Bait-ul-Mal General Financial Assistance: Up to Rs 30,000, Once a Year
Pakistan Bait-ul-Mal policy lists general aid of up to Rs 30,000 once a year for the poor, widows and the disabled. See who is excluded and how to apply.

Short answer: Pakistan Bait-ul-Mal's general financial assistance pays up to Rs 30,000 to a poor person in hardship. You apply on plain paper with a CNIC copy. You can get it once a year, and widows, infirm and disabled applicants are given preference. Government employees and their families cannot apply.
Most people know Bait-ul-Mal for hospital bills and orphan homes. Fewer know it has a plain cash grant for a family hit by sudden loss. There is no special card and no online form. A paper application and a visit from an investigating officer decide it.
We read the Pakistan Bait-ul-Mal Individual Financial Assistance (IFA) policy PDF on the pbm.gov.pk projects page on 12 October 2026, together with the programme text on the same page. The policy is a board document with later amendments, so we also flag where it disagrees with the website.
General assistance is a one-time cash grant of up to Rs 30,000
The IFA policy lists "IFA General" as financial assistance of a maximum of Rs 30,000. It is meant for poor people who cannot overcome a hardship from their own means. It is separate from the medical and education streams of the same policy.
The policy names five kinds of applicant it is written for. The list is wider than the word destitute suggests.
| Who the policy names | In plain words |
|---|---|
| The poor suffering misery | Cannot overcome the situation with available resources |
| Victims of a sudden fall in economic status | Loss caused by unpredictable circumstances |
| Severe physical or mental disability | Unable to earn a livelihood |
| Widow, divorcee or separated woman | Raising children with no regular income |
| Invalid or infirm person | Cut off from family, with no source of income |

A disabled applicant may also need a wheelchair, hearing aid or artificial limb, which is a separate Bait-ul-Mal route for assistive devices. A person registered under the PBM Food Support Programme can also be considered. The policy also covers the death of an earning member and a natural calamity under the general stream.

You can claim once a year, and widows and disabled applicants come first
The policy says any individual can apply for general assistance once a year. Widows, infirm and disabled applicants get preference every year. Other applicants are served only twice in their whole life, and may be moved to the medical, education or rehabilitation streams.
Two more rules matter before you apply. General assistance and rehabilitation cannot be combined. But medical treatment, general assistance, an education stipend and individual rehabilitation can be granted to the same person in one year, except that general and rehabilitation pair is excluded.
The policy also says the amount is sized by a proxy means test, a score that estimates how poor the household is. A score of 1 to 20 is placed at Rs 5,000 to Rs 10,000, and a score of 41 to 100 at Rs 21,000 to Rs 30,000. The middle band is printed with a garbled lower figure in the PDF, so we do not quote it.
Government employees and other aid recipients are excluded
The policy bars government servants, including contract staff, and their family members. It also bars employees of public sector organisations, corporations and autonomous bodies. Anyone who receives similar subsistence from another government body, such as Zakat or a provincial Bait-ul-Mal, is excluded.
The policy adds a warning that matters. A false declaration or hidden fact can lead to recovery of the money and a permanent ban from all PBM schemes. Do not guess on the income question. Write what is true and let the investigating officer decide.
If you already get Zakat, say so. The Punjab scheme is explained in how to apply for Zakat help in Punjab, and getting it may block this grant.
How to apply on plain paper and what happens next
You write an application on plain paper and attach a copy of your CNIC, or the NADRA receipt with a copy of your old identity card. The policy says an application can be received from any source. It is addressed to the Managing Director or the director of the provincial or regional office.
- Write a short application stating your hardship and your monthly income. Sign it, or put a thumb impression.
- Attach a copy of your CNIC. A guardian's CNIC can be used for an orphan child.
- Add any proof of the event, such as a death certificate, a disability certificate or a doctor's letter.
- Send or hand it to the nearest PBM district office, or to the provincial or head office.
- Wait for the district in-charge or a survey officer to visit and verify your situation.

After the visit, the file is processed by head office or the provincial office, assessed by a director, and approved by the sanctioning authority. Payment is by crossed cheque sent by registered post to your address. That is why the address you write matters.
The income limit differs between the policy and the website
The policy document says a poor person had income up to Rs 4,000 a month, and notes that the board raised the poverty line to Rs 17,500 in September 2019. The PBM projects page says monthly income of Rs 74,000 or less. We cannot tell which one governs a case today.
The website is the newer source, but expect the district office to apply its own proxy score as well. The same gap affects our guide to Bait-ul-Mal medical assistance, which quotes the website limit. Ask the district office for the current threshold in writing, or by phone on 0800-66666.
The policy is a board document that goes back many years and carries notes from board meetings up to 2020. Treat the Rs 30,000 ceiling as the last published figure. Ask the office whether it still applies.

How we verified this
What we checked, where we read it, and what we could not confirm.
We read the Individual Financial Assistance policy PDF and the programme text on the Pakistan Bait-ul-Mal projects page on 12 October 2026. The helpline 0800-66666 and the email address are listed on the PBM contact page. The policy carries board notes up to 2020, so confirm the ceiling and income limit at your district office before you apply.
