Short answer: Punjab's Agriculture Department lists Phase II of the Chief Minister's Kissan Card for 2026-27 and 2027-28. The plan is interest-free loans for 1 million card holders, with up to Rs 360,000 per cropping season for 3 seasons. Today's card guide still shows Rs 150,000 a season, so treat Rs 360,000 as a plan, not a limit you can spend now.

A farmer with 8 acres in Sahiwal opens his Kissan Card app before wheat sowing and sees one number. A neighbour hears on the radio that the card will soon give more than double. Which one is right? Both can be true, because one is the card today and the other is the plan on paper.

We read the Agriculture Department's own list of Chief Minister's initiatives on agripunjab.gov.pk on 12 October 2026. Phase II of the Kissan Card is the first item on it. This article sets out what that page says, what it does not say, and what to do while the new limit is not yet open.

The department lists Rs 360,000 a season for 3 seasons in Phase II

The Agriculture Department's page for the Chief Minister's Kissan Card Phase II states the target as interest-free loans for 1 million card holders. It adds loans of up to Rs 360,000 per cropping season, for 3 cropping seasons. The project runs from 2026-27 to 2027-28.

The same page gives the money side. The project cost is Rs 9,899.55 million, which is about Rs 9.9 billion. The allocation for 2026-27 is Rs 6,750 million, or Rs 6.75 billion. The page does not say whether these figures cover the loans themselves, bank mark-up support, the card system or all three.

Today's card limit is lower and the plan is not a notification

The card as it works now gives up to Rs 150,000 a season to farmers with up to 12.5 acres, as set out in the steps for applying for the Punjab Kissan Card. The Rs 360,000 figure sits in a development plan, which is a budget document. It is not a notice that says a new limit starts on a given day.

Three things we could not find on the department's pages on 12 October 2026:

  • A start date for the higher limit.
  • Whether the limit depends on land size, crop or past repayment.
  • Whether Rs 360,000 is the most any one farmer can get, or the most a farmer with the largest holding can get.

Until the department publishes those details, plan seed and fertiliser money on the limit your card shows today.

Paying the current bill is the step that keeps your card active

Whatever Phase II becomes, it will run on the same card. Farmers who spent from the card in the last phase must repay by 26 October 2026, and the next loan is credited about 48 hours after payment. The department's release and the dates are set out in the note on the Kissan Card bill due 26 October.

The bill SMS is due on 15 October 2026. Check that the mobile number linked to your CNIC can still receive messages. A missed SMS is not a reason to miss the date.

How to prepare your card for the higher limit

You cannot apply for Rs 360,000 today, but you can remove the common reasons a card is held back. Most of them are about land records and the phone number.

  1. Check that your land shows against your own CNIC in the land record system, not a parent's.
  2. Make sure the SIM linked to your CNIC works and is in your name.
  3. Repay the current Kissan Card bill by 26 October 2026.
  4. Keep your receipts for seed, fertiliser and pesticide bought through the card.
  5. Buy only from dealers registered on the card, as listed for where a Kisan Card works in Punjab.

The card sits beside other Punjab farm schemes with different limits

The same Agriculture Department list carries the tractor schemes and a hi-tech machinery loan. Each has its own rules and its own money. The Kissan Card is for inputs such as seed and fertiliser. It is not the route to a tractor, and a bigger card limit does not change that.

Scheme on the department listWhat it gives, as printed
Kissan Card Phase IIInterest-free loans, up to Rs 360,000 a season
Green Tractor Phase IV10,000 tractors, Rs 0.75 million subsidy each
Green Tractor Phase V9,500 tractors, Rs 1.0 million subsidy each
Hi-Tech Farm Mechanization FinancingInterest-free loans for 1,485 farmers or service providers

Common questions

Can I borrow Rs 360,000 on my Kissan Card now?

No. Rs 360,000 is the plan for Phase II. Today's card limit is lower, and the department has not published a start date for the higher one.

Is the Phase II loan interest free?

Yes, as the department lists it. The page says interest-free loans for 1 million card holders.

How many seasons does the Phase II plan cover?

It lists 3 cropping seasons, within the years 2026-27 to 2027-28. The page does not name which seasons.

Will every farmer get Rs 360,000?

We cannot say. The page prints "up to" Rs 360,000, and it does not explain how the amount is worked out for each farmer.

Do I need to register again for Phase II?

The department has not said. Existing card holders should keep their card active by paying the current bill, and watch the department's page for any new registration step.

Where is this plan published?

On the Agriculture Department's page for the Chief Minister's initiatives at agripunjab.gov.pk, under projects.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 12 October 2026. We read the Punjab Agriculture Department's page of Chief Minister's initiatives for the Phase II loan size, the number of card holders, the years and the cost. We did not find a start date or an application step for Phase II. We did not use the Kissan Card app ourselves. Check the department's page again before you plan a season's inputs on the higher figure.
