Pakistani Umrah Pilgrims Leaving Saudi Arabia Mid-Trip: Get Re-Entry Approved First, Not Just a Nusuk Permit

Leaving Saudi on an Umrah visa for Egypt or Dubai? The visa is deactivated at exit. Get re-entry approved by your agent first. A Nusuk permit is not enough.

An empty airport departure lounge at dusk, for the guide to leaving Saudi Arabia and returning on an Umrah visa

Short answer: if you leave Saudi Arabia on an Umrah visa, the visa stops working the moment you exit. Saudi Arabia's Ministry of Hajj and Umrah says even its new one-year, multiple-entry Umrah visa "is deactivated after each departure". It works again only when your next visit meets the rules: a new service package from an approved provider, booked for you through the ministry's system, and then an Umrah permit in the Nusuk app. Ask your Umrah agent to arrange this before you fly out to Egypt, Jordan, Dubai or Turkey, and get the cost in writing.

We learned this the hard way. Our team travelled to Saudi Arabia on an Umrah visa, then visited Egypt. The plan was to fly back into Madinah and go home to Pakistan from there. At the airport in Egypt, the airline (flynas) checked our visa in the Saudi system. The screen showed it as invalid, with a message that this person cannot enter Saudi Arabia.

We had to call our agent from the airport. The agent applied for urgent re-entry approval and charged us a fee for it. The amount was set by the agent, not by any published government rate. Here is what the official rules say, so you can plan it before you leave, not at a check-in desk.

An Umrah visa is switched off when you leave Saudi Arabia

Leaving Saudi Arabia ends your current visit, and the Umrah visa goes inactive in the Saudi system. A one-year validity on your visa does not mean you can come and go freely. Each new visit has to be approved again before an airline will board you.

The Ministry of Hajj and Umrah launched a multiple-entry Umrah visa on 20 July 2026, according to the Saudi Press Agency, the government's news agency. It is valid for 365 days from the date it is issued. You can enter more than once, but your total stay across all visits cannot pass 90 days.

The same announcement sets three conditions for every visit:

  • You must buy a service package from an approved provider on the Nusuk platform, and the package cannot be longer than the days left on your visa.
  • You must issue an Umrah permit in the Nusuk app before you arrive.
  • The visa "is deactivated after each departure and reactivated upon meeting regulatory requirements for the next visit."

That explains what we saw. Our visa showed one year of validity, yet it behaved like a single-entry visa once we left. It had not expired. It had been switched off, and nobody had switched it on again for the return.

The older style of Umrah visa works more simply. The ministry's FAQ says you must enter within three months of the visa being issued, and that the stay on an Umrah visa is 90 days. Once you leave on that visa, the visit is over. The FAQ also confirms you can get an Umrah visa more than once a year, so a fresh visa is the other route back.

Saudi visa types compared for a side trip outside Saudi Arabia

Your visa type decides whether a side trip is easy or risky. A tourist visa allows several entries within one year. An Umrah visa needs a new approval for each visit. A transit visa covers one short stop only.

The tourist visa rows come from Saudi Arabia's Tourist Visa Regulations, published by the Ministry of Tourism. The stopover row comes from Visit Saudi, the Saudi Tourism Authority's official site. For a family or personal visit visa, read your own printout on the Ministry of Foreign Affairs platform. You can also check a Saudi visa by passport number there.

Re-entry approval comes from your Umrah company, not the Nusuk app

In our experience, some Pakistani agents tell pilgrims to take a permit from the Nusuk app. That permit is needed, but it does not switch your visa back on. Your approved Umrah provider has to book the next visit's package in the ministry's system first.

The ministry's FAQ says every Umrah pilgrim coming from abroad is linked to an operating contract with a Saudi Umrah company, through an "external agent" in their own country accredited by the ministry. In Pakistan, that is your Umrah operator. They are the ones who can book a package for your next visit. In our case, the fix came only from the agent, after a call from the airport.

The Nusuk app does something else. The ministry says you use the Nusuk or Tawakkalna app to "issue a permit to perform Umrah or pray in Al-Rawdah Al-Sharifah," and that permits are shown and checked on arrival through those apps. Our guide on the Riaz ul Jannah permit in the Nusuk app covers that side.

So the order is: your provider gets the visit approved, then you issue the Umrah permit in the app. The app cannot override a visa that the Saudi system shows as inactive.

What the Nusuk app does and does not do for an Umrah visa holder returning to Saudi Arabia

Ask your agent five things before you book a side trip

Sort this out in Pakistan, before you pay for the package. A two-minute conversation with your agent costs nothing. An emergency approval from a foreign airport can cost a missed flight and an extra fee.

  1. Is my visa single entry or multiple entry? Ask them to show you where it says so on the visa or in the contract.
  2. Write my exit and return dates into the package. Give the agent your planned date to leave Saudi Arabia and your date to come back, in writing.
  3. Get the return visit approved in advance. Ask for the second package or re-entry approval to be in place before you leave Saudi Arabia, not after.
  4. Put the cost in writing. Ask what they will charge for the second visit, and get it on the receipt or contract.
  5. Get a 24 hour contact. Take a phone and WhatsApp number that someone answers at night and on Fridays.

