Punjab Driving Licence Age Limit: 18 for a Car or Bike, 16 With a Juvenile Permit for a 125 cc Bike
Punjab driving age is 18 for a car or bike, 21 for paid drivers and 22 for heavy vehicles. A 16 year old may ride a 125 cc bike only with a juvenile permit.

Short answer: in Punjab you must be 18 to drive a car or a motorcycle on a public road. A paid driver or a transport vehicle driver must be 21, and a heavy transport vehicle driver must be 22. Since February 2026 the law also lets a 16 year old ride a motorcycle of up to 125 cc, or an electric motorcycle of the same power, but only with a juvenile driving permit. When we checked the DLIMS licence portal on 6 November 2026, it did not offer that permit yet.
Parents ask this every time a son or daughter starts college. The bike is already at home, the college is 6 km away, and the child is 16. This guide sets out what the Punjab driving licence age limit is, what changed in 2026, what the fine is for riding under age, and what a 16 year old can do today.
We read the consolidated Provincial Motor Vehicles Ordinance 1965 on the Punjab Code website, the Traffic Police Punjab offences page and the DLIMS portal on 6 November 2026.
The Punjab driving licence age limit is 18, 21 or 22
Section 4 of the Punjab motor vehicles law sets the minimum age by vehicle type. It is 18 for a motorcycle or a private car, 21 for a paid driver or a transport vehicle, and 22 for a heavy transport vehicle such as a truck or a large bus.
The law says "attained the age", so the birthday must have passed. A person who is 17 years and 11 months is still under age. The age on your CNIC or B-Form is what the licence office goes by.
| What you want to drive | Minimum age in Punjab | Where the law says it |
|---|---|---|
| Motorcycle up to 125 cc, with a juvenile driving permit | 16 | Section 4(1)(i), proviso added in 2026 |
| Motorcycle, any size, with a normal licence | 18 | Section 4(1)(i) |
| Private car or jeep (your own, not as a paid driver) | 18 | Section 4(1)(ii) |
| Car as a paid driver, or any transport vehicle | 21 | Section 4(1)(iii) |
| Heavy transport vehicle (truck, large bus) | 22 | Section 4(1)(iv) |

These are the Punjab rules for Punjab roads. On motorways and national highways the National Highways and Motorway Police (NHMP) apply a federal law with its own ages, which we explain in our guide on who can drive on national highways.
A 16 year old can ride a 125 cc bike, but only with a juvenile driving permit
The Provincial Motor Vehicles (Amendment) Act 2026, published in the Punjab Gazette on 19 February 2026, added a new rule. A person of 16 may ride a motorcycle of up to 125 cc, or an electric motorcycle of equal power, if they hold a juvenile driving permit from the licensing authority.
Three limits matter here:
- Engine size. The permit covers motorcycles of 125 cc or less. A 150 cc bike is not covered. Most bikes in Pakistani homes, such as 70 cc and 125 cc models, are inside the limit.
- Electric bikes. An electric motorcycle is covered if its power is "equivalent" to 125 cc. The law does not give a kilowatt figure for this.
- Cars are not covered. Nothing in the change lets a 16 year old drive a car. That stays at 18.
The law says the permit is issued "in such manner as may be prescribed". That means the government has to set the process, the fee and the test in rules. We did not find those rules published on the Punjab Code site.
DLIMS did not offer a juvenile permit when we checked
We opened the DLIMS home page and its fee structure page on 6 November 2026 and searched both for the word "juvenile". It did not appear on either page. The fee page lists regular licences, renewals, duplicates and international licences only.
So, as of today, we cannot tell you a fee or an online form for the juvenile permit, because the official portal does not show one. Here is what a family can do in the meantime:
- Check the child's age on the B-Form or juvenile CNIC. The permit is only for those who have turned 16.
- Ask at your district driving licence centre whether the juvenile permit is being issued yet. Take the B-Form and a parent's CNIC.
- If it is not being issued, the child should not ride on public roads until 18, or until the permit opens.
- Once the permit is available, keep it with the child whenever they ride, along with the bike's registration papers.
- Make sure the child, and anyone on the back seat, wears a helmet. That rule applies at every age.
The CM Punjab e-bike scheme for students already lists a "juvenile driving permit" as an accepted document, next to a licence or learner's permit. Our guide to the student e-bike scheme covers its other conditions.

