How to Register a New Vehicle in Khyber Pakhtunkhwa: 1 to 4 Per Cent Fee, Rs 1,215 Plates, 60 Day Limit
KP Excise charges 1 per cent of value to register a car up to 1300 cc, 2 per cent to 2500 cc and 4 per cent above, plus Rs 1,215 for plates. See the penalty.

Short answer: Registering a new car of up to 1300 cc in Khyber Pakhtunkhwa costs 1 per cent of the vehicle's value as registration fee, plus Rs 1,215 for the number plate package, plus the federal advance tax and the annual token tax. A motorcycle pays 1 per cent and Rs 892 for plates. Cars between 1300 and 2500 cc pay 2 per cent, and anything above 2500 cc pays 4 per cent. Register within 60 days of purchase or a late penalty of Rs 200 to Rs 10,000 is added.
We read the Motor Vehicle Tax page of the Khyber Pakhtunkhwa Excise, Taxation and Narcotics Control Department at kpexcise.gov.pk on 19 October 2026. The department registers every private and commercial vehicle in the province through its district excise offices. The rates below are the ones it publishes, and the one figure it does not publish is the value the fee is charged on, which is the invoice price for a new vehicle.
The registration fee is 1, 2 or 4 per cent of the vehicle's value
KP charges a registration fee as a percentage of the vehicle's value, by engine size. Motorcycles and scooters pay 1 per cent. Cars, jeeps, vans and pickups up to 1300 cc pay 1 per cent, from 1300 to 2500 cc pay 2 per cent, and above 2500 cc pay 4 per cent. Trucks, buses, commercial vans, rickshaws and tricycles pay 1 per cent. A tractor pays a flat Rs 1,000.

On a Rs 3,000,000 car of 1,000 cc the fee is Rs 30,000. On a Rs 6,000,000 car of 1,800 cc it is Rs 120,000. On a Rs 15,000,000 SUV of 2,800 cc it is Rs 600,000. The jump from 2 to 4 per cent above 2500 cc is the one that surprises buyers of large vehicles, because a 2,700 cc engine costs twice the registration fee of a 2,400 cc one on the same price.
| Vehicle | Registration fee |
|---|---|
| Motorcycle or scooter | 1 per cent of value |
| Car, jeep, van or pickup up to 1300 cc | 1 per cent of value |
| Car, jeep, van or pickup 1300 to 2500 cc | 2 per cent of value |
| Car, jeep, van or pickup above 2500 cc | 4 per cent of value |
| Truck, bus, commercial van, rickshaw, tricycle | 1 per cent of value |
| Tractor | Rs 1,000 flat |
The percentage structure is the same shape Punjab uses, though the Punjab brackets differ, and the Punjab new car registration fee for 2026-27 is the page to compare against if you are choosing where to register. Balochistan publishes its own schedule, covered in the Balochistan vehicle registration fee and documents.
Number plates and the registration book cost Rs 1,215 for a car
KP sells the plates, the registration book, a third plate sticker and scanning as one package. For cars, vans and small pickups, with plates of 305 by 155 mm, the package is Rs 1,215. For trucks, buses, coasters and tractors, with 400 by 200 mm plates, it is Rs 1,587. For motorcycles, scooters and rickshaws, with 175 by 155 mm plates, it is Rs 892.