Only use an operator on the official list. Our guide shows how to check that an Umrah agent's contract is attested by Pakistan's Ministry of Religious Affairs.

Five questions to ask your Umrah agent before leaving Saudi Arabia for Egypt, Jordan, Dubai or Turkey

A multiple-entry tourist visa suits side trips better, if you qualify

A one-year multiple-entry tourist visa lets you enter and leave Saudi Arabia as often as you like, up to 3 months in total. Umrah is allowed on it outside the Hajj season. The catch is that Pakistani passport holders do not get it as easily as some other nationals.

The Tourist Visa Regulations set the fee at 300 riyals, plus approved medical insurance. People whose nationality is not on the published list apply through a Saudi mission or the Ministry of Foreign Affairs' digital embassy. They must show a return ticket, a hotel booking, an employment certificate and a bank statement or salary certificate.

The same regulations let some travellers skip those extra papers, whatever their nationality:

  • Holders of a valid US, UK or Schengen tourist or business visa that has been used at least once.
  • Permanent residents of the US, the UK or the European Union.
  • Holders of a Gulf residence visa valid for at least three months, in the professions listed on visitsaudi.com.

Family members of the first degree travelling with them are covered too. Tourist visa holders must not perform Hajj, and must not perform Umrah during the Hajj season. Our Saudi visa guide covers the other visit routes.

Saudi multiple-entry Umrah visa: 365 days validity and 90 days total stay

Stuck at a foreign airport with an invalid Saudi visa

Call your Umrah agent first, because only the approved provider can get your next visit approved. The airline cannot change what the Saudi system shows. If approval will not come in time, book a direct flight home to Pakistan instead.

The Tourist Visa Regulations say the carrier company checks a traveller's eligibility before travel. In our case, that check happened at the check-in desk, before boarding. Arguing with check-in staff will not help, because they see the same result you do.

Your options, in order:

  • Call the agent. Ask for the next visit's package or re-entry approval, ask how long it will take, and ask the price before you agree.
  • Apply for a tourist visa if you fall into one of the eligible groups above.
  • Look at a stopover visa if you can fly to Pakistan on Saudia through a Saudi airport. Visit Saudi lists it as free, with an application fee of about USD 10.50, up to 96 hours and Umrah allowed with a Nusuk booking. We have not confirmed on an official page that Pakistani passports qualify, so check at booking.
  • Fly home to Pakistan directly. Your Pakistani passport does not need a Saudi visa for that.
  • Contact the Pakistan embassy or consulate in the country you are in if your passport is lost, your money runs out, or you need consular help. Missions are listed on the Ministry of Foreign Affairs website, mofa.gov.pk.

If the agent overcharges or does not answer, you can complain about a Hajj or Umrah operator once you are home. Inside Saudi Arabia, the ministry's care centre number is 920002814.

Iqama exit re-entry is a different system

The exit re-entry visa you may have heard about is for people who live and work in Saudi Arabia. It is issued on Absher or Muqeem against an iqama. Visitors on an Umrah visa cannot get one.

If you live in Saudi Arabia on an iqama, see our guide on iqama validity and exit re-entry. For pilgrims coming from Pakistan, the full booking process is in our Umrah visa from Pakistan guide. The last dates for this season are in our Umrah 1448 season guide.

Common questions

Can I leave Saudi Arabia on an Umrah visa and come back?

Yes, but not on the same approval. The visa is deactivated when you leave. Your approved provider must arrange the next visit, with a new package, and you need a fresh Umrah permit in Nusuk.

My Umrah visa says one year. Why did it show invalid?

The one-year multiple-entry Umrah visa is switched off after each departure. It works again only once the next visit meets the rules. Without that, airlines see it as invalid.

Does a Nusuk app permit give me re-entry to Saudi Arabia?

No. The Nusuk app issues permits for Umrah and the Rawdah. It does not reactivate your visa. Your Umrah company has to get the visit approved first.

How long can I stay on a multiple-entry Umrah visa?

Up to 90 days in total across all visits, within 365 days from the date the visa was issued. It is not activated during the Hajj season.

How much does re-entry approval cost?

No official fee is published. Each new visit needs a new service package, and the agent or company sets its own price. Get it in writing before you travel.

Is the iqama exit re-entry visa the same thing?

No. That visa is for Saudi residents with an iqama, issued on Absher or Muqeem. Umrah visitors cannot use it.

How we verified this

What we checked, where we read it, and what we could not confirm.

Last checked on 5 November 2026. The multiple-entry Umrah visa terms are from the Saudi Press Agency's report of the Ministry of Hajj and Umrah announcement, dated 20 July 2026. The three month entry window, the 90 day stay, the provider contract and the Nusuk permit rules are from the Ministry of Hajj and Umrah FAQ at haj.gov.sa. Tourist visa validity, entries, eligibility and the 300 riyal fee are from the Tourist Visa Regulations published by the Ministry of Tourism. The stopover visa terms are from Visit Saudi. The airport account is our own team's trip. We found no official fee for re-entry approval or a second Umrah package.
