PTCL's landline packages are Freedom Plus at Rs 1,200 a month, Freedom Max at Rs 3,000, Freedom Ultra at Rs 5,000 and Freedom Supreme at Rs 8,000, all plus tax. Each gives unlimited PTCL to PTCL calls, 700 to 8,000 minutes to any mobile network, and 100 to 800 minutes to Zone 1 countries. Without a package, PTCL charges Rs 1.50 a minute to a landline and Rs 3.3 to a mobile. Here is which one pays off, what tax adds, and the Rs 55 feature bundle.

A clinic reception or a home where the elders still prefer the big handset can run up a landline bill fast, mostly on calls to mobiles. We read PTCL's four Freedom package pages, its call tariff page and its tax page on 2 November 2026.

PTCL Freedom packages compared

All four Freedom packages include unlimited calls to other PTCL numbers and a free value added services bundle. They differ in the minutes to mobiles and to Zone 1 countries abroad. Prices are per month, and PTCL adds tax on top.

Freedom MaxRs 3,000Unlimited2,000100
Freedom UltraRs 5,000Unlimited4,000400
Freedom SupremeRs 8,000Unlimited8,000800

One rule catches people out. PTCL's package pages say every voice package is charged for the complete month, whatever the activation date. Start Freedom Max on the 25th and you still pay Rs 3,000 for that month. Switch on the 1st if you can.

PTCL call rates without a package

PTCL's tariff from 1 May 2026 is Rs 1.50 a minute from a landline to another landline or Vfone, Rs 3.3 a minute to any mobile, and Rs 2 a minute to other fixed networks such as wireless local loop lines. All three are before tax.

Call from a PTCL landline toRate a minute (before tax)
Another landline or VfoneRs 1.50
Any mobile networkRs 3.3
Other networks (WLL and similar)Rs 2
USA, Canada, China, India (Zone 1)Rs 3.6
Saudi Arabia mobileRs 27.5

The mobile rate is the one that matters. Most landline bills are driven by calls to mobiles, and Rs 3.3 a minute is more than double the landline rate.

Freedom Plus pays off after about 364 mobile minutes

At Rs 3.3 a minute, 364 minutes of calls to mobiles cost about Rs 1,200, the price of Freedom Plus. If your household calls mobiles for more than about 12 minutes a day, the package is cheaper. Below that, pay as you go wins.

Our arithmetic on PTCL's prices, before tax, counting only the mobile minutes:

PackagePriceMobile minutesCost per mobile minute
No packagePay per useNoneRs 3.30
Freedom PlusRs 1,200700Rs 1.71
Freedom MaxRs 3,0002,000Rs 1.50
Freedom UltraRs 5,0004,000Rs 1.25
Freedom SupremeRs 8,0008,000Rs 1.00

Those per minute figures assume you use every minute. A home that uses 400 mobile minutes on Freedom Plus is really paying Rs 3 a minute, almost the same as no package. The bigger plans suit offices and shops, not homes. And if one person makes most of the calls, a mobile bundle may beat all of these; the Zong call packages are one place to compare.

Tax on a PTCL landline bill

PTCL's tax page lists 19.5% sales tax on landline telephone service in every province and in AJK, plus 10% advance income tax on landline charges above Rs 1,000 a month. So the advertised package prices are not what you pay.

Freedom Plus at Rs 1,200 becomes about Rs 1,434 with 19.5% sales tax alone, by our sum. The advance income tax then applies because the charges cross Rs 1,000. PTCL says the certificate for the advance tax you paid is on its customer portal, which is useful when you file a return, and you can check your PTCL bill online to see the exact tax lines.

The Rs 55 VAS bundle and how to subscribe

Freedom packages include PTCL's value added services bundle free. On its own, PTCL prices the bundle at Rs 55 a month. It covers caller ID, call waiting, call forwarding, conference calls, do not disturb, a wake up alarm, call back on busy, code barring, bill alerts and more.

To get a Freedom package on an existing line:

  1. Open PTCL's online shop and choose Telephone, then Packages.
  2. Pick the Freedom package that matches your mobile minutes, not the biggest one.
  3. Read the terms, tick the box and press Buy Now, or call 1218 and ask an agent.
  4. Ask for activation on the 1st of a month, since the full month is charged.
  5. Check the next bill for the package name and the tax lines.

If the line itself is dead or noisy, no package fixes that. Register a PTCL complaint on 1218 first. If you also want internet, the PTCL Flash Fiber packages come with free all-network minutes of their own.

How we verified this

What we checked, where we read it, and what we could not confirm.

We read PTCL's Freedom Plus, Max, Ultra and Supreme pages in its online shop, its call tariff page, its VAS bundle page and its taxes on PTCL services page on 2 November 2026. The break even point, the cost per minute and the tax inclusive price are our arithmetic. We could not confirm whether the advance income tax applies to the whole bill or only to the part above Rs 1,000, so we have not calculated it.
