 ft
V1 to 9Rs 5,00025 x 50 ft

The fee is membership, not the plot price. FGEHA describes itself as a self-finance body that allots on a cost to cost basis, so the land and development cost of a plot is paid later in instalments once a consent letter arrives. In F-14/15, for example, members who received consent letters in 2016 had 21 days to pay the down payment.

Seven eligibility rules, and a prior government plot anywhere rules you out

The sheet's first rule is the one that disqualifies most people. You must not have been allotted a plot or house with any element of subsidy, in cash or land, by CDA, PHA, FGEHF or any federal or provincial government agency. FGEHA's list of examples includes DHA, the Supreme Court Employees Housing Society, the Interior and Commerce ministries' cooperative societies, the IB Society, NPF and Media Town.

The other rules: a false or concealed statement cancels the allotment, forfeits the money paid and can bring legal action. A husband and wife who are both government servants can each apply as a separate service benefit. Allotment in a higher category than your entitlement is not allowed. Seniority is by age, and members already registered under Phase II keep their place. Contract, daily wage, work charge and contingent employees are not eligible. And every allotment waits on confirmation of your service record from your parent department.

The terms of allotment add that eligibility is also barred where a family member was previously allotted property in Islamabad. The form asks you to list any plot you hold and accept FGEHA's policy on it.

You choose a station, and Islamabad is one of 13

The form carries a choice of stations. Islamabad is first, followed by Lahore, Karachi, Peshawar, Quetta, Rawalpindi, Multan, Faisalabad, Gujranwala, Hyderabad, Abbottabad and Kohat, with a thirteenth box for Sargodha, Sahiwal, Sialkot, Rahim Yar Khan, Bahawalpur, Sukkur, Mardan or Gwadar.

FGEHA's live schemes are almost all in or around Islamabad: G-13 and G-14 are complete, F-14/15, Green Enclave, Sky Garden, Lifestyle Residency and Park Road are in progress, and it also holds Scheme 33 land in Karachi and Chaklala Heights in Rawalpindi. A member who picks Lahore or Quetta is registering an interest, not joining a queue for an existing scheme. FGEHA does not publish how many members each station has or how long the Islamabad queue is.

Registration is a paper form plus the members portal

The form and the fee go to any Askari Bank branch. The sheet marks two columns as mandatory and says a form without them "shall not be entertained". After that, your record lives on the members portal at efms.fgeha.online, where FGEHA asks every member to check their credentials and raise queries through the feedback area.

  1. Fill the Membership Drive Phase II form, including the mandatory starred columns, and deposit it with the fee for your grade at an Askari Bank branch.
  2. Open efms.fgeha.online and click Register Now. Your CNIC number without dashes is the user ID; set a password of at least 8 characters and enter your email and mobile number with the +92 code.
  3. Confirm the link in the email, which may land in spam, then sign in and enter the SMS one time code.
  4. Check the Membership and Payments pages. Use the request option for any change in your particulars.
  5. Email dd-it1@fgeha.gov.pk or call 051-111-134342 if your record is missing or wrong.
Five steps to register for FGEHA Membership Drive Phase II and the members portal

FGEHA's page does not say whether new registrations are open on any given day; it says existing Phase II members keep their seniority. Call before you pay a fee. Membership does not come with finance, so a member who gets a consent letter and needs to fund the instalments is looking at the same options as any other buyer, from the Apna Ghar housing loan to the lenders compared in the guide to a home loan to build a house.

What a member actually gets, in F-14/15 terms

F-14/15 is the scheme that Phase II members have been fed into since 2015. FGEHA's project page shows 6,746 plots across three categories, 5,860 consent letters issued and 4,871 provisional offer letters issued. Category I, BPS 20 to 22, has 2,457 plots of 50 by 90 feet; Category II has 2,259 of 40 by 80; Category III has 2,030 of 35 by 70.

Those figures tell you two things. Consent letters have reached only the top three categories so far, so a BPS 1 to 15 member is waiting for a later scheme. And about 17 per cent of consent letters, 989 of 5,860, had not turned into an offer letter when the page was last updated, usually because the down payment was not made. Membership gets you in the queue; the money has to follow when the consent letter comes.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 19 October 2026. The fees, eligibility rules and station list come from FGEHA's Membership Drive Phase II eligibility criteria sheet, linked from FGEHA's Membership Drive Phase II page. The plot size per category and the family member bar come from FGEHA's terms and conditions of allotment. Portal steps come from FGEHA's Guidelines for Members Portal, and the F-14/15 figures from its Phase VII page. All were read on 19 October 2026. The 989 figure and 15 per cent are our arithmetic. We could not verify whether registrations are currently open, how many members are registered, or the waiting time.