Riding under age costs up to Rs 10,000 and the vehicle is impounded
Section 99-B of the Punjab law says a person who drives below the age limit can be fined up to Rs 10,000. The vehicle is impounded and handed back only to the owner, or to someone the owner sends, who has a valid licence.
The ticket amount depends on the vehicle. The Twelfth Schedule of the law, as replaced by the Second Amendment Act of May 2026, sets these fines for "driving in violation of age limit", each with 4 penalty points:
| Vehicle | Fine in the law | Points |
|---|---|---|
| Motorcycle | Rs 2,000 | 4 |
| Three-wheeler (rickshaw) | Rs 2,000 | 4 |
| Car up to 2,000 cc | Rs 5,000 | 4 |
| Car above 2,000 cc | Rs 10,000 | 4 |
| Light or heavy transport vehicle | Rs 10,000 | 4 |
One point of difference: the Traffic Police Punjab offences page, read the same day, shows a slightly older table. It lists Rs 3,000 for a three-wheeler and Rs 15,000 for public service and transport vehicles. The figures in the law, as published on the Punjab Code site, are the ones above. Where they differ, the law is the authority.
The owner can also be in trouble. The law forbids an owner from letting someone drive who does not meet the age rule. Points add up too: if they pass 20 within a year, the licence office must disqualify the person for six months. Our guide to Punjab licence points explains how.
Drivers above 50 need a medical certificate for transport vehicles
The age rules also work at the other end. In Punjab, a person above 50 may drive a transport vehicle only if the licence carries an endorsement that a medical certificate in Form B was given, signed by a registered doctor.
That endorsement lasts 12 months. It can be extended for 12 months at a time with a fresh certificate. This applies to transport vehicles such as buses, vans and trucks, not to a private car.

Common questions
What is the minimum age for a driving licence in Punjab?
18 for a motorcycle or a private car, 21 for a paid driver or a transport vehicle, and 22 for a heavy transport vehicle. A 16 year old can ride a bike of up to 125 cc only with a juvenile driving permit.
Can a 16 year old ride a motorcycle in Punjab?
The law allows it from February 2026, but only on a motorcycle of up to 125 cc, or an equal electric bike, and only with a juvenile driving permit. DLIMS did not show that permit when we checked on 6 November 2026.
Can a 17 year old get a learner licence in Punjab?
The learner licence leads to a full licence, which needs the age of 18 for a car or bike. Ask at your licence centre before applying, because the DLIMS form checks your date of birth.
What is the fine for underage driving in Punjab?
The law allows a fine of up to Rs 10,000 and the vehicle is impounded. The ticket is Rs 2,000 for a motorcycle and Rs 5,000 for a car up to 2,000 cc, with 4 penalty points.
Does the juvenile permit cover a 150 cc bike?
No. The law limits it to motorcycles of up to 125 cc, or electric motorcycles of equivalent power. A bigger bike needs a full licence at 18.
Do the same ages apply on the motorway?
No. Motorways and national highways follow the federal National Highways Safety Ordinance 2000. It sets 18 for your own car or bike and 21 for a paid or transport driver, and the Punjab juvenile permit is not mentioned there.
How we verified this
What we checked, where we read it, and what we could not confirm.
Last checked on 6 November 2026. The ages, the juvenile permit rule, the under age fine and the over-50 medical rule are from the consolidated Provincial Motor Vehicles Ordinance 1965 on the Punjab Code site, sections 4, 99-B and 116-A and the Twelfth Schedule. The older ticket table is from the Traffic Police Punjab offences page. The portal check is from the DLIMS home page and its fee structure page. We did not visit a licence centre.
