Passport application deferred in Pakistan? DGIP's rules on ECL, Black List, more documents and Security Agency referrals, and 5 things to do before you leave.

An empty passport office counter with a wooden chair and a closed window, for a deferred application in Pakistan

A passport application stops at the counter for three main reasons: your name is on the Exit Control List or Black List, the officer wants more documents, or the officer refers your case to a Security Agency to confirm national status. If it is deferred, you may leave, and DGIP says the office phones you when the report arrives.

You have done the token, the fingers and the data entry, and then the officer says your case has been deferred. Nobody explains much. The Directorate General of Immigration and Passports (DGIP) explains what happens in one page, and we read it on 7 November 2026.

This guide sets out each stop point, what DGIP says about it, and what you can do. DGIP does not publish a time limit for a referred case, so nobody can honestly promise you a date.

Three checks can hold a passport before payment

DGIP's process has a list check and an interview before you pay. The list check looks for your name on the ECL and Black List. The officer then either approves, asks for more documents, or refers the case. Payment and printing come only after that.

Stop pointWhat DGIP saysWhat you can do

Four points where a Pakistani passport application can be held and what each means

ECL stands for the Exit Control List, a government list of people barred from leaving Pakistan. The Black List is a separate passport list. DGIP does not explain on this page how a name gets on it.

A deferred case goes on without you at the office

DGIP's process page says that when a case is deferred for documents or a Security Agency referral, you can leave. You are contacted by phone once the clearance report arrives. So you do not need to sit in the office, or pay anybody to chase it.

Do these before you walk out of the building:

  1. Note the reason in the officer's own words. Ask which document, or whether a referral was made.
  2. Photograph your token slip, and keep the original safe for later.
  3. Confirm the mobile number on your form is correct and that it stays switched on.
  4. Ask for the name of the section or officer handling your file.
  5. Write down the date, as you will need it for any later complaint.
Five things to do before you leave a passport office after a deferred case

Keep in mind the rule on your details. DGIP says that after the Assistant Director's go-ahead, data cannot be changed, and an earlier change means cancelling the token and starting again. So a mistake you spot on the form should be raised at the data entry stage.

No fee is due until the officer approves your case

Fee payment is step seven of eight on DGIP's list, and it comes after the interview. So if your case is deferred, you should not have paid yet. Anyone asking for money to "clear" the referral is not following DGIP's process.

The printing line starts only after the fee is paid. This is why the wait in a referred case sits outside the quoted passport time. DGIP's FAQ says a normal passport comes after 21 working days and urgent after 5. Its passport page uses the words "after being successfully processed". So choosing urgent does not make a Security Agency report come faster.

If you need the passport for a fixed date, such as a visa, say so at the interview and keep your own proof. DGIP's page does not promise anything for such cases. Your options for counting the time are set out in how long a passport takes.

Common document problems start with your NADRA record

DGIP says more documents may be requested when there is doubt about national status or particulars. A mismatch between your CNIC, your old passport and your parents' record can raise that kind of doubt. Fix the NADRA record first when the fault sits there.

Bring the specific paper the officer asked for. These are the documents DGIP's own lists name, depending on the case:

  • A revised original CNIC, for a change of name or date of birth.
  • A birth certificate or Matric certificate, which the FAQ says may support a date of birth change.
  • A previous passport, or a police report with its number if it is lost.
  • An NOC from a government employer.
  • Custody or guardianship papers for a child.

Our full checklist by case is in passport documents required in Pakistan. If the family record is wrong, such as a missing or wrong relation, start with fixing a wrong FRC. A date of birth problem is covered in changing a CNIC date of birth.

A list match has to be cleared by whoever placed it

The counter staff cannot remove you from a list. DGIP says only that you are held until removed under the rules. So your next step is to find out which list applies, and which authority or court put you there, and to answer that body.

Deportees have one fixed route. DGIP publishes show cause notices for deportees on its website, and our page on the deportee show cause notice explains the time limit. Court rulings can also matter here, as in the Islamabad High Court ruling on the Passport Control List.

A case that touches the ECL, a criminal matter or a court order calls for a lawyer. We do not give steps for those here because each depends on the order. Ask for the order or notice in writing, as you cannot answer what you have not seen.

Escalate a stuck case in this order

First ask the office where you applied, with your token. Then call the helpline on 051-111-344-777, Monday to Friday, 8:30 to 16:30. If neither answers, DGIP names three complaint routes: the Pakistan Citizen Portal, its Grievance Commissioner and the Wafaqi Mohtasib.

StepWhereWhat to quote
1The passport office where you appliedToken number, CNIC, date of deferral
2DGIP helpline 051-111-344-777, or info@dgip.gov.pkToken number and office name
3Pakistan Citizen PortalWhat was said, when, and by which office
4Wafaqi Mohtasib (federal ombudsman)Your earlier complaint and how long it has waited

Exact steps are in filing a passport complaint. Keep your complaint to dates and facts. A clear timeline moves a file better than an angry one.

Common questions

What does deferred mean on a Pakistani passport application?

The officer has stopped your case for now, either until you bring more documents or until a Security Agency sends its report. DGIP says you can leave and will be phoned.

How long does a Security Agency referral take?

DGIP does not publish a time limit. It says only that you will be contacted by phone when the clearance report is received.

Do I pay the fee if my passport is deferred?

Fee payment comes after the interview and decision on DGIP's list of steps. Printing starts only after payment.

Can the passport office remove me from the ECL or Black List?

DGIP's page says only that you are held until removed under the rules. Find out which list and who placed you on it, then answer that authority.

Why was my child's passport application deferred?

DGIP defers applicants under 18 until a government gazetted officer attests the printed form, with a CNIC or contact number and a stamp.

Does urgent service make a referred case faster?

DGIP gives no such promise. Urgent and normal times are counted after successful processing, so the referral comes first.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked 7 November 2026. The steps, ECL and Black List check, deferral, referral, phone contact and data change rules are from DGIP's process page. The 21 and 5 working days, document changes and complaint routes are from DGIP's FAQ. "After being successfully processed" and the extra documents wording are from its ordinary passport page. DGIP publishes no time limit for a referred case, and we could not test one. This is general information, not legal advice.
