How to Get a Car Fitness Certificate in Punjab Before 15 October

Private cars in Punjab now need an emission fitness certificate, and the province says enforcement starts on 15 October 2026. The test costs Rs 500 to Rs 2,000 depending on engine size, takes a few minutes at one of 13 licensed centres, and the certificate lasts one year. We read the fee notification on the Transport Department's own site and the fine table on the Punjab Traffic Police site, and both are below.

A queue of Cultuses and Corollas outside a Johar Town workshop on a weekday morning is a new sight in Lahore. Those drivers are there for a five minute exhaust reading that did not exist for private cars a year ago. The vehicle fitness certificate fee in Punjab for a private car is now fixed by a Provincial Transport Authority notification, and the Transport Department has published which centres may charge it.

Around 2.3 million private vehicles are expected to fall under the scheme, according to PakWheels citing the Transport Department on 14 September 2026. That figure is reported, not read on a department page. Everything about money on this page is read at source.

How much does a car fitness certificate cost in Punjab?

The fee runs from Rs 500 for a car up to 1000cc to Rs 2,000 for a car of 4500cc or more, in five engine bands. It is set by Punjab Provincial Transport Authority notification PTA/TA-I/2025/909, dated 30 December 2025, and is paid at the testing centre after the test.

The notification is a scanned page on the Transport Department site. We pulled the image out and read it. It records that the Authority, at its meeting of 11 November 2025, adopted the Environmental Protection Agency's fee schedule for emission testing and made it chargeable for "inspection of Private Motor Cars" with immediate effect.

The example models are from the operators' booking pages, not the notification. The notification lists only the bands and the rupee figures.

Two things the fee does not include. A failed car pays again for a retest, though one licensed operator, Auto Aeon, states on its own site that a return within 14 days costs half the fee. And the fee is separate from token tax, which the centres say must be paid up before they will test the car. Clearing the annual charge on ePay before booking is the same job as paying token tax online for any other reason.

Do not confuse this with the commercial fee. Buses, trucks and taxis pay the older Vehicle Inspection and Certification System rates, reported by The Nation in October 2024 as Rs 1,819 or Rs 1,212 for a first inspection and Rs 911 or Rs 758 for each six monthly renewal. That regime, run by Opus at 39 stations, is a different test with different rules, and the rules for commercial vehicles arriving empty for a six monthly test do not apply to a private car.

Which cars need the test, and when is the first one due?

Every private motor car in Punjab comes under the scheme, but a new car has years before its first test. The licensed operators state the law sets the first test at 5 years for cars up to 1000cc, 6 years from 1001cc to 2000cc, and 7 years above 2000cc. After that, once a year.

We could not find those age thresholds in a department notification. They appear on Auto Aeon's site, which describes itself as licensed under Section 39-A of the Provincial Motor Vehicles (Amendment) Act 2022, and in Daily Pakistan's report of 15 September 2026. Treat them as the operators' reading of the law until the department publishes its own table.

The Transport Department's notifications page, checked on 17 September 2026, lists nothing newer than the June 2026 electric vehicle policy. Its news section carries two items dated 11 September 2026, a press conference on getting a fitness certificate from a PVICS centre and one on emission testing, but neither has body text. So the 15 October date rests on reporting of that press conference, by 24NewsHD on 11 September and by ProPakistani and PakWheels on 15 and 16 September, all citing the Provincial Transport Authority.

That matters for one practical reason. A rule announced at a press conference and a rule notified in the Gazette are different things, and the challan a traffic warden can issue depends on the second. The fine section below explains what the published penalty table actually says.

Where are the licensed PVICS centres?

The department's Official PVICS Licence Announcement lists 13 affiliated emission test centres: eight in Lahore, two in Faisalabad, two in the Rahim Yar Khan district and one in Multan. Its station listing dated 10 September 2026 gives the addresses, transcribed here.

Auto Aeon's own site lists 17 stations, adding Bahawalpur, Lodhran, Sargodha and more Lahore sites such as Ittehad Town and Manawan. Those extra four are not on the department's 13 station list of 10 September, so we cannot tell you whether a certificate from them carries the same weight at a checkpoint. Use one of the 13 until the department updates its page. PakWheels reports the department plans 25 Lahore locations; that is a plan, not a list.

One conflict worth knowing before you drive out. PakWheels reported on 16 September that the centres are open "24/7 and also on Sundays". Auto Aeon's site says Monday to Saturday, 9am to 6pm, closed Sunday, at every station. Ring the station number on the operator's locations page before a Sunday trip.

How do you book a vehicle fitness certificate online in Punjab?

You book on a licensed operator's site, not on a government portal. Enter the registration number, pick the engine band, choose a station and a 30 minute slot, then drive in. No documents are needed, no account is needed, and nothing is paid online. Walk ins are accepted too.

