Short answer: K-Electric says the Government of Pakistan is collecting details from home customers to decide who gets the electricity subsidy. To register, scan the QR code in the Message Board on your K-Electric bill and type your name, CNIC and mobile number. It is free and you do it once.

The electricity subsidy is about to change shape. The government has told the IMF it will move from slab discounts to cash support through BISP. That plan needs a list of households, and a QR code on the K-Electric bill is one way the list is being built.

We read K-Electric's FAQ page on 13 October 2026. It has a section called "Registration for Government Electricity Subsidy Eligibility". The facts below come from that section. The page has no date on it, and we found no government notice that sets a last date for this registration.

K-Electric customers are being asked to register their details

K-Electric states that the Government of Pakistan is collecting customer information to assess eligibility for electricity subsidy benefits. The company is the channel. The government makes the final decision on who is eligible.

This fits the plan we explained in the move to a BISP-based subsidy by January 2027. The Power Division's own campaign papers, covered in the CNIC-to-meter linkage campaign, said no linking channel was open yet. K-Electric's page now describes one for its own customers. We could not date it, so treat it as the current instruction on K-Electric's site.

The requirement covers three groups of home customers

K-Electric says the requirement applies to eligible residential customers in the Lifeline, Protected and Non-Protected (Non-ToU) categories. A Non-Protected customer on a normal meter is covered only if monthly use is up to 300 units.

Customer typeCovered by the registration request
Residential LifelineYes
Residential ProtectedYes
Residential Non-Protected, not on Time of Use, up to 300 units a monthYes
Residential Non-Protected, above 300 unitsNot listed by K-Electric
Residential on a Time of Use meterNot listed by K-Electric
Shops and factoriesNot listed by K-Electric

If you are unsure which group you are in, the bill and the protected consumer rules will tell you. Protected means you stayed at or under 200 units a month for the previous six months.

Register in five steps with the QR code on the bill

The QR code sits in the Message Board section of your K-Electric bill. Scan it with your phone camera, open the page it shows, and fill in the form. K-Electric asks you to type the details with care.

  1. Take your latest K-Electric bill, paper or the e-bill on your phone.
  2. Find the Message Board box and the QR code printed in it.
  3. Scan the code with your phone camera.
  4. Type the fields that appear. K-Electric says they may include name, CNIC and mobile number.
  5. Submit the form, and keep a screenshot of the confirmation.

If you do not see a QR code on your bill, check the latest bill and its e-bill copy. The steps to check a K-Electric bill online show how to get the e-bill. For help, K-Electric points to its 24 hour contact centre on 118.

Owners, tenants and people with more than one property

You can register whether the connection is in your name or not. K-Electric answers three common cases directly.

Your situationWhat K-Electric says
You own the house, the connection is in someone else's nameYou can register using that connection. The government assesses it.
You are a tenantYou can register. Details are used whoever's name is on the connection.
You own several propertiesRegister each connection separately, by its own user or occupant.

Registering one connection does not make your other connections eligible. Each one is assessed on its own. Final eligibility always rests with the government.

What happens if you do not register

K-Electric says failure to register may result in suspension of your government electricity subsidy benefits, as per applicable government directives. It says "may". We found no notification that sets a date or a penalty, so we cannot tell you a cut-off.

Registering for the electricity subsidy with K-Electric costs Rs 0

Registering costs nothing. K-Electric says there is no fee. You also do not need to repeat it every month. Once you have submitted, you only update if your details or the government's directions change.

Stay careful. K-Electric lists only name, CNIC and mobile number as fields, and says there is no fee. Nothing on its page mentions a payment, a card number or a bank PIN. If a message or a caller asks for money to "unlock" your subsidy, it is not this process. Until anything changes, your bill is still priced by the home slab rates notified for 2026.

Common questions

Is registration free?

Yes. K-Electric says registration is completely free of charge. Do not pay anyone to register you.

Do I need to register again every month?

No. Once your details are submitted you do not need to repeat them, unless the government changes its directions or your details change.

I have a Time of Use meter. Do I register?

K-Electric lists only Lifeline, Protected and Non-Protected customers who are not on Time of Use. It does not list Time of Use homes, so ask on 118 if you are unsure.

Can a tenant register if the bill is in the landlord's name?

Yes. K-Electric says a tenant can use the connection to register, whether it is in the tenant's name, the landlord's or another person's.

Will registering give me the subsidy?

No, not by itself. Registering gives the government your details so it can assess eligibility. The final decision is the government's.

What if I live in a society that bills me directly?

You will not have a K-Electric bill or its QR code. Ask your society's office how it passes on subsidy information.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 13 October 2026, Pakistan time. We read the registration section of K-Electric's FAQ page. We could not find a Power Division or BISP notice that names this QR registration, so we cannot say who set it up or when it ends. The page is undated. We did not scan a bill's QR code, so we have not seen the form itself.