The department's page also lists per unit prices inside each package, for example Rs 899 for a pair of car plates, Rs 208 for the registration book, Rs 182 for the third plate and Rs 198 for scanning and archiving. Those four add up to more than Rs 1,215, so the package price is the one to budget for; we could not find an explanation of the gap on the page. On 13 October 2026 the department announced a universal number plate, smart card and e-payment system on its news page, but the linked file was unrelated and no fee for the new plate or card was published, so the figures above are the ones still on its tax page.
Register within 60 days or pay up to Rs 10,000 extra
Under the KP Finance Act 2011, an owner who does not register a new or imported vehicle within 60 days of purchase or import pays a penalty on top of the fee. For a car of 801 to 1000 cc the penalty is Rs 1,500 if the delay is under 6 months and Rs 3,000 if it is longer. Above 2000 cc it is Rs 5,000 and Rs 10,000.
| Vehicle | Delay up to 6 months | Delay over 6 months |
|---|---|---|
| Motorcycle or scooter | Rs 200 | Rs 500 |
| Tractor not used for farming | Rs 1,000 | Rs 2,000 |
| Other vehicle up to 800 cc | Rs 1,000 | Rs 2,000 |
| 801 to 1000 cc | Rs 1,500 | Rs 3,000 |
| 1001 to 1300 cc | Rs 1,700 | Rs 3,400 |
| 1301 to 2000 cc | Rs 2,000 | Rs 5,000 |
| Above 2000 cc | Rs 5,000 | Rs 10,000 |
These penalties are mild next to Punjab's, where the Punjab late registration charge steps up at 30, 60 and 180 days. But a KP dealer who delivers a car on an open letter is still leaving you with a 60 day clock, and the excise office counts from the invoice date, not from the day you got round to it.
Federal advance tax and token tax are paid on top
The registration fee is a provincial charge. On top of it the excise office collects the federal advance income tax under section 231B of the Income Tax Ordinance, which depends on whether you are on the FBR active taxpayer list, and the annual token tax, which in KP is now a flat amount by seating capacity for private cars.

The KP tax page still shows an engine size table for the advance tax, from Rs 10,000 for a filer up to 850 cc to Rs 500,000 above 3000 cc, with non-filers paying up to three times more. FBR has changed this schedule more than once since, so take the KP page's table as a guide to the shape of the charge and check the current vehicle advance tax rates before you pay. The token tax figures are in the KP token tax rates for 2026-27, which also explains that the province's online payment did not work when we tested it.
So for a Rs 3,000,000 car of 1,000 cc bought by a filer, the first year stacks up to roughly Rs 30,000 registration fee, Rs 1,215 plates and book, the advance tax for that engine size, and the annual token. The registration fee is the biggest line for a small car, and the advance tax overtakes it for a non-filer.
Take the invoice, CNIC and form to the district excise office
KP registration is done at the district excise office where you live, not online. The department's e-services menu lists vehicle verification and a new vehicle registration form, but the registration itself and the payment happen at the counter. Dealers in Peshawar often file for the buyer.
- Collect the dealer's sale invoice, the delivery note and the sales tax invoice from the manufacturer or importer.
- Download the registration form from the department's tax forms page or collect it at the office, and fill in the owner's name exactly as on the CNIC.
- Attach a copy of your CNIC, the invoice, and for an imported vehicle the customs goods declaration and bill of entry.
- Pay the registration fee, the plate package, the advance tax and the token tax on the challan the office prints, at the bank it names.
- Collect the receipt and, when ready, the registration book and plates. Check the engine and chassis numbers on the book against the car before you leave.
Once the book is in your name, selling the car later goes through the KP ownership transfer process, which has its own fee. The department's helpline is 091-9212260 and its office is at Auqaf Plaza, Shami Road, Peshawar Cantt.

How we verified this
What we checked, where we read it, and what we could not confirm.
We read the Motor Vehicle Tax page of the Khyber Pakhtunkhwa Excise, Taxation and Narcotics Control Department at kpexcise.gov.pk/new/mvtax on 19 October 2026, which carries the registration fee percentages, the late registration penalty table citing the KP Finance Act 2011, the number plate packages and an advance tax table. We also read the department's news item of 13 October 2026 on the universal number plate at kpexcise.gov.pk, whose attached file was an unrelated document. The worked fee examples are our arithmetic. We could not verify the current federal advance tax amounts from the KP page, which appears to carry an older FBR schedule, nor any fee for the new universal plate or smart card. The document list in the steps is the standard set and was not read on a KP page.