The government's own PVICS app on Google Play, published by the Punjab Information Technology Board and updated on 18 August 2026, is for inspectors. Its listing describes recording test results and issuing digital certificates, and it had about 100 downloads when we looked. There is no public booking app, and no booking on transport.punjab.gov.pk for private cars. The department's UAN 042-111-678-711 and the punjab.vics.pk appointment page belong to the commercial system.

1. Check that token tax is paid. The centres say they cannot test a car with arrears. Clear it on ePay Punjab first.
2. Open the booking page of a licensed operator. Auto Aeon's is at autoaeon.pk and covers its own stations only.
3. Enter the registration number and choose the engine band. The fee shows before you confirm.
4. Pick the station and a time slot. Booked cars skip the walk in queue.
5. Arrive with the number plate fitted and the engine warm. The probe reads the exhaust at idle and the result prints.
6. Pay by cash, JazzCash or bank transfer at the station. If the car passes, the certificate and sticker are issued on the spot.

Before you go, a fair check of your own paperwork saves a wasted trip. A car with a pending transfer or a registration query is the kind of thing that surfaces when checking a car's registration record in Punjab, and a centre can only test a vehicle whose number plate matches its record. Buyers taking delivery this month have the same issue with a car registered before delivery in Punjab, since the plate must exist before any test can be logged against it.

What the test actually measures

Carbon monoxide at idle, against the National Environmental Quality Standards limit of 6 per cent. That is the operator's statement of the usual failure verdict. The department has not published a test protocol for private cars, so we cannot say whether brakes, lights or tyres are checked. Reports that describe a full roadworthiness inspection are describing the commercial VICS lane, not the PVICS emission test.

If the car fails

The centre prints a report of what went over the limit and issues no certificate. Auto Aeon states that a return within 14 days is charged at half the fee, and that after 14 days it counts as a new test. The common causes it lists are a dirty air filter, worn spark plugs, a rich fuel mixture, an exhaust leak or a tired catalytic converter. A tune up before the retest is cheaper than a second full fee.

What is the fine for driving without a fitness certificate in Punjab?

The Punjab Traffic Police fine table lists "driving a motor vehicle without fitness certificate" at Rs 2,000 for a motorcycle, Rs 3,000 for a three wheeler, Rs 10,000 for a car over 2000cc and Rs 15,000 for a transport vehicle. For a car under 2000cc, the table has no entry at all.

That table is the Twelfth Schedule of the Provincial Motor Vehicles Ordinance 1965 as amended, published on trafficpolice.punjab.gov.pk and repeated on the City Traffic Police Lahore site. We read both on 17 September 2026. The blank for cars under 2000cc is what the table shows. It is not our conclusion that no fine can ever apply to a Mehran without a certificate, and the province may amend the schedule before 15 October.

Smoke is the row that catches a small car. Rs 3,000 for excessive smoke applies to every car under 2000cc today, certificate or not, and a warden does not need an emission probe to issue it. That is the fine a 2015 Cultus is most likely to meet at a checkpoint.

Two other figures are in circulation. PakWheels reports that the Punjab Environmental Protection (Smog Prevention and Control) Rules 2023 set Rs 2,000 for a first violation and Rs 4,000 for each one after, which is a separate environmental penalty from the traffic challan. And 24NewsHD reported the PTA Secretary as citing fines of Rs 500 to Rs 2,000 plus impoundment. Those numbers are identical to the fee bands, so we suspect a conflation, and we have not used them. Whatever is issued, the record turns up the same way as any other ticket when checking a Punjab e-challan online.

Why is Punjab doing this now?

Smog. The private car test is the newest piece of the anti smog orders the Transport and Masstransit Department has issued every autumn since November 2024, and the enforcement date sits three weeks before the season usually closes schools. The fee schedule itself was signed on 30 December 2025, at the tail of last winter, and has waited nine months for centres to be licensed.

The province's own count of what those winters cost is in the smog season pages, and the health side of it is why the smog season in Punjab is worth preparing for regardless of the certificate. An emission test on a car that passes is Rs 500 to Rs 2,000 a year. A car that fails was putting out more than 6 per cent carbon monoxide at idle, into the same air its owner breathes at the traffic light.

Sindh is on a different track. Its Transport and Mass Transit Department set 30 June 2026 as the date to digitise route permits and fitness certificates for commercial vehicles, as PakWheels reported in April, and has said nothing we could read about testing private cars, though its excise portal already handles Sindh token tax payments online, which is where a fitness record would most likely surface. Islamabad and Khyber Pakhtunkhwa have emission testing points of their own, but no private car certificate requirement we could find on a government page.

Can I get a vehicle fitness certificate online in Punjab?

How long is the certificate valid?

One year from the day it is issued, with the expiry printed on it. The commercial certificate for buses and trucks is six months, which is a different regime.
