National Assembly and Senate Prorogued on 30 October 2026: FBISE Bill Passed, Harassment Resolution and 5 Ministers' Answers
Both houses were prorogued on 30 October 2026 after the Senate passed the FBISE and Study Centres bills. What they change, the harassment resolution and more.

Both houses of Parliament were prorogued on Friday 30 October 2026, which ends the current session. Before closing, the Senate passed two education bills already passed by the National Assembly, the Federal Board of Intermediate and Secondary Education (Amendment) Bill 2026 and the Pakistan Study Centres (Amendment) Bill 2026. The National Assembly passed a resolution saying workplace harassment is not limited to sexual conduct.
Prorogued means the session has been formally closed. Neither house meets again until a new session is called. Below are the two bills and what they change, the harassment resolution, and five answers ministers gave on the last day, from Hazara Motorway repairs to a plan to check medicines by barcode.
We read the National Assembly website, the Senate's Orders of the Day for 30 October and the texts of both bills as passed by the National Assembly, on 31 October 2026.
Both houses closed their sessions on 30 October 2026
The National Assembly's website states that its session was prorogued on Friday 30 October 2026. This was its 30th session. The Senate was also prorogued the same day after its 10:30 am sitting. Bills still pending stay on the list for the next session.
| House | Last sitting | Main business on the day |
|---|---|---|
| National Assembly | Friday 30 October 2026 | Question Hour, a calling attention notice on PIA, harassment resolution |
| Senate | Friday 30 October 2026, 10:30 am | Two education bills passed, OGRA bill listed, notices on Hazara Motorway and PPL |
The Senate's agenda also listed a government bill to amend the Oil and Gas Regulatory Authority Ordinance 2002 for introduction. We could not confirm whether it was introduced before the house rose. If you follow Parliament day to day, see how to check the National Assembly agenda and watch it live.

The FBISE bill puts women on the board, not new exam rules
The Federal Board of Intermediate and Secondary Education (Amendment) Bill 2026 changes who sits on the FBISE's governing body. It does not change exams, fees or results. At least one of two vice-chancellors and one of two senators on the board must be a woman, and one third of members must be women.
| Bill | What it changes |
|---|---|
| FBISE (Amendment) Bill 2026 | Two vice-chancellors nominated by the HEC, at least one a woman; two Senate members, at least one a woman; one third female representation; removes the words "Federally Administered Tribal Areas" from section 4 |
| Pakistan Study Centres (Amendment) Bill 2026 | "University Grants" becomes "Higher Education"; the "division concerned" replaces "Federal Government" in several sections; one woman among the experts on two bodies; some powers move to the Prime Minister |
Both bills say the reason is a Prime Minister's directive, sent by the Cabinet Division, to ensure 33 per cent women's representation on all federal boards and statutory bodies. Both say they come into force at once once they become law. Students have nothing to do. Your exam, fee and result rules are unchanged, and the FBISE HSSC second annual date sheet still stands.
A bill passed by both houses still needs the President
A bill becomes an Act only after the President gives assent. The FBISE and Study Centres bills were passed by the National Assembly and then by the Senate on 30 October 2026. If the Senate made no changes, they go to the President next. They are not law yet.
We have not seen whether the Senate changed either bill. A bill amended by the Senate goes back to the National Assembly first. The stages are set out in how a bill becomes law in Pakistan. Watch the Acts of Parliament list on na.gov.pk for the final text.
The National Assembly says harassment can be non-sexual
The National Assembly unanimously passed a resolution on 30 October 2026, moved by Shahida Rehmani, saying workplace harassment is not confined to sexual conduct. It can also be gender-based discrimination, intimidation, humiliation, degrading treatment, hostile behaviour and misuse of authority.
The resolution calls on the federal government and all institutions to apply the existing law "in its full scope", so that nobody loses protection just because the harassment was not sexual. A resolution states the house's view. It does not change the law by itself. If you face harassment at work, the complaint routes are unchanged: see how to file a workplace harassment complaint.

Five answers ministers gave on the last day
Ministers answered questions in both houses before the prorogation. The answers below are announcements and plans, not orders already in force. Dates are the ministers' own targets.
- Rs 900 million has been allocated to repair the Hazara Motorway, the Minister of State for Interior told the Senate, after a notice on the road's poor condition.
- A system to check a medicine's barcode with a phone at the pharmacy, showing whether it is genuine, its price and expiry, is to be launched by the Prime Minister by the end of November, the Health Minister told the National Assembly.
- Pakistan Railways has filed 174 FIRs against people trying to take over its land, and locomotive overhauls will finish by 23 March next year, the Railways Minister told the Senate.
- PIA will add four aircraft by January and start Karachi to United Kingdom flights in January next year, a parliamentary secretary told the National Assembly.
- The government is funding 18 dams including Diamer Bhasha, which alone will store 6.4 million acre-feet, the National Assembly was told.
The barcode plan follows DRAP's earlier rule on 2D barcodes on medicine packs.

How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked 31 October 2026. The prorogation notice, the session number and the resolution title come from na.gov.pk. The bill texts come from the National Assembly's PDFs of both bills "as passed by the National Assembly". The Senate business comes from the Senate's Orders of the Day for 30 October 2026. The bills passed by the Senate, the prorogation of the Senate, the resolution's wording and the ministers' answers come from the state broadcaster's reports of 30 October; the Senate and National Assembly had not posted their own records of the day when we checked. We could not confirm whether the OGRA bill was introduced or whether the Senate amended either bill.
