Check What PTA Will Take as a Telecom Complaint in Pakistan, and the 3 Kinds It Will Not

PTA needs the operator's complaint number and 3 more details before it takes a case. It cannot take tower noise or franchise disputes. See the full list.

A gavel on a dark wooden table, for an article on what PTA accepts and rejects as a telecom complaint

Short answer: PTA takes complaints about telecom services after you have tried the operator first. It needs your name and contact details, the complaint number the operator gave you, the time you lodged it or the date its deadline ran out, and a short description. PTA says it has no jurisdiction over operator HR matters, private business deals such as franchise or retailer disputes, and noise or tower installation complaints.

A shopkeeper in Gujrat is angry that a mobile tower stands outside his shop and that his franchise dealer cheated him on card stock. He writes to PTA. Both complaints are turned away. Neither was wrong to ask, but neither belongs on PTA's desk.

We read PTA's own consumer complaint questions and answers on 12 October 2026. The list below follows that page. We did not file a complaint to test the portal, so what happens after you submit is what PTA states, not what we observed.

PTA takes a wide list of complaints about telecom services

PTA's page lists the kinds of complaint a telecom consumer can bring. The list covers SIM records on your CNIC, blocked numbers, poor coverage, call drops, billing and unwanted value added services. It also covers fraud calls, spam, helpline quality and number portability.

Some entries are worth knowing because people do not think of them as complaints. These include SIM blocking for tax non-filers, unauthorised use of a CNIC to activate a SIM, an unauthorised duplicate SIM and an unauthorised transfer of ownership.

Type of complaintExamples PTA lists
Your SIM and CNICUpdating the 668 database, unauthorised SIM on your CNIC, unauthorised duplicate or transfer
Service qualityPoor network, noise, call drops, coverage gaps for 3G, 4G, LTE and 5G, load shedding interruptions
Money and billingOvercharging, tariff mismatch, refunds, unauthorised package changes
Fraud and spamFraud calls and SMS, WhatsApp fraud, BISP-related fraud, promotional SMS
Broadband and fixed lineFault or disruption in broadband, telephone or smart TV and IPTV

PTA lists three kinds of complaint it cannot take

The same page names the complaints PTA has no jurisdiction to entertain. There are three: internal HR matters inside the operators, bilateral business agreements between an operator and a third party, and noise hazards or site installation of mobile towers.

The second one covers PCO refund cases and relationships between an operator and its franchises or card retailers. If a dealer short-changed you on stock or commission, PTA will not decide it. A commercial or civil route is the place for that.

For a tower problem such as noise or placement, PTA's page points you away from itself. Weak signal at home is a service quality complaint, and PTA does take that kind, as shown in the legal fixes for weak mobile signal at home.

You must go to the operator first and keep the number

PTA says you should first contact your concerned service provider. Ask for three things: the complaint number, the time within which it will be resolved, and the escalation path if it is not. Write all three down.

The complaint number matters most. PTA lists it as mandatory when you come to PTA later. Operators may ask for your name, contact details, CNIC details and, for verification or franchise problems, proof of ownership of the service.

PTA needs four items before it accepts your complaint

PTA says the following information is mandatory before it will accept a complaint. Missing one is the usual reason a complaint stalls at the first desk.

  1. Your name and contact details.
  2. The unique complaint number the operator gave you.
  3. The time you lodged the complaint with the operator, or the date the operator's timeline expired.
  4. A brief description of the nature of the complaint.

The third item is the one people miss. PTA expects the operator's own timeline to have run out first. A complaint filed an hour after the operator received it is premature.

You can file by phone, online or on the app

PTA lists its Consumer Protection Division at its Islamabad headquarters, the toll-free number 0800-55055, its website and the CMS app for iOS and Android. After you file, ask for a complaint number and the timeline for resolution.

The step-by-step route and the 2026 portal changes are covered in how to complain about your mobile network to PTA. The app's recent upgrade is described in the PTA complaint app upgrade with OTP login.

You can check the status on the portal or by phone

PTA gives two ways to check where a complaint stands. The first is to sign in at complaint.pta.gov.pk or in the CMS app and open "In Process Complaints" on the dashboard. The second is to call PTA's Consumer Support Center and give the complaint number, your mobile number or your CNIC.

Rights that sit behind these complaints

PTA's page also summarises the 2009 consumer protection regulations. It says no service may be activated or deactivated without the user's consent, tariffs must be clear and billing information detailed. Those regulations have since been amended, and the notice periods in the old text no longer match the current rules.

For the current rule on stopping a paid service you never agreed to, see PTA's 2025 consent rule. For notice before a suspension, see the 15 day notice and 4 hour restore rules. Quote those pages, not the older summary, when you write your complaint.

Common questions

Can I complain to PTA without going to my operator?

PTA's page says to contact the service provider first and to bring the operator's complaint number to PTA. Without it, PTA's list of mandatory information is incomplete.

What if the operator gives me no complaint number?

Ask again in writing or by SMS and note the date and time. PTA's mandatory list also accepts the time of lodging, so record that and tell PTA the operator gave no number.

Will PTA settle a dispute with a franchise or card retailer?

No. PTA lists bilateral business agreements, including operator and franchise or card retailer relationships, as outside its jurisdiction.

Can PTA stop a tower from being built near my house?

PTA's page lists noise hazards and site installation of mobile towers among complaints it has no jurisdiction to entertain.

How do I check my complaint status?

Sign in on the portal or CMS app and open In Process Complaints, or call 0800-55055 with the complaint number, mobile number or CNIC.

Is a fraud call a complaint PTA takes?

Yes. PTA lists fraud calls and SMS, including WhatsApp and BISP-related fraud, among its complaint types.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read PTA's consumer complaints questions and answers on 12 October 2026. The complaint portal is at complaint.pta.gov.pk. We did not file a complaint. The page summarises the 2009 regulations, which have since been amended, so check current rules before you quote them.
