Pakistan Embassy Kuwait Attestation Fee: KD 3 for Power of Attorney, KD 2 for Others, and 5 Direct Numbers
Pakistan Embassy Kuwait attestation fee: KD 3 for a power of attorney, KD 2 for other papers. See the Foreign Ministry rule, timings and five direct numbers.

The Pakistan Embassy in Kuwait charges KD 3 to attest a power of attorney, authority letter, affidavit, undertaking or agreement, and KD 2 for every other attestation. Papers made in Pakistan must first carry the Ministry of Foreign Affairs stamp. For attestation and power of attorney, call Shaukat Hussain on +965 9785 3286.
We read the embassy's questions page, its timings page, its attestation page and its contact page on 7 November 2026. Everything below comes from those pages. The embassy accepts papers from 8:00 am to 1:00 pm, Sunday to Thursday, and hands them back from 1:30 pm to 3:00 pm.
Kuwait embassy attestation costs KD 3 or KD 2
The embassy sets two rates. Legal papers such as a power of attorney, authority letter, affidavit, undertaking or agreement cost KD 3. All other attestations cost KD 2. The embassy's attestation page itself lists no fee, so these rates come from its questions page.
| Paper | Fee |
|---|---|
| Power of attorney | KD 3 |
| Authority letter | KD 3 |
| Affidavit | KD 3 |
| Undertaking | KD 3 |
| Agreement | KD 3 |
| All other attestations | KD 2 |
The fee is per attestation as the embassy words it, so plan for one fee on each paper. A nikah nama and a degree would be two attestations, at KD 2 each by our reading. Ask at the counter if you are unsure, since the page does not spell out a bulk rate.

Papers from Pakistan need the Foreign Ministry stamp first
A paper issued in Pakistan must be attested by the Ministry of Foreign Affairs in Islamabad or one of its camp offices before the embassy in Kuwait touches it. Without that stamp the embassy will not attest it, so do this before you travel.
Most people find this out at the counter, after the trip to Jabriya. Get a relative in Pakistan to take the paper to a camp office if you are already in Kuwait. A marriage paper is the most common case, and our steps to attest a nikah nama at the Foreign Ministry apply here too.
- Check where your paper was issued: Pakistan or Kuwait.
- If Pakistan, get the Ministry of Foreign Affairs stamp first.
- If Kuwait, collect your passport copy, valid residence and Civil ID.
- Bring your witnesses with you if the paper was made in Kuwait.
- Reach the embassy between 8:00 am and 1:00 pm, Sunday to Thursday.
- Pay the fee, and collect from 1:30 pm to 3:00 pm.

Papers made in Kuwait need your Civil ID and witnesses
For a paper prepared in Kuwait, the embassy asks for a copy of your passport, your valid residence, your Civil ID, and witnesses who come with you. The page does not say how many witnesses, so ask the consular number before you bring people along.
Your residence must be valid, and that is the catch for anyone whose iqama has run out. Sort out your status first. You can check your Kuwait visa with the Interior Ministry before making the trip. A power of attorney for property in Pakistan is the usual reason people come, and if a case has already started, the overseas Pakistani property and inheritance claim steps are worth reading first.
Five direct embassy numbers for five different problems
The embassy names one person for each kind of problem. Use the right one instead of the general line. Passport goes to Munir Khan, attestation to Shaukat Hussain, NADRA to Osama Javaid, welfare to Muhammad Umer, and death cases to Arshad Mumtaz Qureshi.
| Problem | Person | Number |
|---|---|---|
| Power of attorney, attestation | Shaukat Hussain | +965 9785 3286 |
| Passport | Munir Khan | +965 9856 2753 |
| NADRA, CNIC (WhatsApp) | Osama Javaid | +92 321 0785558 |
| Community welfare | Muhammad Umer | +965 9946 5145 |
| Death cases, complaints | Arshad Mumtaz Qureshi | +965 4104 8840 |
The main exchange is +965 2532 7649. Dial extension 820 for consular matters, 817 for passports, 822 for passport delivery, 821 for NADRA, and 815 for the Community Welfare Attaché, Hamza Tauqir. The address is Villa 440, Street 108, Block 12, Jabriya. The embassy's email is parepkuwait@mofa.gov.pk.
If you came for a card and not a stamp, these are the NICOP papers the Kuwait embassy asks for. New passports and renewals go through the DGIP portal or the embassy in person.

The embassy also handles outpasses, OPF cards and death cases
If a passport is lost or expired and the holder is detained, the embassy issues an outpass in its place. The welfare wing also arranges papers for bodies going home, jail visits, and OPF cards, which cost Rs 2,000 if your visa is not protected.
Protected here means your visa carries the Protector of Emigrants stamp. With that stamp the embassy lists no OPF card fee. You can apply on the OPF portal or in person at the welfare wing, and these are the OPF membership card benefits.
For a death, the welfare wing prepares the documents, heirs can collect them at the embassy, and staff also visit the mortuary to arrange repatriation. The steps to bring a body home to Pakistan through OPF cover the family's side in Pakistan. For prisoners, the Community Welfare Attaché visits Central Jail, Amomi Jail and the Deportation Cell every month, and the wing arranges help through an embassy lawyer.
