The Pakistan Embassy in Doha charges QAR 150 for visa protection, QAR 15 for a character certificate, and nothing for an outpass or a Transfer of Residence certificate. Visa protection adds Rs 4,500 in bank drafts and gives your family Rs 1 million insurance if you die or are injured on the job. Services are walk-in, Sunday to Thursday, from 8:00 am.
We read the embassy's welfare page and consular page on 7 November 2026. Qatar's police clearance depends on the character certificate, so anyone changing jobs will need it. There is no appointment for these services. You take a token at the door, first come, first served.
Four Doha embassy fees, with two papers free of charge
The embassy lists QAR 150 for visa protection and QAR 15 for a character certificate. An outpass, also called an Emergency Travel Document, is free. A Transfer of Residence certificate is free. A body transport NOC is issued the same day, and the page lists no fee for it.

Visa protection gives your family Rs 1 million insurance
Protecting your visa at the embassy buys Rs 1 million of insurance, paid to your family if you die or are injured while doing your job. You pay QAR 150 and two bank drafts, and submit every paper in triplicate.
The two drafts are PKR 2,000 to the Overseas Pakistanis Foundation (OPF) and PKR 2,500 to State Life Insurance. The embassy says to get them from UBL in Doha. Add those together and the rupee part alone is Rs 4,500, on top of the QAR 150.
Workers who left Pakistan with the Protector of Emigrants stamp may already be covered, so check your passport first. The embassy's OPF card rule shows the difference: with a visa Protector stamp there is no draft, and without it you pay PKR 2,000. In our view, Rs 1 million of cover for a worker in a risky job is worth this cost.
- Fill in the OPF membership form and the insurance form.
- Copy your passport, CNIC or NICOP, and Qatar ID.
- Copy your work contract and get three fresh photos.
- Buy the PKR 2,000 and PKR 2,500 drafts at UBL Doha.
- Make three sets of everything.
- Take a token at the embassy and pay QAR 150.
A QAR 15 character certificate opens the police clearance
The embassy says Qatar's authorities will not issue a police clearance certificate without this character certificate. You need that clearance for jobs, for engineer or doctor registration and for immigration. It costs QAR 15 and is issued the same day.
Bring the filled form, copies of your passport, CNIC or NICOP and Qatar ID, a "contact letter or NOC" from your previous sponsor (the page's own words), and two fresh photos. You also bring copies of the passport, CNIC or NICOP and Qatar ID of two witnesses. If you are applying from Pakistan, the rules for a police character certificate from abroad are different, so check which one your employer wants.
The NOC from the previous sponsor is the hard part. If a former employer will not give one, ask the embassy whether the letter alone will do. The page lists the two as alternatives.
An outpass is free, and it takes one day
The embassy issues an Emergency Travel Document, or outpass, free of charge in one day. It covers people with a lost passport or an illegal stay, and newborn babies. You need a police report for a lost passport or illegal stay.

Going home for good has its own free paper. The Transfer of Residence certificate relaxes tax on used household items you bring back. It needs a written request, your ID copies, a termination letter from your company or sponsor, and at least five years of service in Qatar. What you can bring is set by Pakistan's customs baggage rules.
The embassy also forwards property complaints in Pakistan
If somebody has taken your property in Pakistan, the Doha embassy accepts a written complaint and forwards it to OPF in Islamabad. Bring copies of your passport, Qatar ID and NICOP, your Qatar phone and email, and the other side's details if you have them.
Add the number of a focal person in Pakistan if somebody can act for you there. You can also lodge a complaint directly with OPF. The embassy's other useful note: the old remittance card (FERC) has been replaced by the Sohni Dharti remittance app, which gives benefits on passports, PIA tickets and car and mobile duty.

Go early: the embassy runs on tokens from 8:00 am
